Announcement of the results of the 20th Conference of the Party Executive Committee of Ben Tre province, term XI

Comrade Ho Thi Hoang Yen - Provincial Party Secretary, Chairman of the Provincial People's Council delivered the opening speech at the conference.

The 20th Conference of the Provincial Party Executive Committee, term XI , met on March 28, 2025 with the following contents: (1) Discussing and approving the draft Report on the implementation results of the Provincial Party Committee Resolution in the first quarter of 2025; (2) Approving the draft amendments and supplements to the Working Regulations of the Provincial Party Committee, the Provincial Party Standing Committee, and the Provincial Party Standing Committee for the 2020 - 2025 term; (3) Approving the draft report summarizing 4 years of implementing Directive No. 01-CT/TU dated October 17, 2020 and 1 year of implementing Plan No. 330-KH/TU dated January 29, 2024 of the Provincial Party Standing Committee on launching the "New Dong Khoi" emulation peak in the two years of 2024 - 2025; (4) Approving the draft Plan of the Provincial Party Committee to implement Resolution No. 57-NQ/TW dated December 22, 2024 of the Politburo on breakthroughs in science, technology, innovation and national digital transformation. Comrade Ho Thi Hoang Yen - Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council and comrades in the Standing Committee of the Provincial Party Committee chaired the Conference.

After an urgent and serious working session, the Provincial Party Committee Conference unanimously approved the following contents:

1. Regarding the situation and results of implementing the Provincial Party Committee Resolution in the first quarter of 2025 and the directions, tasks and solutions in the second quarter of 2025

The conference unanimously agreed that in the first months of the year, the province faced many difficulties and challenges; the climate change situation in the province was complicated (high tides, saltwater intrusion, etc.); production and business, consumption markets of enterprises encountered many difficulties, the number of enterprises temporarily suspending business and dissolving increased compared to the same period... However, with the efforts of the entire Party Committee, government, business community and people in the province, some quite important results have been achieved: (1) Leaders well organized the propaganda and dissemination of directives and resolutions of the Party and laws of the State; (2) Thoroughly grasp and implement the Central's direction on continuing to reorganize the apparatus of the political system to be streamlined, operate effectively and efficiently; create consensus , solidarity and high unity in the entire political system, agencies and units after the reorganization to ensure stability; (3) The work of reviewing, evaluating and classifying collectives and individuals was led and directed seriously and strictly according to regulations; the situation of the great national unity bloc was focused on consolidating and strengthening; internal affairs, anti-corruption and negativity work was focused on and directed; (4) The province's socio-economy continued to develop and achieved some remarkable results in various fields; economic growth (GRDP) in the first quarter was estimated at 6.28%; the economic structure shifted in the right direction; the production value of regions, total retail sales of goods, mobilization of social investment capital, and budget revenue increased compared to the same period; (5) Saltwater intrusion was well controlled with many effective solutions, so it did not significantly affect crops and livestock, basically meeting the water demand for production and daily life of the people; (6) Tourism activities recovered quite well, the number of visitors and revenue increased quite high compared to the same period; Cultural and social activities and social security are improved and ensured; activities before, during and after Tet are well organized; administrative reform continues to change positively; (7) Political security and social order and safety are stable and maintained.

In addition to the achieved results, the Conference also pointed out some limitations that need attention such as: Party members being disciplined increased; disbursement of public investment capital decreased compared to the same period; clearance and handover of land for some projects were not timely and not continuous, many urban area projects had investors registered but were slow to implement; the operation of new and small enterprises was still difficult; the progress of land use planning at the district level in 2025, adjusting the Land Use Planning for the period 2021 - 2025, with a vision to 2030 was still slow; illegal land use conversion still occurred; crime and law violations were sometimes and in some places complicated; traffic accidents, crime rates, and social evils increased compared to the same period; information security and network security still faced many challenges;...

