At the meeting, delegates focused on discussing and evaluating the results of cooperation between the two provinces in recent times. They affirmed that the cooperation between Lao Cai and Yen Bai has achieved good results, contributing to promoting socio -economic development, ensuring security and national defense. Cooperation activities have gone into depth, especially in agricultural development, tourism, environmental protection and transportation.
Pursuant to the policy of the Politburo and the Secretariat in Conclusion No. 130 dated March 14, 2025 and Conclusion No. 137 dated March 28, 2025 on the Project on rearranging and reorganizing administrative units at all levels and building a 2-level local government organization model, Yen Bai province and Lao Cai province will merge into a new province. The rearrangement and merger of a number of provincial-level administrative units is an important policy of the Party Central Committee in the context of the country entering a new era of national development.

Speaking at the meeting, Mr. Trinh Xuan Truong, Secretary of the Provincial Party Committee and Chairman of the Lao Cai Provincial People's Committee, emphasized that Lao Cai and Yen Bai provinces share a long history of close ties and favorable natural conditions, rich in mineral resources. In particular, the two localities are located on the dynamic axis of the Red River. These are important premises, so when merging the two provinces, they must become a "three-horse carriage" and develop more strongly. The time to implement the province merger contents is still short, while the workload is large, so the Standing Committees of the Provincial Party Committees of the two provinces need to soon reach consensus in leadership and direction to implement the next tasks to ensure the progress of the plan set by the Central Government.
Comrade Secretary of Lao Cai Provincial Party Committee Trinh Xuan Truong expressed concern that when merging the new province, there will be communes about 300 km away from the provincial center, while the district-level government will be abolished, so it will be necessary to calculate how to manage the story effectively. The system of urban office facilities that are not set up as administrative centers also needs to be calculated to exploit and use effectively, avoid waste, and at the same time create maximum convenience for cadres, party members, civil servants... to work.
