The Government has just issued Decree 60 amending and supplementing a number of articles of Decree No. 116 dated September 25, 2020 of the Government regulating policies to support tuition fees and living expenses for pedagogical students.
These amendments aim to remove shortcomings in supporting pedagogical students, especially teacher training by address, implemented from 2020 to present.
Identify teacher training needs
Decree 60 of 2025 stipulates that before June 15 every year, the Provincial People's Committee shall send the local teacher training needs according to each level, grade, major, and subject for the next enrollment year to the Ministry of Education and Training (MOET), and at the same time publicize it on the media.

Before June 30 every year, based on the local demand for teacher recruitment according to qualifications, grades, and training sectors, and conditions to ensure quality and training capacity of teacher training institutions, the Ministry of Education and Training shall determine and announce the following year's enrollment targets for teacher training institutions.
Based on the quotas announced by the Ministry of Education and Training, teacher training institutions shall publicly announce the quotas on the Ministry of Education and Training's electronic information portal and the teacher training institution's electronic information page before July 5 every year.
Methods of implementing support for pedagogical students
Based on the announced targets of teacher training institutions, ministries, branches and localities implement policies to support tuition fees and living expenses for pedagogical students by assigning budget estimates according to budget decentralization; in cases where localities have a need for teachers that need to be implemented in the form of assigning tasks or placing orders, they will assign teacher training tasks to affiliated teacher training institutions or place orders for teacher training with teacher training institutions.

The decision to assign tasks and teacher training contracts between the assigning and ordering agencies and teacher training institutions must be based on the needs and annual teacher training plans, in accordance with the roadmap for education and training development, and the annual and long-term teacher training plans of the locality.
Other regulations on assignment and ordering that are not specifically regulated in Decree 116 and Decree 60 shall be implemented according to the provisions of Decree No. 32/2019/ND-CP of the Government regulating assignment, ordering or bidding for the provision of public products and services using the State budget.
Localities no longer have to balance their own budgets.
Decree 60 stipulates that the State budget funds for implementing the policy of supporting tuition fees and living expenses for pedagogical students shall comply with the provisions of the State Budget Law, documents guiding the State Budget Law, provisions of other relevant laws and provisions of this Decree.
The above regulation changes compared to Decree 116 in that the State budget is guaranteed, no longer leaving it to the locality to balance itself, which helps to implement the regime promptly.
For teacher training institutions, every year, based on the number of pedagogical students who are receiving support policies for tuition and living expenses at the training institution and the enrollment quota announced by the Ministry of Education and Training for the following year (after deducting the quota for assigned tasks and orders), teacher training institutions prepare a budget estimate and send it to the superior agency for synthesis and report to the competent financial agency for budget arrangement according to the provisions of the State Budget Law.
For the agency assigning tasks and placing orders, based on the support level prescribed in Article 4 of Decree 116, the agency placing orders and assigning tasks shall annually prepare a budget estimate for training pedagogical students at the same time as preparing the budget estimate and consolidate it in the unit's budget estimate, report to the competent authority for approval of funds to pay tuition and living expenses support for pedagogical students through teacher training institutions.
Funds to support tuition fees and living expenses for teacher training students are arranged in the annual State budget estimates for education and training at ministries, branches and localities according to regulations and are provided to teacher training institutions in the form of budget allocation according to regulations.
In case the locality assigns tasks and orders the training of pedagogical students, the locality shall allocate from the local budget to pay teacher training institutions funds to support tuition fees and living expenses for pedagogical students.
After receiving financial support from the competent authority, the teacher training institution is responsible for paying the living expense support into the student's bank deposit account before the 15th of each month.
The budget for implementing the policies in this Decree is balanced in the annual State budget expenditure estimates according to the current management decentralization. The central budget supports local budgets in implementing the policies according to the principle of targeted support from the central budget to local budgets in implementing social security policies issued by competent authorities applicable for each period.
Based on the quota announced by the Ministry of Education and Training, teacher training institutions notify successful candidates to register for tuition and living expenses support; publicly announce the number and list of successful students on the Ministry's electronic information portal and the teacher training institutions' electronic information page so that localities can register to assign tasks and place orders for training pedagogical students.
Recovery of support funds
Annually, based on the training and learning results of pedagogical students, teacher training institutions shall notify the list of students subject to the provisions of Point c, Clause 1, Article 6 of Decree 116 to the People's Committee of the province where the students are permanently residing or the agency assigning the task or placing the order to notify the recovery of the funding supported for pedagogical students according to the provisions of Clause 2, Article 8 of Decree 116.
For pedagogical students receiving financial support in the form of budget allocation and subject to reimbursement as prescribed in Clause 1, Article 6 of Decree 116, before December 30 every year, based on the certificate of working time in the education sector as prescribed, the People's Committee of the province where the student is a permanent resident shall review, monitor, guide, and issue a notice to recover the support funds so that pedagogical students can fully pay back the amount to be reimbursed as prescribed in Article 8 of Decree 116 and Decree 60.
For pedagogical students receiving financial support in the form of assignment or order placement who are subject to reimbursement as prescribed in Clause 1, Article 6 of Decree 116, the agency assigning the assignment or order placement shall monitor, guide, and issue a notice to recover the support funds so that pedagogical students can fully pay back the amount required to be reimbursed as prescribed in Article 8 of Decree 116 and Decree 60.
Within 30 days from the date of receipt of the notice from the competent authority, students who are subject to the refund must contact the agency that issued the notice of withdrawal of the refunded funds to complete the procedures for refunding the support funds. The maximum time limit for performing the obligation to refund the support funds is 4 years from the date the student teacher receives the notice of refund of the funds.
Within the time limit for performing the obligation to reimburse the cost, the student must pay the reimbursement to the teacher training institution or the agency that places the order or assigns the task (for students who are subject to the order or assignment) according to regulations.
In case the student is late in performing the refund obligation beyond the prescribed time limit, he/she shall be subject to the maximum interest rate applicable to demand deposits as prescribed by the State Bank of Vietnam for the late refund amount.
Pedagogical students must reimburse the costs according to the provisions of Clause 1, Article 6 of Decree 116. If they are subject to a confirmation by a competent authority that their working capacity has been reduced by 61% or more or they have passed away, the reimbursed costs will be erased; if they are subject to the policy of tuition exemption or reduction according to the Government's regulations, the reimbursement level of tuition support funds will be exempted or reduced accordingly.
Based on the specific conditions of the pedagogical students, the People's Committee of the province where the student is a permanent resident decides to exempt, reduce or eliminate the compensation fee for pedagogical students who are policy beneficiaries.