The conference discussed and agreed on 11 groups of tasks and solutions to focus on implementation in the second quarter of 2025: (1) Focus on political and ideological work, create high unity in the entire political system, consensus among the people, cadres and civil servants on policies and requirements for streamlining the organizational apparatus according to Resolution No. 18-NQ/TW dated October 25, 2017 of the 12th Party Central Committee to ensure unity, solidarity, effectiveness and efficiency; (2) Continue to lead and direct the implementation of decisions on organizational apparatus arrangement according to the direction of the Central Committee; (3) Direct the drastic and effective implementation of Conclusion No. 123-KL/TW dated January 24, 2025 of the Party Central Committee on the Supplementary Project on socio-economic development in 2025, with the growth target of 8% or more; (4) Strengthen leadership in propaganda work to implement targets and tasks of the Provincial Party Committee's Resolution in 2025; (5) Continue to lead and direct the strict implementation of regulations and instructions of the Central Government and the Provincial Party Committee on inspection and supervision work; (6) Lead and direct the implementation of mass mobilization work well; propagate and mobilize the people, creating consensus in implementing key projects and works in the province, period 2021-2025; (7) Continue to lead and direct the effective implementation of internal affairs, anti-corruption, waste , negativity and judicial reform; (8) Focus on synchronous and effective implementation of solutions to prevent water shortages and saltwater intrusion, not causing damage to production; (9) Speed ​​up the implementation progress of key projects and works in the province; strengthen inspection and supervision of the implementation progress and disbursement of the public investment capital plan in 2025; (10) Focus on coordinating the implementation of regional linkage programs and foreign affairs; (11) Strictly maintain combat readiness regime according to regulations; strengthen state management in the field of security and order; ensure traffic order and safety, strictly handle violations.

2. Regarding the draft amendments and supplements to the Working Regulations of the Provincial Party Committee, the Standing Committee of the Provincial Party Committee, and the Standing Committee of the Provincial Party Committee for the 2020 - 2025 term

The conference agreed with the draft amendments and supplements to the Working Regulations of the Provincial Party Committee, the Provincial Party Committee Standing Committee and the Provincial Party Committee Standing Committee for the 2020-2025 term, consisting of 5 chapters and 33 articles (adding new Article 17 and adjusting and supplementing Articles 18 and 19 on the basis of separating Article 18, Regulation No. 04-QC/TU dated April 4, 2024 of the Provincial Party Committee, ensuring conformity with the practical situation after the organization and apparatus reorganization and streamlining (ending the activities of Party executive committees and Party delegations; establishing 2 Party committees; merging a number of agencies and units...) and new regulations of the Central Committee.

3. Regarding the draft report summarizing 4 years of implementing Directive No. 01-CT/TU and 1 year of implementing Plan No. 330-KH/TU of the Provincial Party Standing Committee on launching the "New Dong Khoi" emulation peak in the two years 2024 - 2025

The conference unanimously assessed that after 4 years of implementing Directive No. 01-CT/TU and 1 year of implementing Plan No. 330-KH/TU of the Provincial Party Standing Committee, important results have been achieved, contributing to the good implementation of tasks and solutions for Party building and the political system, socio-economic development in units and localities. The spirit of " industry emulation , family emulation, individual emulation " in the method of " Building typical examples, learning typical examples, catching up with typical examples and surpassing typical examples " has been strongly aroused with clear goals and high political determination; more and more effective ways of doing things have appeared. In the period of 2021 - 2024, the whole province has 1,231 collectives and 2,326 typical individuals in the "New Dong Khoi" emulation movement that have been commended at all levels. Departments, branches and sectors basically completed 125/168 projects (tasks) registered to implement the peak emulation in 2024, the remaining tasks reached 50 - 90%, focusing on projects and works to develop infrastructure, tasks with implementation time until 2025.

