Strengthening the Party's leadership over youth work in the period of accelerating industrialization and modernization

(Haiphong.gov.vn) - On the afternoon of August 12, the Central Steering Committee's survey delegation summarized 15 years of implementing Resolution No. 25-NQ/TW, dated July 25, 2008 of the 10th Central Executive Committee on "Strengthening the Party's leadership over youth work in the period of accelerating industrialization and modernization" and 10 years of implementing Conclusion No. 80-KL/TW, dated December 25, 2013 of the Politburo on promoting the implementation of Resolution No. 25-NQ/TW, working with Hai Phong city.

Comrade Trieu Van Cuong, Deputy Minister of Home Affairs, Head of the Survey Team and Comrade Le Khac Nam, Vice Chairman of the City People's Committee co-chaired the meeting. Also attending were representatives of leaders of Departments, branches, sectors and localities.

Reporting at the meeting, Comrade Pham Van Thep, Head of the City Party Committee's Mass Mobilization Commission, said that, recognizing the importance of youth and youth work, the Hai Phong City Party Committee has focused on leading, directing, disseminating, and implementing Resolution No. 25-NQ/TW and Conclusion No. 80-KL/TW with a high sense of responsibility and achieved quite comprehensive results. The awareness and responsibility of the political system on youth work and responsibility towards the city's young generation have been significantly raised. Political and ideological education for union members and young people has been innovated in both content and method, contributing to building a generation of Hai Phong youth who are patriotic, have revolutionary ethics, are aware of law observance, live a cultured life, and serve the community.

The city has issued many breakthrough mechanisms, taking the lead in education, training, culture and society; the city's youth and children have been given a favorable environment and opportunities to study, improve their qualifications and develop their talents. A number of mechanisms and policies in training, arranging and using young cadres have been effective. The heads of Party committees and authorities at all levels have paid attention to, met and had dialogues with young people to listen to their aspirations and trust in assigning new and difficult tasks to young people and the Youth Union; promptly removed difficulties, obstacles, recommendations and proposals. State management of youth has been seriously implemented, bringing about real results.

The activities of the Ho Chi Minh Communist Youth Union in the city have many innovations; expanding the solidarity front, gathering young people; taking the lead in applying digital transformation; improving the quality and effectiveness of emulation movements, especially the youth volunteer movement; focusing on building and replicating typical advanced and excellent models in the fields of work of the Union and Association; actively participating in Party building, government building, and training outstanding union members to introduce to the Party for admission.

At the meeting, Hai Phong city proposed that the Party Central Committee study and issue a new resolution on youth work to be consistent with Resolution No. 43-NQ/TW dated November 24, 2023 of the Party Central Committee on continuing to promote the tradition and strength of great national unity, building our country to be increasingly prosperous and happy, and the Resolutions on the peasant class, intellectuals, and businessmen issued recently. Propose that the Government direct a preliminary review of the implementation of the Vietnam Youth Development Strategy for the 2021-2030 period; evaluate the results of implementing the goals and targets for the 2021-2025 period; timely supplement and direct, determine youth and youth work targets in the socio-economic development plans and targets of all levels, sectors, localities and units for the period 2026 - 2030. Propose that the Central Committee of the Vietnam Fatherland Front and the Central Committee of the Ho Chi Minh Communist Youth Union guide the Vietnam Fatherland Front and the Ho Chi Minh Communist Youth Union at all levels to supervise the implementation of the Vietnam Youth Development Strategy for the period 2021-2030...

The members of the survey team and representatives of relevant departments, branches and sectors focused on exchanging and discussing the achieved results, clarifying the shortcomings, limitations and causes in the implementation of Resolution No. 25-NQ/TW and Conclusion No. 80-KL/TW, such as: the reason for the decreasing trend of youth union members, difficulties in gathering youth in industrial zones; shortcomings in implementing Decision 289 of the Central Executive Committee on promulgating the Youth Union Cadre Regulations; solving jobs for young people after demobilization...; at the same time, supplementing the data of young cadres participating in the Party Committee, the effectiveness of the Project to train 100 masters and doctors abroad to improve the quality of city cadres and promote the role of intellectuals, young artists, young entrepreneurs, young skilled workers...

Vice Chairman of the City People's Committee Le Khac Nam spoke at the meeting.

Speaking at the meeting, Vice Chairman of the City People's Committee Le Khac Nam supplemented and clarified the achievements of Hai Phong in implementing Resolution No. 25-NQ/TW and Conclusion No. 80-KL/TW. The Vice Chairman of the City People's Committee emphasized that over the past 15 years, the City Party Committee, People's Council and People's Committee have innovated and been determined in leadership and direction, issuing many breakthrough and creative mechanisms and policies to take care of the young generation. Notable resolutions include resolutions on supporting the construction of new rural areas and model new rural communes; urban beautification; policies to encourage excellent students and teachers; exempting tuition fees for high school students; increasing the funding level for art troupes; encouraging literary and artistic creation activities; building social housing; innovating and improving the quality of vocational education in the city; improving the quality of young workers; helping young people start businesses.

The city also promotes investment attraction, economic development, creating opportunities and jobs for young people. The leaders of the Party Committee and the city government always pay attention to and trust in assigning new and difficult tasks to the youth and the Youth Union. The Youth Union and youth movements have many innovations in content and methods of operation, promoting the pioneering role of young people... The city will receive comments and will soon complete the report to send to the Survey Team.

Speaking at the meeting, Deputy Minister of Home Affairs Trieu Van Cuong, Head of the survey delegation, requested the City Party Committee and People's Committee to continue to lead, direct, organize propaganda, dissemination and implementation of the Party's policies and the State's laws on youth and youth work in the city, especially Resolution 25-NQ/TW, Conclusion No. 80-KL/TW and the Youth Law; continue to effectively implement State management of youth, assign specific tasks, direct and guide the tasks of State management of youth, policies and laws for youth and youth work effectively, synchronously and uniformly; continue to review, research, promulgate mechanisms, policies, and prioritize policies to promote scientific and technological research and innovation among youth; implement coordination regulations between People's Committees at all levels, Departments, branches and sectors and the Youth Union to ensure the participation and promotion of the core role of the youth force. In addition to the results achieved, the report needs to supplement and clarify the difficulties, limitations, causes, and lessons learned. Regarding the recommendations and proposals of the city, the Survey Team will fully synthesize them to report to the Politburo, the Secretariat, etc./.
