On the morning of December 10, Comrade Lai The Nguyen, Standing Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council, Head of the Provincial National Assembly Delegation worked with the Standing Office of the Steering Committee of the Campaign to support housing construction for poor households, policy households, and households with housing difficulties in the province in the 2 years 2024-2025 to listen to the report on the progress of the Campaign; preparations for the first review conference and launching the second support campaign according to Directive No. 22-CT/TU dated March 30, 2024 of the Provincial Party Committee Standing Committee.

Attending the conference were comrades: Pham Thi Thanh Thuy, member of the Standing Committee, Head of the Provincial Party Committee's Mass Mobilization Commission, Chairwoman of the Provincial Fatherland Front Committee; Le Duc Giang, member of the Provincial Party Committee, Vice Chairman of the Provincial People's Committee; representatives of leaders of relevant provincial departments, agencies and branches; representatives of leaders of districts, towns and cities.
According to the report, the total number of poor households, policy households, and households with housing difficulties in the two years 2024-2025 in the province is 15,438 households (10,750 newly built households; 4,688 repaired households). Of which, mountainous districts are 13,438 households; plain and urban districts are 1,673 households.
As of December 5, 2024, the total amount of support received by the Vietnam Fatherland Front Committee at 3 levels (province, district, commune) is more than 226 billion 529 million VND. The total amount of funding allocated at all levels is more than 145 billion 789 million VND, of which the Provincial Steering Committee allocated (phase 1 and phase 2) is 55 billion 820 million VND, with the number of supported houses being 1,420 households; the District Steering Committee allocated more than 89 billion 969 million VND.

However, in the implementation, there are some difficulties and problems: The current situation in Muong Lat district and some households in Nhu Xuan, Nhu Thanh, Lang Chanh districts... due to history, there are many poor households, near-poor households living in "temporary, dilapidated" houses but do not have land to live or have built long-term, stable houses on agricultural land, production forest land, forestry land... but not in the residential land planning.

Through inspection and according to the reports of Quan Son, Quan Hoa, Ba Thuoc, Lang Chanh and Thuong Xuan districts on the results of disbursement of funds by the Provincial Steering Committee to support households under the "Project to arrange and stabilize residents in areas at high risk of flash floods, landslides in mountainous districts of Thanh Hoa province in the period of 2021-2025", there were many difficulties and problems, and the funds of the Provincial Steering Committee were basically not disbursed.

The reason for the slow disbursement is that most households do not have land to move; some households have reinforced the land, renovated the construction, planted trees, so they self-assessed that the risk of landslides has been reduced and they do not want to move; some households requested not to receive support money, not to move from their old place of residence; some households have problems with disbursement documents, settlement of funding sources, thus making disbursement difficult...
