Specific responsibilities

By April 10, 7/7 districts and cities had completed the draft project to rearrange 10 commune-level administrative units (AUUs) for the period 2023 - 2025 and sent it to the Department of Home Affairs for comments. On that basis, the Department of Home Affairs issued a document to solicit comments on the project of the localities.

During the process of developing the project, the District People's Committee coordinated with the Department of Home Affairs, based on the Master Plan for the arrangement of administrative units at the district and commune levels of the province, which has been agreed upon by the Ministry of Home Affairs and the provisions of the Law on Organization of Local Government, and related legal documents; submitted to the Standing Committee of the District Party Committee and the City Party Committee for approval before reporting to the Provincial People's Committee. Currently, localities are completing the project to organize the collection of voters' opinions and approval at the sessions of the People's Councils at all levels.

In the draft project sent to the Department of Home Affairs for appraisal and comments, the People's Committee of Tien Phuoc district explained the basis and reasons for merging the two communes of Tien Cam and Tien Son to establish a new administrative unit, expected to name the new commune Tien Son Cam.

In addition to the similarities in culture and history, the merger of Tien Cam commune and Tien Son commune solves the problem of arranging the 2026 - 2030 period for Tien Son commune.

This arrangement is consistent with the socio-economic development plan of the district; ensures the streamlining of the organizational apparatus and staff, facilitating state management and the operations of agencies, organizations, units and enterprises.

At the same time, it creates consensus among cadres, civil servants, public employees and people; in accordance with the Party's guidelines and the State's laws and policies, meeting the development trend of the district in the coming time.

The draft project of Tien Phuoc District People's Committee analyzed the favorable and difficult impacts due to the arrangement and assignment of specific responsibilities to relevant sectors and localities.

Mr. Phan Van Duong - Standing Deputy Secretary of the District Party Committee, Head of the Steering Committee for the arrangement of administrative units of Tien Phuoc district said: "The arrangement of administrative units is a difficult, complicated and sensitive issue, directly related to the activities of organizations, people and the interests of cadres, civil servants, public employees and workers.

Therefore, Tien Phuoc clearly identifies political determination and resoluteness in direction; especially focusing on doing a good job of propaganda and mobilization to create consensus among cadres, party members and people in the implementation process.

The locality considers this a regular and continuous task, requiring a methodical plan and a clear implementation roadmap to ensure compliance with the province's schedule and regulations.

Comments before May 20

The Department of Home Affairs requested that, based on written comments, the People's Committees of districts and cities complete the processes and procedures for the project to arrange commune-level administrative units for the period 2023 - 2025.

Closely follow the instructions of the Department of Home Affairs in posting the voter list and complete the collection of voters' opinions in localities subject to the arrangement before May 20, 2024.

In particular, continue to focus on implementing well the propaganda work to the people, cadres, civil servants, public employees and workers in localities to arrange administrative units at district and commune levels in the province, ensuring the consensus of the people and the local political system in the process of implementing the arrangement of administrative units.

Along with the arrangement of Son Vien commune and Que Loc commune, in the period of 2023 - 2025, Nong Son is a district-level administrative unit that must be merged with Que Son district.

Therefore, Nong Son pays attention to the propaganda work on the policy and plan to merge administrative units at district and commune levels among cadres, party members and people.

After the Propaganda Department of Nong Son District Party Committee organized a survey of public opinion and recorded that 82% of the opinions asked agreed with the plan to merge Nong Son with Que Son by the end of 2024, propaganda and orientation work on the policy of merging administrative units at district and commune levels was given more attention, aiming to create the highest consensus among the people.

Mr. Tran Phuong - Deputy Head of the Department of Internal Affairs of Nong Son district said that in order to effectively organize the collection of voters' opinions on administrative units at district and commune levels, the unit has directed communes and towns to compile a list of voters and post it before March 25, 2024.

Now the locality is just waiting for the province's plan to implement the voter consultation. "The Department of Home Affairs should soon issue a document guiding the lower levels on organizing the voter consultation to create favorable conditions for the grassroots to implement according to regulations" - Mr. Phuong suggested.

According to Ms. Tran Thi Kim Hoa - Director of the Department of Home Affairs, in the previous document, the department had provided instructions to localities, however, the industry will advise the Provincial People's Committee to have more specific instructions on organizing the collection of voters' opinions related to the arrangement of administrative units at district and commune levels in the period of 2023 - 2025.

The general spirit is that localities complete the project, based on instructions to proactively organize the collection of voters' opinions according to regulations, paying attention to ensuring enough time to post the voter list and must complete before May 20, 2024.
