At the first meeting of the Government Steering Committee on Science, Technology, Innovation, Digital Transformation and Project 06 on the morning of March 18, Prime Minister Pham Minh Chinh affirmed that to achieve the goal of becoming a developed country by 2045, Vietnam must promote science, technology, innovation and digital transformation. However, there are still many institutional and procedural barriers that hinder this process.
Vietnam has set a target of at least 8% GDP growth in 2025 and double digits in the following years. At the same time, it has identified breakthrough development in science and technology, innovation and digital transformation as options and solutions for rapid and sustainable development. This is also a driving force for growth.
According to the Prime Minister, in recent times, in the fields of science and technology, innovation, and digital transformation, Vietnam has made progress and achieved certain results, but compared to advanced countries, compared to countries in the region, and compared to development desires and requirements, there is still a gap.
Immediately after Resolution 57 was issued, the Politburo organized an inspection team to urge, guide, and remove difficulties and obstacles in the implementation. This shows the importance of the Resolution and the close direction of the Politburo. Therefore, all levels, sectors, agencies, localities, businesses and people must act and move so that the whole country can move, thereby turning the Resolution into reality.
Regarding upcoming tasks, the Prime Minister suggested doing well three key tasks related to science, technology, innovation and digital transformation, administrative reform and Project 06.
First, the Ministry of Science and Technology and other ministries and sectors should urgently review the legal system and propose amendments in the direction of “one law amending many laws” at the upcoming National Assembly session. Institutions must become the driving force, resource and inspiration for development.
Second, continue to review and invest in infrastructure, allocate at least 3% of the 2025 budget for science and technology, including a source of excess revenue of 10 trillion VND.
Third, diversify human resource training forms to meet development requirements in the current situation.
At the same time, the Prime Minister especially emphasized the role of administrative reform in promoting science and technology because "if there is a jungle of procedures, it cannot be done".
Accordingly, when drafting or amending laws, decrees, and circulars, agencies must clearly respond about the contents that need to be removed or supplemented, and especially whether administrative procedures have been reduced by at least 30%.
In addition, it is necessary to promote decentralization and delegation of power, ensuring the transparency and feasibility of policies. The Government will also closely monitor to avoid corruption, negativity, and loss of state assets.
The Prime Minister requested administrative agencies to change their mindset, shifting from “management” to “serving” businesses and people. The Prime Minister emphasized the principle of “3 yes, 2 no”: “Beneficial to the country, beneficial to the people, beneficial to businesses; no personal motives, no corruption, no negativity”.
With strong determination to reform, the Government expects to create a breakthrough in science and technology development, innovation and digital transformation, helping Vietnam catch up, progress with and surpass other countries in the region.
