In 2024, Duyen Hai town established 63 new enterprises, reaching 114.55%, bringing the total number of enterprises to 307 in operation. In order to help enterprises operate effectively, the People's Committee and sectors of the town always connect and share with enterprises, creating favorable conditions for enterprises to expand production and markets; in which, the town strengthens administrative reform (AR) in all fields, associated with planning, supporting production establishments, when qualified, to establish enterprises. This is one of the solutions that has helped Duyen Hai town achieve and exceed its targets for enterprise development for many years.

Talking with us, Comrade Cao Thi Hong Gam, Vice Chairman of Duyen Hai Town People's Committee affirmed: Duyen Hai Town identifies administrative reform as one of the important tasks, contributing to improving the quality of service for the People and Enterprises, creating a driving force to promote socio-economic development. In particular, implementing administrative reform and public services in real time on the electronic environment is an effective tool, helping to control implementation, strengthen discipline, administrative discipline, and enhance the responsibility of agencies and units in the area.

With the viewpoint of "Taking people and businesses as the center of service; the satisfaction of people and businesses is the measure of service quality and efficiency", the People's Committee of Duyen Hai town always determines that promoting administrative reform to serve people and businesses is a regular and continuous task. From there, paying attention to directing the implementation of advanced solutions, administrative reform has achieved many positive results.

According to Ms. Mai Thi Ha, Deputy Chief of Office of the People's Council - People's Committee of Duyen Hai town, in 2024, the town received 10,214 administrative procedures; of which, 9,192 were online (accounting for 90%); 10,177 applications were processed ahead of schedule and 10,025 applications were processed on time, reaching 98.5%.

At the same time, the town implemented Decree No. 45/2020/ND-CP, dated April 8, 2020 of the Government on performing administrative procedures in the electronic environment; thereby, integrating 463 services on the Provincial Public Service Portal; of which, there are 41 direct public services, 292 partial public services and 130 full public services. During the year, there were 112 public services with online records; the digitization of records processing results reached over 80%.

Talking about business satisfaction, supporting businesses helps businesses operate effectively; especially, about the attention of authorities at all levels in developing business activities, Mr. Huynh Trung Dang, Director of Trung Dang One Member Co., Ltd. (Hamlet 2, Ward 1, Duyen Hai town) shared: On January 5, 2024, the Provincial Center for Industrial Promotion and Trade Promotion (Department of Industry and Trade) coordinated with Duyen Hai town, Duyen Hai town People's Committee and Ward 1 People's Committee to deploy the handover of the Project "Support for the application of advanced machinery and equipment in furniture production". The total investment capital is 426.8 million VND; of which, the industrial promotion fund supports 210 million VND, the Company's counterpart capital is 216.8 million VND.

The support of applying CNC Router 01 head milling machine and CO2 Laser CNC cutting machine 02 heads helps the Company create wooden furniture products with high sophistication, diverse designs, quality, improve productivity, meet market demand. Besides, it saves the cost of hiring carving processing, takes initiative in time, reduces production costs, and improves competitiveness.

In 2023, the Provincial Competitiveness Index (PCI) of Tra Vinh province increased by 02 levels, ranking 24/63 provinces and cities nationwide and 07/13 provinces and cities in the Mekong Delta region. District and town levels are not directly responsible for the 10 component indices in the PCI index, but with the assigned tasks, including administrative reform, they have positively impacted business satisfaction, contributing to improving the PCI index ranking of the province.

The overall results have the contribution of the town; the town has joined hands, made unanimity, and made efforts of the entire political system. The Town Party Committee and the Town People's Committee have always paid attention to and closely directed the implementation of administrative reform in general, the set of indicators in the implementation of administrative procedures and public services in real time in the electronic environment in particular, and some specific solutions have been and are being effectively applied in Duyen Hai Town.

Comrade Cao Thi Hong Gam, Vice Chairman of Duyen Hai Town People's Committee added: from the results achieved in 2024, in 2025, Duyen Hai Town sets economic targets: striving for production value to reach 11,630 billion VND, an increase of 10.55% compared to 2024; of which, region I reaches 3,929 billion VND, an increase of 7.33%; region II reaches 3,581 billion VND, an increase of 9.44%; region III reaches 4,120 billion VND, an increase of 14.86% over the same period; striving to develop 60 new enterprises...

In order to achieve the 2025 targets set out by the Resolution of the Town Party Committee, the People's Committee of Duyen Hai Town always identifies administrative reform as one of the key, regular and continuous tasks in its direction and operation. The Town People's Committee sets the goal of professional, responsible, dynamic, transparent and effective management in the performance of duties and public services of all civil servants; thoroughly implementing the spirit of "Respecting, listening, and wholeheartedly explaining questions, reflections and recommendations of organizations, individuals and enterprises. Thoroughly implementing and strictly prohibiting all acts of taking advantage of tasks and positions to prolong the processing time of work to harass, annoy, profiteering and extort from enterprises and citizens".

With the determination of the entire political system of Duyen Hai town, aiming to join hands and hearts with the province to improve the PCI index in 2024 and the following years.