The conference agreed on 9 groups of tasks and solutions to promote the implementation of Directive No. 01-CT/TU and Plan No. 330-KH/TU in the coming time, specifically: (1) Continue to lead and direct the thorough implementation of Directive No. 01-CT/TU and Plan No. 330-KH/TU with feasible tasks, with focus, key points, breakthroughs, specific and practical solutions according to the viewpoint "Socio-economic development is the focus; Party building is the key; cultural development is the spiritual foundation; ensuring national defense and security is essential and regular"; (2) Promote the exemplary role of cadres and party members, first of all, Party committees, leaders, managers, heads and deputy heads; (3) Launch and implement the "New Dong Khoi" emulation campaign to achieve and exceed the targets of the Provincial Party Committee's Resolution and Party Committees at all levels in 2025, the Resolution of the 11th Provincial Party Congress and the resolutions of Party Congresses at all levels for the 2020-2025 term, in which, strive to achieve an economic growth rate (GRDP) of 8% or more in 2025; focus on completing key projects and works of the province; (4) Focus on leading and directing the implementation of the emulation method of "Building typical examples, learning from typical examples, catching up with typical examples and surpassing typical examples" to ensure substance and effectiveness; (5) Promote the role and responsibility of advisory and support agencies at all levels in orienting and supporting all levels and sectors; (6) Lead and direct the continued promotion of propaganda and agitation work in many forms; (7) Strengthen and enhance coordination between the government and the Fatherland Front and socio-political organizations at all levels; (8) Strengthen inspection, supervision, survey and monitoring of the propaganda, launching and implementation of Directive No. 01-CT/TU, Plan No. 330-KH/TU; (9) Strengthen the role of Dong Khoi Newspaper, Ben Tre Radio and Television Station, electronic information pages, websites of provincial departments and branches , fanpages and broadcasting systems of districts and communes in comprehensively propagating the emulation peak of "New Dong Khoi".

4. Regarding the draft plan of the Provincial Party Committee on implementing Resolution No. 57-NQ/TW dated December 22, 2024 of the Politburo on breakthroughs in science, technology development, innovation and national digital transformation

The conference discussed and agreed on the draft plan, especially identifying the common goal of comprehensively and synchronously developing the potential of science, technology, innovation and digital transformation into an important foundation to enhance the endogenous capacity and competitiveness of the local economy; promoting innovation activities, forming a startup ecosystem, research and development centers, closely connecting with institutes, schools and enterprises; arousing the spirit of creativity and attracting high-quality resources from within and outside the country; building a modern, transparent and effective digital government, digital economy and digital society, providing convenient digital services for people and businesses, creating breakthroughs in administrative reform, public governance and sustainable development; creating digital infrastructure, databases and advanced technology platforms, ensuring information security and network security, gradually improving the quality of life of people, contributing to shifting the economic structure towards industrialization and modernization; Improve the quality of human resources, promote the creative potential of all social classes, promote regional connectivity, international integration in science and technology, actively contribute to the goal of industrialization and modernization of the country by 2030, vision 2045.

The conference agreed on 10 groups of tasks and solutions to achieve the set goals: (1) Leadership and direction; (2) Raising awareness and political determination, information and communication; (3) Perfecting institutions and policies to create breakthroughs and ensure resources; (4) Building a strategy for developing a synchronous and modern digital infrastructure; (5) Building a strategy for developing a startup ecosystem, innovation, supporting research and development; (6) Building a strategy for developing high-quality human resources; (7) Building a strategy for digital transformation and digital economy at the provincial level; (8) Ensuring network security and digital sovereignty; (9) Promoting regional and international cooperation and linkages; (10) Monitoring, evaluating and disseminating.

In her closing speech at the Conference, Comrade Ho Thi Hoang Yen - Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council noted that the work in the coming time will be much more and heavier. On behalf of the Provincial Party Committee, the Secretary of the Provincial Party Committee - Chairman of the Provincial People's Council requested the comrades in the Provincial Party Committee, Party committees at all levels, authorities, business communities and people in the province to continue to promote the spirit of solidarity, unity, proactiveness, cooperation, sharing to overcome all difficulties and challenges to successfully implement the set goals and political tasks for 2025. Sectors and levels, especially heads of Party committees, authorities, agencies and units, must strengthen coordination in a more synchronous, serious, proactive and drastic manner in performing tasks according to their responsibilities and authority; at the same time, prepare well for the work of arranging administrative boundaries, do a good job of ideological work on arranging and streamlining the apparatus, merging some provincial-level units, not organizing at the district level, merging commune-level units; Each cadre and party member needs to uphold their sense of responsibility for assigned tasks, demonstrate their strengths, abilities, initiative, creativity and mettle in all circumstances, so that all work is not interrupted or disrupted, affecting people and businesses, and negatively impacting the implementation results of the Provincial Party Committee Resolution in 2025.
