Innovation in mass mobilization work in ethnic minority border areas

BHG - Ha Giang has 34 border communes and towns, 123 border villages, where most of the ethnic minorities live. Thanks to the Party's promotion of mass mobilization work in a practical and effective manner, it has helped people have an increasingly prosperous life, building a peaceful and developed border.

The border commune of Thanh Tin (Hoang Su Phi) is home to a large number of ethnic groups, including the Nung, Tay and Mong. Many long-standing bad customs in the way of life and activities have made people's lives difficult. The armed forces of Hoang Su Phi district have coordinated to implement the model of "smart mass mobilization" to eliminate bad customs among ethnic minorities in the commune. Officers and soldiers of the District Military Command and Thanh Tin Border Guard Station have coordinated with the commune's mass organizations to directly visit each family to propagate and mobilize people to practice a civilized lifestyle in weddings, funerals and festivals, and not to allow children to marry early or marry in close relatives. At the same time, they have increased propaganda and mobilized people not to illegally cross the border to work freely; instead, they should explore job opportunities at domestic companies and industrial parks. Up to now, more than 200 young people from Thanh Tin commune have found jobs, with stable monthly incomes of 15 - 25 million VND at coal mining companies in Quang Ninh, contributing to increasing income and improving life.

To help improve the lives of ethnic minorities in border areas, Party committees, authorities and the Fatherland Front at all levels have organized many grassroots mass mobilization activities. In particular, focusing on building "smart mass mobilization" models in the fields of economic development, building new rural areas, eliminating bad customs, and maintaining security and order. Thereby, the appearance of the province's border areas has changed a lot, production and people's lives have been improved, many economic models have been focused on implementing such as: Developing endemic trees and animals with high economic value (temperate fruit trees, medicinal herbs, Shan Tuyet tea, cows, black pigs, mint honey); forest protection contracts; renovating mixed gardens... contributing to socio-economic development, maintaining national defense and security, and firmly consolidating people's trust in the leadership of the Party and State.

Despite many positive results, mass mobilization work in ethnic minority areas in the province's border areas also has limitations. The form of propaganda and mobilization in some places is still general and not close to the target. Some programs and projects have not been effective, and have not thoroughly resolved the difficulties in ethnic minority areas, especially issues related to land for production, water for production and living, population stabilization, and investment in essential infrastructure. The poverty rate in ethnic minority areas is still high; early marriage and incestuous marriage still occur. Some places have not really paid attention to mass mobilization work, considering it the responsibility of the Vietnam Fatherland Front and socio-political organizations; the implementation of democracy at the grassroots level is still formal...

Based on practical requirements, Party committees and authorities at all levels have actively innovated mass mobilization work in ethnic minority areas in border areas in a flexible and appropriate manner. Focusing on supporting ethnic minority people to develop production, increase income, and stabilize their lives by supporting the conversion of crop and livestock structures, developing agriculture associated with new rural construction, focusing on vocational training, and creating jobs for rural workers. Mobilizing people not to listen to distorted arguments; not to migrate freely, not to follow illegal religions, actively participate in the movement to protect borders and landmarks; maintain security and order at the grassroots level, eliminate backward customs, and practice a civilized lifestyle.

In particular, focus on diversifying propaganda forms suitable to the level and psychology of receiving information of ethnic minorities. Focus on propaganda and mobilization methods with specific and practical actions, through advanced models and typical examples to change the thinking and working style of ethnic minorities. At the same time, pay attention to investing in essential infrastructure for ethnic minorities in border areas, especially infrastructure for transportation, irrigation, education, culture, health, electricity, water for daily life and production... to serve people's lives and improve their livelihoods. Pay attention to investing in and upgrading information technology infrastructure to help people have access to information, science and technology, arouse the will to rise of ethnic minorities, contributing to building an increasingly prosperous border area.
