Focus on completing 3,000km of highways by 2025

(Baohatinh.vn) - Affirming that the goal of completing 3,000 km of expressway by 2025 remains unchanged, including 102.38 km through Ha Tinh, Prime Minister Pham Minh Chinh requested ministries, branches and localities to identify this as an important and top political task to focus on implementing.

On the afternoon of March 29, Prime Minister Pham Minh Chinh chaired an online meeting with 25 provinces and cities and 7 inspection teams led by Deputy Prime Ministers on the inspection results and urged the implementation of the plan to complete 3,000km of expressways by the end of 2025.

Deputy Minister of Construction Nguyen Tuong Van and Vice Chairman of the Provincial People's Committee Tran Bao Ha presided at the Ha Tinh bridge. Attending were members of the working delegation of the Ministry of Construction and leaders of departments, branches, and localities of Ha Tinh, along with representatives of investors of 3 expressway component projects being implemented in the province.

To achieve the goal of having over 3,000 km nationwide by 2025, the Ministry of Construction, localities and Vietnam Expressway Corporation (VEC) are implementing 28 projects/component projects with a plan to complete in 2025 (collectively referred to as projects) with a total length of about 1,188 km.

On March 9, Deputy Prime Minister Nguyen Chi Dung inspected the construction progress of three component projects of the North-South Expressway through Ha Tinh.

In recent times, the Prime Minister and Deputy Prime Ministers have paid attention and spent a lot of time and effort directing ministries and branches to coordinate in removing obstacles related to mechanisms and procedures; directing localities to speed up site clearance (GPMB) and resolve mine licensing procedures; directing investors to speed up progress and pay attention to quality assurance.

Up to now, the progress of most projects has been on schedule, many projects have been ahead of schedule. However, there are still some projects that are behind schedule, and some problems have not been thoroughly resolved. In response to this reality, the Prime Minister has established 7 inspection teams led by Deputy Prime Ministers and led by leaders of ministries, branches and localities to directly inspect, direct and remove difficulties.

Based on the actual situation, the inspection teams assessed the possibility of completion, 28 projects with a total length of 1,188km were divided into 2 groups.

In particular, group 1, the projects ensuring completion progress in 2025 include 18 projects/897km (3 expressway projects passing through Ha Tinh: Bai Vot - Ham Nghi, Ham Nghi - Vung Ang, Vung Ang - Bung) basically no longer have major difficulties or obstacles, the implementation progress is closely following the set plan. Investors and contractors are making efforts to overcome difficulties, closely following the plan, it is expected that by April 30, 2025, 2 sections/90km will be completed and put into operation and the main expressway route of 4 projects/158km will be opened to traffic (including Bai Vot - Ham Nghi project, Ham Nghi - Vung Ang project). For the remaining projects, strive to open to traffic on September 30 (including Vung Ang - Bung expressway) and the end of 2025.

Group 2, projects still face many difficulties, progress has not met the set plan. There are still some tasks related to site clearance, construction materials sources have not met the requirements for completion in March 2025.

With the 3 sections of Bai Vot - Ham Nghi, Ham Nghi - Vung Ang and Vung Ang - Bung in the 2021 - 2025 period, Ha Tinh needs to reclaim 912 hectares of land of all kinds with nearly 9,500 affected households, excavate more than 1,000 graves, build 26 resettlement areas, 4 cemeteries, relocate many other works and technical infrastructures... The province has handed over 99.98% of the land; completed the construction of 26 resettlement areas, 4 cemeteries; approved the confirmation and granted the right to exploit 13 mineral mines for construction materials.

Ha Tinh is making efforts to resolve some remaining problems to hand over 100% of the site to investors and contractors.

At the meeting, delegates said that in order to meet the progress of works and projects, and meet the progress according to the direction of the Government, local authorities need to mobilize the entire political system to complete the entire site clearance work, without affecting the construction progress; speed up licensing procedures, increase the capacity of construction material mines; investors and contractors organize construction in 3 shifts, 4 teams to speed up the construction progress...

Concluding the meeting, Prime Minister Pham Minh Chinh affirmed: The goal of completing 3,000km of expressway by 2025 remains unchanged. Therefore, central ministries, branches, Party committees and authorities at all levels must identify this as an important and top political task to focus on implementing.

Analyzing the importance of putting expressway projects into operation soon, the Prime Minister requested central ministries, branches, units and localities to promote the spirit of "lightning speed", the spirit of 50 years of the Liberation of the South and national reunification, to promote the highest responsibility in implementing site clearance work, and to completely resolve difficulties in construction material sources.

For provinces and cities with a large amount of land acquisition and clearance, it is necessary to mobilize the entire political system to complete the entire land acquisition and clearance work; localities still stuck with high-voltage power line infrastructure must coordinate with Vietnam Electricity Group (EVN) to complete the relocation, without affecting the construction progress; speed up licensing procedures, increase the capacity of stone and soil mines, and complete according to the Government's requirements.

The Ministry of Construction continues to direct investors and contractors to organize construction in 3 shifts and 4 teams to speed up progress, ensuring the main routes of planned projects open to traffic on April 30, 2025.

For the Can Tho - Hau Giang, Hau Giang - Ca Mau projects and the Bien Hoa - Vung Tau component project, it is necessary to strictly control progress, monitor subsidence to immediately switch to construction of the foundation and road surface when conditions are met, striving to complete the main route before December 31, 2025.

The Ministry of Finance shall preside over and coordinate with localities to review and arrange sufficient capital for projects; the Ministry of Agriculture and Environment shall urgently review legal regulations to guide localities on procedures for returning waste disposal sites after construction is completed; the Ministry of Industry and Trade shall coordinate and support localities; EVN shall urgently direct relevant units to speed up the relocation of high-voltage power lines.

Before participating in operating the bridge point in Ha Tinh, Deputy Minister of Construction Nguyen Tuong Van inspected the progress of the North-South Eastern Expressway project in the 2021-2025 period (phase 2) through Quang Binh and Ha Tinh provinces.
