Kinhtedothi- Discussing in groups about the Draft Law on Public Investment (amended), Secretary of the Hanoi Party Committee Bui Thi Minh Hoai was interested in the content of decentralization and delegation of authority to localities. In that spirit, the strengthening of decentralization and delegation of authority must go hand in hand with the allocation of resources to localities.

On the afternoon of October 29, continuing the program of the 8th Session, National Assembly deputies discussed in groups the Draft Law on Public Investment (amended); Draft Law on amending and supplementing a number of articles of the Securities Law, the Accounting Law, the Independent Audit Law, the State Budget Law, the Law on Management and Use of Public Assets, the Tax Administration Law and the Law on National Reserves.

Chairing the group discussion session at the Hanoi National Assembly Delegation were Politburo member, Secretary of the City Party Committee Bui Thi Minh Hoai - Head of the Hanoi National Assembly Delegation; Deputy Secretary of the City Party Committee, Chairman of the City People's Council Nguyen Ngoc Tuan - Deputy Head of the Hanoi National Assembly Delegation; Deputy Head of the Hanoi National Assembly Delegation Pham Thi Thanh Mai.

Discussing at the Hanoi group, Politburo member, Secretary of the Hanoi Party Committee Bui Thi Minh Hoai - Head of the Hanoi National Assembly Delegation highly appreciated the sense of responsibility of the delegates in the Hanoi National Assembly Delegation, not only in each working position but also in the role of National Assembly delegates, who have studied very deeply and thoroughly the contents related to the above draft Laws, thereby contributing to perfecting the draft Laws in the best direction.

According to Head of the Hanoi National Assembly Delegation Bui Thi Minh Hoai, in recent times, in their leadership and direction, General Secretary To Lam as well as the Politburo have emphasized focusing on removing bottlenecks and difficulties to free up resources and promote socio-economic development.

In that spirit, the Party Delegation of the National Assembly has directed advisory agencies as well as relevant agencies to effectively carry out the work of law-making; "one law amends many laws" but avoids overlap and contradiction, contributing to promoting development when implemented in practice.

Appreciating the Government's drafting agencies for their determination and determination to submit the draft Laws to the National Assembly for discussion and comments at the 8th Session, Secretary of the Hanoi Party Committee Bui Thi Minh Hoai emphasized the amendment of the Law on Public Investment and "one law amending many laws". In particular, many delegates assessed that the Draft Law amending and supplementing a number of articles of the Securities Law as a revolution for the current Vietnamese stock market.

Regarding the amendment of the Law on Public Investment, Secretary of the Hanoi Party Committee Bui Thi Minh Hoai is concerned about the content of decentralization and delegation of authority to localities. Basically agreeing with the opinions of the National Assembly deputies of the Hanoi National Assembly Delegation discussing the amendment of the Law on Public Investment, Secretary of the Hanoi Party Committee Bui Thi Minh Hoai said that separating the work of compensation, support, resettlement, and site clearance into independent projects is a big step forward in law-making. Site clearance in investment projects is still slow due to many reasons, related to compensation prices, and the origin of land of people and organizations; support and site clearance compensation are two different jobs.

Citing difficulties in site clearance in Hanoi, Secretary of the Hanoi Party Committee Bui Thi Minh Hoai agreed with the recommendations of the National Assembly deputies, requesting relevant agencies to absorb and explain the contents with different opinions in the Draft Law on Public Investment (amended). Especially the contents related to the decentralization of authority to People's Committees at all levels to decide on investment policies for Group B and Group C projects managed by localities.

According to the Draft Law on Public Investment (amended), the main amendments and supplements of the Draft Law are: allowing the separation of compensation, support, resettlement, and site clearance into independent projects for all project groups (including group B and C projects). Allowing the allocation of local budget capital to entrust the implementation of preferential credit policies through the local Social Policy Bank.
