Prime Minister Pham Minh Chinh has just signed Official Dispatch No. 968 dated October 16, 2023 requesting ministries, branches and localities to continue to rectify and strengthen discipline and order in state administrative agencies at all levels.
Strengthening the inspection of public service activities
Recently, the Prime Minister has issued many documents directing to rectify and strengthen the responsibility in handling work of ministries, agencies and localities, but the situation of avoiding, shirking responsibility, and fear of making mistakes when handling work of a number of cadres, civil servants and public employees has not been effectively overcome.
Coordination between agencies, localities and units in handling work is not close and timely. There are cases of slow participation in giving opinions or participation in giving opinions without clear opinions and viewpoints, prolonging the processing time, affecting the progress, quality and efficiency of work.
Therefore, the Prime Minister requested to continue to rectify and overcome the above-mentioned shortcomings and limitations, improve the effectiveness and efficiency of direction and administration, and promptly remove difficulties and obstacles, especially for people and businesses.
The Prime Minister requested to promote the responsibility of leaders and the personal responsibility of officials and civil servants of state administrative agencies at all levels in handling work; strengthen discipline and administrative order, strictly comply with the conclusions and directions of the Government and the Prime Minister.

The Head of Government also requested leaders of ministries, branches and localities to directly, proactively and actively organize the timely and effective implementation of assigned tasks, promote decentralization and delegation of authority, and ensure progress and quality.
Along with that, it is necessary to strengthen the inspection of public service activities, especially surprise inspections; promote the role and responsibility of heads of agencies and units of internal inspection and auditing to promptly commend and reward groups and individuals who do well, and strictly handle those who do not do well.
Notably, the Prime Minister requested timely review, replacement or transfer to other jobs for officials and civil servants with weak capacity, who do not dare to do, avoid, push, work half-heartedly, are afraid of responsibility, causing stagnation and not meeting the requirements of assigned work.
In case of shirking, avoiding, or lacking responsibility, leading to delays or failure to decide on issues and tasks within one's authority, causing consequences, the collective and individual responsibilities involved must be reviewed and handled in accordance with the regulations of the Party and the State.
Actively organize dialogue with people
The Prime Minister noted the need to individualize individual responsibility in each stage of the work process, ensuring that work within one's authority is handled quickly, promptly, and effectively; and to strictly implement the code of conduct and public ethics of officials and civil servants in state administrative agencies at all levels.
In the process of coordination to resolve work within authority, only seek opinions from agencies directly related to the project, project..., do not seek coordination opinions from unrelated or unnecessary agencies.
The consulted agency is responsible for responding on time, in accordance with its functions and tasks, with clear viewpoints and responsibilities, and not responding generally, avoiding or shirking responsibility, which affects the progress of work processing.

The Prime Minister also directed the organization to thoroughly disseminate and effectively implement Decree No. 73/2023 of the Government regulating the encouragement and protection of dynamic, creative cadres who dare to think, dare to do, and dare to take responsibility for the common good.
This aims to create a solid legal basis, build a favorable environment for cadres, civil servants and public employees to feel secure in performing their public duties, contributing to improving the effectiveness of direction, management and work handling.
Along with that, it is necessary to promote and effectively implement the plan to review and simplify administrative procedures; be determined and resolute in resolving administrative procedures at administrative agencies at all levels in a timely and effective manner, ensuring democracy, publicity, transparency and convenience; and direct agencies and units to regularly review and inspect administrative procedure settlement records in progress.
In particular, resolutely not allowing delays, harassment, negativity, waste of resources, opportunities of the State, society, people, and enterprises; not allowing shirking of responsibility in handling administrative procedures; strengthening supervision and inspection to detect and strictly handle agencies, units, heads of agencies, units, and cadres, civil servants, and public employees who refuse to handle or violate.
The Prime Minister also requested to actively organize dialogues with people and businesses to promptly and thoroughly resolve their reflections, recommendations, thoughts, aspirations, and suggestions; report to competent authorities for consideration and handling of issues beyond their authority; absolutely do not push, beat around the bush, or avoid .
