On the afternoon of February 10, at the Government headquarters, Prime Minister Pham Minh Chinh, Head of the Government's Steering Committee on "Summing up the implementation of Resolution No. 18-NQ/TW of the 12th Central Committee on continuing to innovate and reorganize the political system to be streamlined, effective and efficient" chaired the 11th meeting of the Steering Committee to discuss the project to reorganize the inspection agency system to be streamlined, strong, efficient, effective and efficient.
Also attending were: Permanent Deputy Prime Minister Nguyen Hoa Binh; Deputy Prime Ministers Le Thanh Long and Bui Thanh Son; leaders of ministries, branches and Government agencies who are members of the Steering Committee.
In recent years, in the face of many difficulties and challenges, the Government Inspectorate and the inspection sector have closely followed the leadership and direction of the Party Central Committee, the Politburo, the Secretariat, the Government, and the Prime Minister to complete all aspects of work quite comprehensively; especially in inspection, prevention of corruption, waste, and negativity.
In the 2021-2024 period, the inspection sector discovered economic violations of more than VND 573,000 billion and 1,890 hectares of land; recommended administrative handling of 32,000 groups and 55,000 individuals; transferred 1,532 cases and 1,212 subjects to the investigation agency.
However, the current apparatus of the inspection sector is cumbersome, with many layers and internal connections. The number of civil servants is large but the efficiency and effectiveness are not commensurate; independence and objectivity in the performance of public duties at the ministerial and sectoral inspection levels are not guaranteed.
Inspection by sector, field and administrative level still has many overlaps, duplications and interferences. Therefore, it is necessary to organize, arrange and restructure the inspection agencies in a centralized, unified and professional manner towards being streamlined, compact, strong, efficient, effective and efficient.
At the meeting, the Steering Committee discussed and reviewed the political and legal bases; practical bases; viewpoints, objectives, and principles of the arrangement of the inspection agency system. At the same time, it determined the functions, tasks, and organizational model; assessed the impact and implementation steps of the arrangement of the inspection agency system...
Among them, the Steering Committee proposed to organize the inspection sector apparatus in a centralized, unified, and streamlined manner at one focal point at two levels at the central and local (provincial) levels.
Concluding the meeting, the Prime Minister pointed out that the arrangement of the inspection agency system must put the interests of the country and the people first. At the same time, it is necessary to closely follow the Party and State's policies and directions on continuing to innovate and arrange the organization of the political system according to Resolution No. 18-NQ/TW, ensuring the goal of reducing focal points and staff, improving the effectiveness and efficiency of operations, inheriting and innovating, and the organizational structure of the inspection sector must be centralized, unified, and streamlined at 2 levels.
The Prime Minister noted that the arrangement must overcome current shortcomings, limitations, overlaps, and duplications in the organization and operation of inspection agencies.
At the same time, it is necessary to clarify that the process of arranging and restructuring inspection agencies must ensure continuity, no interruptions, and no omissions in performing tasks.
Along with that, it is necessary to review, evaluate, and select cadres with heart, vision, courage, political qualities, and professional expertise to arrange and assign to the inspection team.
The Prime Minister requested the Government Inspectorate, the Ministry of Home Affairs and relevant agencies to urgently complete the project, present it clearly and thoroughly for the Politburo and the Central Steering Committee to consider, and prepare to submit it to the National Assembly after the Politburo has given its opinion.
The Prime Minister also stated that if there are any problems in the operation process, they will continue to be supplemented and amended to suit reality and be consistent with the political system, with the core being to improve the effectiveness and efficiency of the organization.
Thereby clearly defining functions; contributing to reducing the apparatus, improving the leadership capacity of party organizations and party members, and restructuring the team of cadres, civil servants and public employees, improving quality, and ensuring work requirements.
