Resolution on the implementation of Resolution No. 43/2022/QH15 dated January 11, 2022 of the National Assembly on fiscal and monetary policies to support the Socio-Economic Recovery and Development Program and enhance the effectiveness and efficiency of implementing the National Assembly's resolutions on a number of important national projects, consisting of 3 articles.

Regarding the enhancement of the effectiveness and efficiency of the implementation of the National Assembly's resolutions on a number of important national projects, the National Assembly requested the Government to review the mechanisms and policies applicable to the projects, and on that basis propose to improve the relevant legal provisions. Develop and improve the mechanisms and policies on toll collection for expressways invested by the State; review and improve the law on investment under the public-private partnership model; review and improve the regulations on site clearance, compensation, support, resettlement, etc.

Previously, in the Report on receiving, explaining and revising this draft Resolution, Chairman of the National Assembly's Finance and Budget Committee Le Quang Manh said that some opinions of National Assembly deputies suggested that the Government direct ministries, branches and localities to urgently review and find solutions to resolve recommendations, difficulties and problems related to the implementation of investment projects, speed up the implementation progress and disbursement of investment projects using program capital to complete them on schedule.
Receiving the opinions of National Assembly deputies, the National Assembly Standing Committee expressed this content at Point a, Clause 1, Article 2 of the Draft Resolution on key tasks and solutions: The Government focuses on directing ministries, branches and localities to urgently review and find solutions to resolve recommendations, difficulties and problems related to the implementation of investment projects...
In case it is impossible to complete the disbursement as planned, the Government will clarify the responsibilities of relevant agencies, investors, and project managers, and report to the National Assembly at the upcoming 8th Session to consider and decide on allowing the extension of the implementation and disbursement period to 2025 and suspend or discontinue low-efficiency projects that have not been disbursed...
