It can be said that never before has the requirement for strong and continuous breakthroughs to realize the goal of high-speed economic growth, initially at 8% or more in 2025 and moving towards double digits in the following years, been affirmed so decisively, with a spirit of consensus and high determination as it is now.

The Government issued Resolution No. 66/NQ-CP dated March 26, 2025 approving the Program to reduce and simplify administrative procedures related to production and business activities in 2025 and 2026. The viewpoint is to simplify administrative procedures (AP), investment and business conditions, create a favorable, healthy and fair business environment; promote innovation and creativity; innovate national governance towards modernization, enhance competitiveness, contribute to ensuring growth targets and improve the effectiveness and efficiency of state management.

The consistent and comprehensive spirit is to take people and businesses as the center, driving force and goal of development; take people and businesses' satisfaction as a measure of service quality of state administrative agencies at all levels; ensure 5 clarity: "clear people, clear work, clear time, clear results, clear responsibilities" for assessment, measurement, inspection and supervision; strengthen the role and responsibility of heads of state administrative agencies at all levels in performing the task of reducing and simplifying administrative procedures.

By 2025, the Government requires the abolition of at least 30% of unnecessary business investment conditions; reduction of at least 30% of processing time of administrative procedures, and 30% of administrative procedure compliance costs. 100% of administrative procedures related to enterprises are performed online, smoothly, seamlessly, effectively, ensuring transparency, minimizing paperwork. 100% of administrative procedures are performed regardless of administrative boundaries within the province.

In addition, 100% of internal administrative procedures between state administrative agencies and within each state administrative agency are reviewed, reduced, simplified in procedures, processing time, implementation costs, and revised and improved to be consistent with streamlining and reorganizing the apparatus, while ensuring smoothness and efficiency.

Reality also shows that, in parallel with the process of reform, support and service for enterprises, more and more private enterprises are participating in investing and developing industrial and service projects with a larger scale and influence than in the previous period. These are projects on energy development, construction of transport infrastructure, mechanical engineering, automobile assembly and production, urban development, etc., thereby better demonstrating their role and position.

According to economist Nguyen Bich Lam, the private economic sector contributes positively to the GDP of the economy, about 30% of the state budget revenue, attracts about 85% of the labor force - the main growth driver of the economy. With this reality, the Party and the State have recognized the role and importance of this economic sector in the process of building a prosperous society.

Focus on accompanying and creating

However, it is also necessary to recognize and evaluate the strength and development status in terms of both quantity and quality of the private enterprise team to separate the bad from the good, supporting rapid and sustainable development.

It is worth noting that some of the achieved goals and targets are still limited and not as expected. That is, the number of enterprises has not reached 1.5 million units by 2025, the number of enterprises implementing innovation is not much, the speed of technological innovation is quite slow, the competitiveness and scale of enterprises are still limited and uneven, the number of enterprises withdrawing from the market is still large...

Thus, based on the reality as well as the requirements of economic acceleration, the Government will continue to accompany and create a progressive investment and business environment, creating the most favorable conditions to promote the establishment and development of private enterprises.

It is known that with the drastic direction of the Government and the implementation efforts of ministries, branches and localities from 2021 to the end of February 2025, units have reduced and simplified 3,199 business regulations.

Among many policies to support businesses, the most notable is that the Ministry of Finance has just proposed a 2% reduction in value-added tax from July 1, 2025 to December 31, 2026 for groups of goods and services currently subject to a tax rate of 10% (to 8%), including gasoline and oil.

Preliminary calculations show that if the above policy is approved, the expected reduction in state budget revenue in the last 6 months of 2025 and the whole year of 2026 is equivalent to about 121.74 trillion VND. However, the impact of tax reduction is very large, on a large scale because it reduces pressure on the price level of goods in the market. The next result will be a spillover effect, creating a positive effect of stimulating domestic demand, developing the economy; especially contributing to curbing inflation. By reducing the price level of goods, reducing value added tax also supports the market and at the same time supports businesses to consume more goods.

In the meeting between the Government Standing Committee and typical private enterprises in early February, representatives of some leading units such as Thaco, FPT, Hoa Phat, etc. all affirmed their determination and aspiration to develop and contribute more and more to the cause of economic construction and development in the new period. Regarding that issue, enterprises proposed that the Government and competent agencies speed up the reform, improve operational efficiency, resolve arising problems, issues, and barriers for enterprises. The motto is to handle quickly to quickly put resources into service of development.

Experts believe that the aspirations, opinions, synchronous participation, and consensus from the macro level to the enterprise level exude a very high will, showing a profound change from thinking to action to improve the quality of the investment-business environment, creating maximum convenience for the private business community. From there, the private economic sector will become the most important driving force in economic development, towards the goal of prosperity of the country.
