Banning extra tutoring, elementary schools open 'clubs' of subjects for money?

On April 3, speaking with Thanh Nien , Mr. NLHP, deputy representative of parents of Hoang Hoa Tham Primary School (Buon Ma Thuot City), said that many parents whose children study at the school complained about the school opening a "club" to teach extra subjects in the program for a fee.

Mr. P. said that from the beginning of the 2024-2025 school year, the school's Board of Directors will organize extra classes for all students through a club that teaches 4 lessons/week, including: math, Vietnamese, English and life skills. Parents have to pay a fee of 130,000 VND/student/month.

According to parents' feedback, Hoang Hoa Tham Primary School (Buon Ma Thuot City) organized a "club" to teach extra subjects in the program, charging students money.

"Circular 29/2024/TT-BGDDT (Circular 29) stipulates cases of banning extra teaching and organizing extra teaching from February 14, 2025. I noticed that the school's Board of Directors did not implement this circular when continuing to teach at the above-mentioned club, with the reason that the students' parents voluntarily registered," said Mr. P.

According to Mr. P., the teaching in this club is completely inconsistent with Circular 29 of the Ministry of Education and Training. Accordingly, Mr. P. has also reported this issue to the school's Board of Directors as well as the Department of Education and Training of Buon Ma Thuot City.

"After reporting, teaching activities in the club at school are still going on normally. This afternoon (Thursday, April 3), my child is still receiving extra math lessons at school," said Mr. P.

On the same day, Thanh Nien reporters registered to work with the Department of Education and Training of Buon Ma Thuot City about the issue of extra teaching for money at Hoang Hoa Tham Primary School. However, the Department of Education and Training refused to answer and scheduled a meeting for tomorrow (April 4).
