The conclusion points out the advantages, shortcomings, limitations and violations of Vinh Long University of Technical Education.

According to the Inspectorate of the Ministry of Education and Training, Vinh Long University of Technical Education has not implemented the policy of unifying the Party Secretary to hold the position of Chairman of the University Council according to the direction and objectives of Resolution 19 of the Central Executive Committee.

The school board violated Article 16 of the Law on Higher Education when it failed to perform its responsibilities and powers such as: Not urging the development and approval of annual work plans; not approving financial plans; not approving annual financial reports and settlement reports for legal sources of revenue.

In conclusion, the School Council's submission to the Minister of Labor, Invalids and Social Affairs for a decision to reappoint a vice principal is not in accordance with the provisions of the Law on Higher Education.

Regarding enrollment and training management , the conclusion stated that in 2021, the school recruited more students than block V, with 1,471/1,395 successful candidates, exceeding the announced target by 5.4%, violating the circular of the Ministry of Education and Training.

The inspectors pointed out that in 2022, the implementation of regular enrollment targets in fields such as: Social Sciences and Behavior; Journalism and Information - exceeded the announced target by 13%; Law - exceeded 18%, violating the Ministry's circular.

Regarding the enrollment quota for work-study programs , the Inspectorate concluded that in 2022, the school determined the enrollment quota and trained 14 majors with 580 quotas, of which the field of Engineering Technology determined 385/780, accounting for 49% (according to regulations, only 30%). However, the number of successful admissions was 243, accounting for 31% of the field quota - violating the regulations of the university level enrollment regulations...

In addition, in the 2022 university enrollment plan and announcement, the school used majors that already had codes as majors, which is not in accordance with regulations; the school requires specialized faculties to develop, evaluate and issue training programs - violating the Ministry's circular.

Regarding the conditions for opening and maintaining majors , the Inspectorate pointed out that the Construction Engineering Technology major and the Traffic Engineering Technology major at the university level have the same permanent teaching staff to maintain the training major. However, in February 2024, the school decided to stop enrolling in the Traffic Engineering Technology major.

In addition, the school also has limitations and shortcomings in training and management of issuing diplomas and certificates.

Make a record of administrative violations

The Inspectorate of the Ministry of Education and Training has drawn up a record of administrative violations against violations in university admissions in 2021 and 2022. The Chief Inspector of the Ministry has issued a decision to force "implementing remedial measures for the consequences of administrative violations caused by Vinh Long University of Technical Education".

The Inspectorate requested the school to urgently carry out the unification of the Party Secretary concurrently holding the position of Chairman of the School Council...

The school must fully comply with and properly implement the regulations of the Ministry of Education and Training on enrollment and training management at all levels.

Regarding the enrollment exceeding the announced regular quota, the inspector requested the school to review the training capacity of each major and have a solution to ensure quality according to regulations.

The Inspectorate of the Ministry of Education and Training requested the Minister of Labor, Invalids and Social Affairs to direct the staff unit to review the legal validity of Decision 461 dated June 2, 2022 on the reappointment of the vice-rector to ensure compliance with regulations on the autonomy of higher education institutions and the authority of the University Council according to the Law on Higher Education.
