On the afternoon of December 30, in Ha Long City, the Provincial Inspectorate held a conference to summarize the work in 2024 and deploy tasks in 2025. Comrade Nghiem Xuan Cuong, Vice Chairman of the Provincial People's Committee attended and directed the conference.
In 2024, the Provincial Inspectorate has always closely followed the policies and directions of the Provincial Party Committee, Provincial People's Committee; Government Inspectorate, ministries and central branches; coordinated well with units and functional agencies to promptly implement assigned tasks in specialized inspection and examination work; the work of receiving citizens, handling complaints and denunciations, preventing corruption and negativity has been implemented synchronously and achieved many positive and effective results, making important contributions to the overall development of the whole province.
Specifically, during the year, the Provincial Inspectorate, the Inspectorate of departments, branches, districts, towns and cities conducted 174 administrative inspections; issued conclusions of 137 inspections. Through the inspection conclusions, it was recommended to recover over 6.9 billion VND to the state budget; recommended other economic handling of over 26.5 billion VND and 45,000m2 of land; recommended to recover and terminate investment activities for 3 projects; recommended to review responsibilities and handle according to regulations for 127 collectives and 126 individuals.
440 specialized inspections were conducted, a decrease of 191 compared to the same period in 2023. Through inspections, 1,356 cases of individuals and organizations were detected and administratively sanctioned, with a total fine of over 9.5 billion VND; recommendations to recover 754 million VND to the State budget; recommendations to handle other matters of over 921 million VND and many other recommendations in the fields of state management.
The work of receiving citizens and handling complaints and denunciations has also been closely followed by the Inspection agencies in accordance with Directive No. 41-CT/TU dated February 15, 2024 of the Provincial Party Committee Standing Committee, actively advising localities, departments and branches to develop implementation plans. The initial implementation has brought about certain results. The number of citizens, large groups, and complaints and denunciations under their jurisdiction have all decreased significantly compared to the same period in 2023. The situation of complaints and denunciations in general has been kept stable, without forming "hot spots", and without arising more complicated and crowded complaints and denunciations that cause instability in security, order and social safety.
In the work of preventing corruption and negativity, raising awareness and sense of responsibility of civil servants and public employees has had many positive changes; the work of disseminating and propagating on preventing corruption and negativity has been strengthened and put into practice, achieving certain results.
Implementing the tasks in 2025, the Provincial Inspectorate will synchronously and promptly carry out surprise inspections and checks as required by management work in all fields, ensuring good service for the leadership and direction of Party committees and authorities at all levels; strictly implement the provisions of the Law on Complaints, the Law on Denunciation, the Law on Citizen Reception, the Law on Administrative Procedures and documents guiding their implementation...
Speaking at the conference, Mr. Nghiem Xuan Cuong, Vice Chairman of the Provincial People's Committee, requested the Provincial Inspectorate to continue to focus on implementing and synchronously deploying surprise inspections and checks according to the province's direction. Strengthen propaganda, improve the effectiveness of citizen reception, handling complaints and denunciations, especially complaints and denunciations related to Party congress personnel at all levels, and prevent hot spots from arising. Pay attention to improving the effectiveness of declaration and control, verifying assets and income of those who are obliged to declare; focus on internal inspection and audit, enhance the role and responsibility of heads of agencies, units, and localities. At the same time, promptly disseminate and implement the review, arrangement, and streamlining of the internal apparatus of the Inspectorate, ensuring effective and efficient operations to best perform inspection activities in the coming time.
