In preparation for the 28th session of the 8th term Quang Tri Provincial People's Council, this morning, November 25, the Economic - Budget Committee of the Provincial People's Council worked with the Department of Natural Resources and Environment on the list of projects requiring land acquisition and land use purpose conversion to be submitted to the Provincial People's Council; the project on collection rates and units for calculating environmental protection fees for mineral exploitation in Quang Tri province. According to the report of the Department of Natural Resources and Environment, the list of projects requiring land recovery and land use purpose change submitted to the Provincial People's Council has 23 projects with an area of 117.96 hectares requiring land recovery and land use purpose change; projects to change the purpose of rice-growing land, protective forest land, and production forest land to other purposes have 16 projects with an area of 110.66 hectares.
Regarding the current land use status, planning compliance, and legal documents of the projects, Dong Ha City has 3 projects with an area of 28 hectares; Quang Tri Town has 1 project with an area of 0.38 hectares; Vinh Linh District has 3 projects; Cam Lo District has 3 projects with an area of 12.28 hectares; Dakrong District has 3 projects with an area of 45 hectares; Huong Hoa District has 1 project with an area of 1.2 hectares; Con Co Island District has 1 project with an area of 0.76 hectares, all of which are in accordance with the land use planning until 2030 of the localities.
Trieu Phong district alone has 7 projects with an area of 30.04 hectares, of which 6 projects are suitable for the district's land use planning until 2030.
The Department of Natural Resources and Environment has drafted a Project on collection rates and units for calculating environmental protection fees for mineral exploitation in Quang Tri province; and is seeking opinions from relevant departments, branches and units.
Currently, mineral exploitation units in the province are applying the fee payment level according to the provisions of Resolution No. 27/2017/NQ-HDND of the Provincial People's Council on promulgating the environmental protection fee collection level for mineral exploitation in Quang Tri province.
Resolution No. 27/2017/NQ - Provincial People's Council was issued based on the guidance of Decree 164/2016/ND-CP of the Government on environmental protection fees for mineral exploitation, effective from January 1, 2017.
On May 31, 2023, the Government issued Decree 27/2023/ND-CP on environmental protection fees for mineral exploitation, effective from July 15, 2023, replacing Decree 164/2016/ND-CP.
Thus, the regulations on environmental protection fees in mineral exploitation of the Provincial People's Council are no longer consistent with current regulations. In order to specify and promptly implement the new regulations in Decree 27/2023/ND-CP of the Government, the Provincial People's Committee submits to the Provincial People's Council for consideration and decision to promulgate the Regulations on collection rates and units for calculating environmental protection fees for mineral exploitation in Quang Tri province.
Speaking at the meeting, Head of the Economic and Financial Committee of the Provincial People's Council Nguyen Dang Anh requested the Department of Natural Resources and Environment to review and prioritize urgent and key projects for submission to the Provincial People's Council. Particularly, regarding the project on collection rates and units for calculating environmental protection fees for mineral exploitation in Quang Tri province, it is in accordance with the provisions of law.
The Department of Natural Resources and Environment is interested in supporting enterprises exploiting stone minerals for construction materials and filling projects in the province; at the same time, proactively reviewing and assessing difficulties and obstacles in implementing Resolution 94/NQ - HDND dated December 9, 2022 of the Provincial People's Council on land measurement, registration, issuance of land use right certificates, building land databases and adjusting regular changes in land records at the district level for the period 2023 - 2025.
