Bank Inspectorate: 3 PVcombank branches in Ho Chi Minh City lack strict inspection and supervision of loans

DNVN - On March 14, the State Bank of Vietnam (SBV) Region 2 Branch announced the inspection conclusion of 3 branches of the Vietnam Public Joint Stock Commercial Bank (PVcombank) in Ho Chi Minh City. Through the inspection process, the authorities pointed out many shortcomings and limitations at these branches.

According to the announcement, on June 28, 2024, the Chief Inspector and Supervisor of the State Bank of Vietnam, Ho Chi Minh City Branch (now the Chief Inspector of the State Bank of Vietnam, Region 2 Branch) issued a decision to inspect the operations of 3 PVcombank branches, including: Ho Chi Minh City Branch, Saigon Branch and Phu Nhuan Branch. After that, the Chief Inspector announced 3 inspection conclusions: on December 27, 2024 for PVcombank Phu Nhuan, on January 16, 2025 for PVcombank Saigon and on February 25, 2025 for PVcombank Ho Chi Minh City.

3 PVcombank branches in Ho Chi Minh City have had many problems and limitations.

The inspection results showed that, in general, all three branches complied with the laws and guidelines of the State Bank in activities such as capital mobilization, foreign exchange, as well as anti-money laundering and anti-terrorist financing. However, there were still some notable limitations.

Regarding credit activities, these branches still have limitations in the appraisal and decision-making process; the inspection and supervision of loans are not complete and strict; in some cases, customers have not used loans for the right purposes.

Regarding foreign exchange activities, PVcombank Ho Chi Minh City has not collected enough documents for some transactions of importing goods and transferring money one-way abroad. Meanwhile, at PVcombank Saigon, anti-money laundering work has not been strictly implemented. Particularly, PVcombank Phu Nhuan has limited accounting activities such as inaccurate recording of revenue, accrued interest and deposit interest.

Based on these conclusions, the Chief Inspector of the State Bank of Vietnam, Region 2, has applied handling measures according to its authority and legal regulations. At the same time, this agency requested PVcombank's headquarters to implement 17 recommendations, including 7 recommendations related to the Ho Chi Minh City Branch, 5 recommendations for the Saigon Branch and 5 recommendations for the Phu Nhuan Branch.

In addition, PVcombank Ho Chi Minh City needs to implement 6 recommendations, PVcombank Saigon 8 recommendations, and PVcombank Phu Nhuan 6 recommendations to ensure safe, effective operations and compliance with legal regulations.
