Comrade Truong The Hung, member of the Provincial Party Committee, Director of the Provincial Tax Department, said: In 2024, Tuyen Quang province achieved impressive results in state budget collection, marking an important milestone in the economic development journey. The total domestic revenue of the province is estimated at 4,041.4 billion VND, far exceeding the estimate assigned by the Prime Minister (3,355 billion VND) and the estimate of the Provincial People's Committee (3,800 billion VND). This result not only exceeded the plan by 20.5% but also increased by 37% over the same period last year.

Of the 16 main revenue items, 11 items met or exceeded the estimates assigned by the Provincial People's Committee. In particular, revenues from the central state-owned enterprise (SOE) sector, personal income tax, land use fees, and other budget revenues all grew remarkably, becoming the "bright spots" of the year.

Specifically, revenue from the central state-owned enterprise sector increased sharply thanks to positive contributions from large enterprises such as Tuyen Quang Hydropower Company, Chemical Engineering Company 13 and Precision Engineering Company 29. Of which, Tuyen Quang Hydropower Company contributed VND35 billion more to the budget than estimated thanks to electricity production exceeding the plan, reaching 1,520 million kWh. Revenue from personal income tax also achieved high results, thanks to the increase in the number of tax declarations and income from real estate transfers. Compared to the previous year, the number of tax declarations increased from 11,443 to 14,115, contributing to this source of revenue exceeding the estimate.

In particular, revenue from land use fees recorded a breakthrough increase, thanks to the debt collection of Sun Times Group Joint Stock Company of VND 577.3 billion and 15 successful land auctions in Tuyen Quang city and districts, with a total auction winning amount of over VND 709.2 billion. In addition, other budget revenues also made a strong impression when there were extraordinary revenues, including VND 192 billion from the Environmental Protection Fund and VND 35 billion in late payment fees from Sun Times Group Joint Stock Company.

Tuyen Quang's outstanding budget collection achievements in 2024 are the result of many factors, from the close direction of the Provincial Party Committee and Provincial People's Committee to the efforts of departments, branches, sectors and People's Committees of districts and cities.

Experience for 2025

The outstanding success in budget collection in 2024 comes not only from the determination of the tax sector but also from the synchronous and effective implementation of management solutions. The provincial tax sector has focused on urging debt collection, organizing land auctions, strictly controlling revenue from potential areas, and coordinating with the People's Committees of districts, communes and wards from the beginning of the year.

A clear example is the budget collection results of Tan Ha Ward (Tuyen Quang City). According to comrade Nguyen Manh Cuong, Deputy Secretary of the Party Committee and Chairman of the Ward People's Committee, in 2024, the ward was assigned a budget collection target of more than 7 billion VND, but by the end of the year it had reached more than 14,886 billion VND, equivalent to 211.8% of the plan. This success comes from close coordination with tax authorities and authorities at all levels in the work of preventing revenue loss, especially from real estate trading activities.

Not only Tan Ha ward, many other wards also achieved budget collection results exceeding the plan. Y La ward collected nearly 6.7 billion VND, exceeding 80.5% of the plan; Tan Quang ward collected 16.434 billion VND, exceeding 28.4% and Minh Xuan ward collected nearly 7.5 billion VND, exceeding 31.7%. These figures show that the consensus and smooth coordination between levels and sectors have created significant progress in budget collection.

Looking to 2025, the Tuyen Quang Tax Department is determined to continue to promote the lessons learned from 2024, while implementing many more breakthrough solutions. In particular, strictly managing revenue sources, controlling electronic invoices connected to cash registers, managing invoice issuance for petroleum business activities, and controlling e-commerce through delivery units will be key tasks.
