Recently, Prime Minister Pham Minh Chinh signed Decision No. 457 to establish the Steering Committee for drafting the Law on Science and Technology (amended).
Accordingly, Deputy Prime Minister Tran Luu Quang is the Head of the Steering Committee for drafting the Law on Science and Technology (amended) (referred to as the Steering Committee). The Minister of Science and Technology is the Deputy Head of the Committee.
Members include representatives of leaders of ministries, localities and agencies: Government Office; Ministry of Science and Technology; Ministry of Finance; Ministry of Home Affairs; Ministry of Justice; Ministry of Education and Training; Ministry of Planning and Investment; Ministry of Industry and Trade; Ministry of Agriculture and Rural Development;
Vietnam Academy of Science and Technology; Vietnam Academy of Social Sciences; Hanoi People's Committee; Ho Chi Minh City People's Committee; Vietnam Union of Science and Technology Associations.
The Decision clearly states that the Ministry of Science and Technology is the standing body of the Steering Committee, responsible for making a list of Steering Committee members appointed by the Minister, Head of a ministerial-level agency, Head of a government agency, Chairman of the Hanoi People's Committee, Chairman of the Ho Chi Minh City People's Committee, and reporting to the Head of the Steering Committee.

The Steering Committee advises and assists the Prime Minister in directing the development of the Law on Science and Technology (amended) project in accordance with the schedule and regulations of the Law on Promulgation of Legal Documents, including the following work contents:
Review and approve the plan and progress of the draft Law on Science and Technology (amended) prepared by the Ministry of Science and Technology;
Directing the development of the Law on Science and Technology (amended) including the draft Law, draft Submission and documents as prescribed;
Directing the collection of opinions from ministries, branches, localities and relevant organizations and individuals on the draft Law on Science and Technology (amended); Directing the collection of opinions from relevant agencies, organizations and individuals on the draft Law on Science and Technology (amended);
Directing coordination with the National Assembly Committees in the process of drafting, reviewing and submitting the draft Law on Science and Technology (amended); Performing other tasks as assigned and directed by the Government and the Prime Minister.
The operating regulations of the Steering Committee and the interdisciplinary expert team assisting the Steering Committee are prescribed by the Head of the Steering Committee.
Members of the Steering Committee operate on a part-time basis, are personally responsible for their assigned areas of work, and comply with regulations on the establishment, organization and operation of inter-sectoral coordination organizations and the operating regulations of the Steering Committee.
The Head of the Steering Committee uses the seal of the Prime Minister. The Deputy Head of the Steering Committee and members of the Steering Committee sign documents according to assigned or authorized tasks and use the seal of the agency they work for.
The Ministry of Science and Technology is responsible for ensuring the operating conditions of the Steering Committee and the Interdisciplinary Expert Group assisting the Steering Committee. The Steering Committee will dissolve itself after completing the task of drafting the Law on Science and Technology (amended).
The general operating expenses of the Steering Committee are guaranteed by the state budget and are arranged in the annual regular expenditure estimates of the Ministry of Science and Technology according to the provisions of the State Budget Law .
