Promoting natural resources for socio-economic development

At the meeting, the leaders of the Department of Natural Resources and Environment reported on the results of the implementation of the sector's tasks in the period of 2020-2024 and the months of 2024. Accordingly, the organization and apparatus of the Department have been consolidated and improved towards streamlining and effective operation. Land, mineral resources and environmental protection have been strictly managed, with no complicated violations or hot spots.

The Department promptly advises the Provincial People's Council and People's Committee to issue legal documents serving the management of natural resources and environment in the province; well organizes the appraisal and approval of land use planning, adjustment of land use planning for the period 2021-2030 of districts and cities; participates in resolving problems related to site clearance, soil and rock as filling materials to implement key projects and works of the province.

Environmental management has been strengthened; new investment projects fully comply with environmental regulations and are supervised from the beginning, ensuring strict compliance with regulations before the project comes into operation. Administrative reform, including reform of administrative procedures in the land sector, has been effectively implemented.

The leaders of the Department of Natural Resources and Environment also proposed to the Provincial People's Committee solutions for the organization and personnel structure; technical facilities of the industry; land management and mapping; mineral management, environmental protection, water resources management, administrative reform and digital transformation, etc.

At the working session, leaders of relevant departments, branches and leaders of districts and cities focused on discussing contents such as: Issuance of legal decisions according to the decentralization of the Land Law; decrees guiding the implementation of the law; administrative reform; solutions to implement the project of building a cadastral records system and land management database of Tuyen Quang province in the period of 2024-2028 to ensure progress; adjustment of land price list and construction of land price list to comply with the provisions of the Land Law 2024; management of mineral protection, environmental pollution control...

Speaking at the meeting, the Chairman of the Provincial People's Committee acknowledged the efforts and highly appreciated the sense of responsibility and initiative of the leaders, cadres, civil servants and public employees of the Department in performing their tasks and solving a huge amount of work, contributing to socio-economic development and national defense and security.

The Chairman of the Provincial People's Committee emphasized that in the past time, despite many difficulties and challenges, and limited physical facilities, the Department of Natural Resources and Environment has closely followed the direction of the Provincial Party Committee and the Provincial People's Committee to well implement programs and work plans, basically completing assigned tasks. Timely advising on directive documents to remove difficulties and obstacles in implementing projects, compensation and site clearance for non-budget investment projects, key projects; advising on the issuance of legal documents detailing the decentralization of the 2024 Land Law; promoting administrative reform, especially administrative procedure reform in the field of land.

The Chairman of the Provincial People's Committee affirmed: Natural resources and environment are important resources to promote socio-economic development. With the assigned responsibility for State management, the Natural Resources and Environment sector needs to improve the effectiveness and efficiency of management, find solutions, and remove difficulties to unleash resources to contribute to the development of the province.

Regarding land management, the sector needs to continue to advise the province to issue legal decisions according to the decentralization of the 2024 Land Law and Decrees guiding the implementation of the Land Law; amend and supplement the Resolutions of the Provincial People's Council to ensure compliance with the provisions of the 2024 Land Law and the actual conditions of the locality. At the same time, effectively implement the plan for land allocation and zoning, measurement, construction of a cadastral records system, and land database according to the project approved by the Prime Minister and the Provincial People's Committee.

At the same time, advise the province to implement land allocation, land lease, and land use conversion in strict compliance with legal regulations. On that basis, promptly implement solutions to promptly resolve bottlenecks and difficulties in land allocation and land lease for non-budget investment projects and key projects of the province...

Regarding state management of minerals; environment, water resources, hydrometeorology and climate change, Chairman of the Provincial People's Committee Nguyen Van Son requested the Department of Natural Resources and Environment to strictly implement and manage strictly protected areas and emission-restricted areas identified in the Provincial Planning; strengthen control of investment projects with high risk of causing environmental pollution; improve the quality of appraisal of environmental impact assessment reports and environmental licenses to prevent projects that generate waste that is difficult to treat...

Regarding administrative reform, the Chairman of the Provincial People's Committee requested that the Department be more determined and continue to digitize to make procedures transparent and create trust for people and businesses.

With the Department's recommendations, he suggested that the Department soon submit policies for the Provincial People's Committee to consider and resolve.
