Thieu Hoa district announced to achieve advanced new rural standards

In 2011, Thieu Hoa district implemented the National Target Program on New Rural Construction in difficult conditions, the rural infrastructure system had not been invested synchronously; traffic was difficult, environmental sanitation was not guaranteed, the average income per capita was only 13.4 million VND/person/year; the poverty rate was 28.4%; on average, the communes only achieved 5.7/19 new rural criteria.

After nearly 10 years of implementation, with the attention, support and direction of the Central Government and the province; along with the great efforts and determination of the Party Committee, the government and all classes of people, Thieu Hoa district was recognized by the Prime Minister as meeting the NTM standards in 2020, in Decision No. 205/QD-TTg dated February 15, 2022.

Immediately after being recognized by the Prime Minister as meeting the NTM standards in 2020, Thieu Hoa district identified NTM construction as a key, continuous, regular, and ongoing task, with a starting point but no end point. Therefore, the district continues to direct synchronous solutions to improve the quality of the criteria; organize the implementation to meet the standards of the advanced NTM district.

According to statistics, the total mobilized resources for the construction of new rural areas in the district in the period of 2011-2024 is 16,615.6 billion VND. Of which, the central and provincial budgets support 9.19%; the district and commune budgets 18.54%; mobilization from the people accounts for 62.59%; other capital sources 9.68%. Up to now, the district has 22/22 communes meeting new rural standards (100%); 12/22 communes meeting advanced new rural standards (54.5%); 3/22 communes meeting model new rural standards (13.64%); the district maintains 9/9 criteria for new rural districts, and 9/9 criteria for advanced new rural districts. The satisfaction rate of people with the construction of advanced new rural areas in the district is 99.46%.

Sharing at the ceremony to announce the district meeting the advanced NTM standards, Chairman of Thieu Hoa District People's Committee Hoang Trong Cuong said: The results achieved in NTM construction have contributed to the comprehensive development of the district's socio-economy in all fields. The average annual growth rate of production value in the period of 2021-2024 reached 5.93%, ranking 10th in the province, of which in 2024 it reached 7.98%, an increase of 2.42% compared to the time of recognition as a NTM district. The scale of production value in the period of 2021-2024 reached 52,702 billion VND, ranking 12th in the province. The structure of industries has shifted in the right direction, gradually reducing the proportion of agriculture and gradually increasing the proportion of industry and construction. In 2024, the proportion of agriculture, forestry and fishery accounted for 17.43%, a decrease of 3.87% compared to the time of recognition as a NTM district; Industry and construction accounted for 55.16%, an increase of 4.66% compared to the time of recognition as a new rural district.

The business investment environment has been improved. In 2023, the district competitiveness index ranked 9th in the province. In 2024, the district administrative reform index ranked 6th in the province. In the period of 2016-2024, the total mobilized development investment capital reached 30,073 billion VND...

Recognizing the determination and efforts of the Party Committee, government and people of Thieu Hoa district and the results achieved, on March 13, 2025, the Prime Minister issued Decision No. 585/QD-TTg recognizing Thieu Hoa district, Thanh Hoa province as meeting advanced NTM standards in 2024.

At the ceremony, authorized by the Prime Minister, Provincial Party Secretary Nguyen Doan Anh presented the Prime Minister's Certificate of recognition for Thieu Hoa district meeting the advanced NTM standards in 2024 to Thieu Hoa district; Chairman of the Provincial People's Committee Do Minh Tuan presented a symbolic plaque of the province's bonus to Thieu Hoa district.

Speaking at the ceremony, Vice Chairman of the Provincial People's Committee Le Duc Giang acknowledged, praised and congratulated the achievements that the Party Committee, government and people of Thieu Hoa district have achieved over the past time. At the same time, he requested the Party Committee, government and people of all ethnic groups in the district to continue to promote the tradition of patriotism, make efforts and unite to well perform a number of key tasks, namely: Focus on leading, directing, organizing and implementing urgently and seriously the revolution in reorganizing the apparatus, merging commune-level units in accordance with the Central's direction of "running and lining up at the same time".

Continue to strengthen and build solidarity and unity within the Party, improve the capacity and operational efficiency of the entire political system, especially the heads of Party committees and authorities; improve the responsibility and practical operational capacity of cadres and civil servants after completing the arrangement of administrative units.

Develop a plan to complete the district's traffic system on the basis of renovating and expanding existing traffic routes, building new traffic routes connecting production areas and industrial parks; research and build bridges connecting the two banks of the Chu River, creating conditions for linking regions.

Focus on developing urban, industrial, and commercial services along National Highway 45, the route from Thanh Hoa City to Ngoc Lac, the route from National Highway 1A, Hoang Kim Commune to Thieu Long Commune. At the same time, do a good job of site clearance, industrial zones and clusters to attract investors. Prioritize the development of small-scale industry and craft villages on the basis of existing traditional craft villages to create more jobs, increase income for people and increase state budget revenue.

The Vice Chairman of the Provincial People's Committee also requested Thieu Hoa district to focus on applying science and technology, digital transformation, green transformation, and land accumulation to develop large-scale, multi-value commodity agriculture; focus on researching solutions to create resources for rural revival.

The comrade noted that Thieu Hoa district needs to continue to identify the construction of new rural areas associated with urban development as a regular and continuous task. Along with economic development, it is necessary to pay attention to, preserve and promote cultural traditions and revolutionary history. Identify education as the top national policy, investment in education is investment for the future. From there, the comrade suggested that in the coming time, Thieu Hoa district needs to focus on strongly and comprehensively innovating education and training work; continue to do a good job of taking care of people's health, strengthen and consolidate national defense - security, social order and safety so that people can have a peaceful and happy life.
