Strengthening the close relationship between the Party and the people

On the afternoon of November 18, at the Party Central Committee Headquarters, General Secretary To Lam worked with the Central Committee for Mass Mobilization on the implementation of mass mobilization tasks since the beginning of the 13th Party Congress term and key tasks from now until the 14th Party Congress.

Attending the meeting were comrade Nguyen Duy Ngoc, Secretary of the Party Central Committee, Chief of the Party Central Committee Office; the collective leadership of the Central Mass Mobilization Commission and representatives of the leaders of central departments, branches and organizations.

According to the Report, from the beginning of the 13th Party Congress term until now, Central Committee for Mass Mobilization has focused on researching and advising the Central Executive Committee, the Politburo, and the Secretariat on major policies, orientations, and solutions on mass mobilization work, focusing on implementing the contents of mass mobilization work stated in the Resolution of the 13th National Party Congress, with the goal of further tightening the close relationship between the Party and the people, relying on the people to build the Party; promoting the strength of great national unity, socialist democracy, and people's mastery; and arousing the aspiration to build a prosperous and happy country.

At the meeting, delegates discussed and evaluated the achievements, limitations and difficulties in mass mobilization work; at the same time, recommended and proposed solutions to improve the effectiveness of mass mobilization work, meeting the requirements of the new revolutionary stage.

Concluding remarks at the meeting, General Secretary To Lam basically agree with the assessments of the results of implementing mass mobilization work advised by the Central Mass Mobilization Commission since the 13th National Party Congress to date. The General Secretary stated: Mass mobilization work has been carried out more and more effectively, contributing to strengthening the close relationship between the Party, the State and the people, creating consensus in society, promoting the strength of great national unity, ensuring national defense, security, political stability, improving the material and spiritual life of the people. On behalf of the Party and State leaders, the General Secretary acknowledged, commended and congratulated the achievements and results that Central Committee for Mass Mobilization achieved in the past.

Regarding the direction of mass mobilization work in the coming time, the General Secretary requested to focus on doing well a number of contents. Firstly , unifying the awareness of the special importance and requirement of strongly innovating mass mobilization work on par with the tasks in the new revolutionary stage to mobilize the invincible strength of the people, bringing the country firmly into a new era, an era of national growth.

The General Secretary pointed out: The highest goal of mass mobilization work in the new revolutionary period is to be for the people; bring practical results to the people; resolve the people's legitimate needs and aspirations; put the people's legitimate and legal interests first and foremost; truly respect and promote the people's right to mastery; consolidate the close relationship between the Party, the State and the people. The goal of mass mobilization work in the new period is to gather "no one left out" as President Ho Chi Minh instructed. Therefore, the task of mass mobilization work must be practical, specific, aimed at bringing peace and security to the people, taking care of people's lives, and implementing social security, especially for the poor, disadvantaged, and vulnerable groups of people.

Second , the responsibility for carrying out mass mobilization work belongs to the entire Party, the entire army, and the entire political system; Party members, especially heads of Party committees and authorities at all levels, must be exemplary; the responsibility of the Central Mass Mobilization Commission must be promoted in advising, coordinating, and guiding the implementation of the Politburo's Decision on this issue.

The General Secretary believes that we cannot successfully build socialism without democracy and there can be no democracy without doing a good job of mass mobilization and not taking mass mobilization seriously. Mass mobilization is not just a movement but a regular, permanent task; linked to the functions and tasks of each agency, organization and individual in the political system. To do mass mobilization well, guidelines, mechanisms and policies must be truly for the people, by the people, thoroughly overcoming formalism, waste, bureaucracy and distance from the people; cadres and party members must understand the people, trust the people, uphold the spirit of sacrifice, pioneering spirit and exemplary behavior for the people to follow.

Third , strongly innovate the method of mobilizing the people, ensuring that it is suitable to the characteristics, conditions, thoughts and aspirations of all classes of people; on the basis of closely following the grassroots and locality, grasping the situation, being close to the people, and respecting the people; going into specific, clear, concise issues, with a focus, key points, easy to understand, easy to remember, easy to say, easy to do. Emulation movements to mobilize people to participate must be practical and must be linked to the actual situation of each locality and base. Strongly transforming mass mobilization work not only in real space but also in cyberspace, through e-Government and digital citizens.

Fourth , strongly innovate the organization of the mass mobilization apparatus from the central to the grassroots level to meet the increasingly high requirements and tasks in the new revolutionary period. Arrange the organization to be streamlined - compact - strong - effective - efficient - effective; streamline the apparatus, organize the Party's agencies, truly become the intellectual core, the "general staff", the vanguard leading the State agencies is an urgent requirement to improve the leadership capacity, the ruling capacity of the Party, so that the Party can truly become a great helmsman, leading the Vietnamese revolutionary ship to overcome new difficulties and challenges, achieving the set strategic goals. The process of streamlining the organization is associated with restructuring the cadre team, to select people who are truly virtuous and talented for mass mobilization work, people who "think, see, listen, walk, speak, and work" as instructed by President Ho Chi Minh.

The General Secretary believes that with the determination to innovate, the team of cadres, civil servants, public employees, and workers of the Central Committee for Mass Mobilization and the entire industry, the system of people doing mass mobilization work will continue to unite and make efforts to excellently complete the assigned tasks.
