Standing Vice Chairman of the Provincial People's Committee Nguyen Hong Linh requested the Department of Natural Resources and Environment of Ha Tinh to continue to promote the dissemination and implementation of administrative reform and digital transformation in the fields under its management to better serve people and businesses.

On the morning of December 26, the Department of Natural Resources and Environment held a conference to review the work in 2023 and deploy tasks for 2024.

In 2023, performing tasks in a context of many difficulties and challenges, but with the attention, direction and guidance of the Ministry of Natural Resources and Environment, provincial leaders, coordination with units and localities and the solidarity and efforts of cadres, civil servants, public employees and workers, the Natural Resources and Environment sector has achieved many important results in performing its tasks, contributing to the socio-economic development of the province.

In 2023, the Department of Natural Resources and Environment received 21,529 documents and issued 6,994 documents to guide, direct and organize the implementation of professional tasks. Documents from all levels and sectors were focused on and promptly implemented.

In particular, the Department promptly advised the Provincial People's Committee to submit to the People's Council 7 resolutions for approval; submitted to the Provincial People's Committee to issue 7 legal documents and 1 individual decision to specify legal provisions, creating favorable conditions in the process of implementing tasks locally.

Deputy Director of the Department of Natural Resources and Environment Tran Huu Khanh reported on the summary of natural resources and environment work in 2023, directions and key tasks in 2024.

Implementing the administrative reform plan of the Provincial People's Committee, up to now, the Department has 87 administrative procedures providing partial online public services and 7 administrative procedures providing full online public services, which have been integrated and made public on the National Public Service Portal and the provincial administrative procedure settlement information system.

The Department of Natural Resources and Environment promptly advised the Provincial People's Committee to report to the Ministry of Natural Resources and Environment to adjust land use targets in the land use planning for the period 2021 - 2030 and the 5-year land use plan 2021 - 2025 of Ha Tinh province; completed the construction and put into operation the land database in 13/13 districts, cities and towns.

Director of Department of Natural Resources and Environment Le Ngoc Huan shared some information about the Natural Resources and Environment sector.

The Department of Staff of the Provincial People's Committee reviewed and approved the plan to auction mineral exploitation rights in 2023 for 24 mineral mining areas; confirmed the exploitation volume at 11 mineral mining areas for common construction materials and 4 dossiers of registration for exploitation of soil and rock on the construction route to ensure sufficient material sources for the construction of the North-South expressway project.

Advise the Provincial People's Committee to approve the plan for basic investigation of water resources in Ha Tinh province until 2030, with a vision to 2050; approve the project for collection, transportation and treatment of domestic solid waste in the province until 2025 and the following years.

Total budget revenue of the natural resources and environment sector reached nearly 2,300 billion VND, accounting for 27.7% of total local budget revenue.

However, in 2023, the Ministry of Natural Resources and Environment still has some shortcomings and limitations such as: poor coordination with departments and branches in appraising planning and land use plans; land fund management and clean land acquisition and auction of land use rights are still inadequate; the construction and appraisal of specific land prices for projects still face many difficulties and confusion; illegal exploitation of soil and sand still occurs but is slow to detect and handle thoroughly...

To complete the assigned tasks, in 2024, the Department of Natural Resources and Environment will focus on advising the Provincial People's Committee to submit to the Government for approval of the 5-year provincial land use plan; strictly manage the granting of mineral exploitation licenses according to the principles of protecting and saving resources associated with environmental protection and sustainable development; strengthen inspection and decisively handle illegal mineral exploitation activities...

Speaking at the conference, Permanent Vice Chairman of the Provincial People's Committee Nguyen Hong Linh emphasized that this is a complex and sensitive sector, directly related to the interests of people, organizations and businesses, and has a great impact on ensuring national defense - security and socio-economic development of the province. Therefore, the Department of Natural Resources and Environment must strive to overcome difficulties and successfully complete the tasks and plans set out.

The Department needs to focus on implementing the tasks assigned by the Ministry of Natural Resources and Environment, the Provincial Party Committee, the People's Council, the Provincial People's Committee, the Chairman of the Provincial People's Committee and the 2024 framework plan; promote the dissemination and implementation of administrative reform and digital transformation in the field of Natural Resources and Environment for cadres, civil servants and public employees; strengthen discipline, administrative discipline, public service ethics, and further improve the quality of consulting work on assigned tasks.

Effectively carry out citizen reception, resolve complaints and denunciations; strengthen inspection and examination work in all fields, focusing on handling land-related cases, illegal mineral exploitation, environmental protection of investment projects, industrial parks, industrial clusters, craft villages and concentrated livestock farms, etc.
