Green growth in the context of climate change

Quang Ninh's green growth strategy is on the right track and in line with the general trend of the country, the region and the world. However, according to many experts, after storm No. 3 (Yagi storm), the province needs to reconsider and have a more complete assessment of the transformation of the green growth model to have new directions for more sustainable development, minimizing the risks of nature to socio-economic development.

With the determination to innovate and transform the growth model, in the period of 2012-2020, the province's green transformation focuses mainly on solving environmental problems according to the principle of "not trading off the economy for pollution and environmental degradation". Thanks to that, many environmental indicators of the province have met or exceeded the set plan such as: 100% of operating industrial parks have centralized wastewater treatment systems, automatic monitoring systems; the rate of collection and treatment of domestic solid waste reaches 98%; the province has issued a set of local technical regulations on the environment, local technical regulations on the use of floating materials in aquaculture.

In the period of 2020-2025, to adapt to the latest context after the Covid-19 pandemic, the province has made adjustments compared to the previous period in the direction of prioritizing the development of synchronous infrastructure, attracting high-quality labor..., building ecological civilization. Notably, the province has determined to rely on three main pillars: nature, people and culture to achieve sustainable development goals.

Implementing Decision No. 882/QD-TTg of the Prime Minister issued on July 22, 2022 on approving the Action Plan to implement the national strategy on green growth for the period 2021-2030, with a vision to 2050, on May 6, 2024, the province also issued Decision No. 1318/QD-UBND on approving the green growth action plan of Quang Ninh province for the period 2023-2030. The content of the province's green growth action plan includes 18 topics, 62 groups of operational tasks and 35 specific tasks. The main tasks focus on improving efficiency and effectiveness of energy use, reducing energy consumption in production, transportation, trade and industry; promoting the exploitation and increasing the proportion of renewable energy sources and new energy in production; develop modern agriculture, clean agriculture, sustainable organic agriculture. At the same time, promote urbanization towards smart, sustainable urban areas, ensuring the green transition process according to the principles of equality and inclusion to enhance resilience in the entire economy.

According to Associate Professor, Dr. Nguyen The Chinh, former Director of the Institute of Strategy and Policy on Natural Resources and Environment (Ministry of Natural Resources and Environment), the province's green growth action plan for the 2023-2030 period closely follows the national strategy and is consistent with the province's reality. However, practice has shown that natural disasters and climate change (CC) are huge risks for green transformation implementation, and efforts to implement green transformation can be devastated after a natural disaster like the recent storm No. 3 in Quang Ninh. Therefore, the challenges caused by natural disasters and CC need to be considered a key issue in the province's green transformation implementation process. In the process of implementing tasks, programs and projects, Quang Ninh needs to take these risks into account, specifically gradually reducing small-scale economic activities, moving towards large-scale production, systematically withstanding risks and requiring insurance participation during the implementation process. In particular, it is necessary to learn from the experiences of countries that regularly face climate change. For example, in aquaculture, Quang Ninh can completely learn from Norway's experience, in the circular economy for domestic waste, it can learn and transfer technology from Sweden, Korea, China..., in the development of offshore wind energy, it can learn from the experience and transfer technology from Denmark and Germany.

Regarding the strategy for green urban development, Dr. Ha Huy Ngoc, Vietnam Economic Institute, said: The increasing urbanization rate has made the province's urban areas vulnerable, increasing the risk of flooding and landslides due to unpredictable developments of climate change. Typically, Ha Long City, through the historic storms of 2015, 2020, 2024, has left serious consequences. Therefore, Ha Long needs to pioneer in converting brown space to green space. The city needs to gradually stop or convert thermal power plants, cement plants, and wood chips. Cai Lan Industrial Park needs to be transformed into an urban service complex and open-pit mines into green parks and tourist areas. At the same time, better control of the coastal corridor, with connections between individual projects to create a seamless and harmonious urban space. In developing green tourism, it is necessary to better control pollution sources from waste dumping activities in Ha Long Bay and air pollution from smoke and dust from factories.

From the experts' perspectives, in order to implement green transformation at a more comprehensive and complete level and meet the requirements, the province needs to seize new opportunities and overcome challenges, more clearly identify risks from climate change to effectively implement in practice, especially for the Quang Ninh province's green growth action plan for the period 2023-2030.
