Strengthening management and ensuring safety for tourists visiting Vinh Hy Bay

To ensure the safety of tourists visiting Vinh Hy Bay, in recent times, Vinh Hai Border Guard Station has proactively coordinated with local authorities and functional forces to increase patrols and control of canoes and tourist boats carrying passengers, resolutely and strictly handle violations of inland waterway traffic safety (ATGT) to ensure the safety of people and vehicles, especially during the April 30 - May 1 holidays and the peak summer tourism season in 2024.

On weekends, Vinh Hy Bay pier in Vinh Hy village, Vinh Hai commune (Ninh Hai) is bustling with tourists. This is also the time when officers and soldiers of Vinh Hy Border Control Station under Vinh Hai Border Post increase patrols, inspections, and control of people and canoes, tourist boats carrying tourists on the bay, especially during the April 30 and May 1 holidays this year. Ensuring safety at the wharf area is of particular concern and priority to officers and soldiers of the Station in particular and Vinh Hai Border Post in general. Senior Lieutenant Duong Quoc Trung, Head of Vinh Hy Border Control Station, shared: In parallel with the activities of inspecting and controlling people and fishing boats, the Station also performs the function of inspecting and controlling tourist boats, including waterway tourism activities. Accordingly, the Station is always on duty and assigns 3 to 5 officers to inspect the regulations to ensure traffic safety at the TND wharf, facilities, rescue equipment on tourist boats and canoes; resolutely not allowing departure of vehicles carrying more people than the prescribed number or not providing enough life jackets for passengers. In addition, the Station's working group also directly guides tourists on safety measures when traveling on boats and ships; comply with regulations at the beaches and how to contact when a rescue situation occurs.

Comrade Nguyen Viet Kinh Luan, Vice Chairman in charge of Vinh Hai Commune People's Committee, said: In the commune, there are currently 25 registered and inspected vehicles participating in tourist transportation. In order to strictly manage the inland waterway vehicles, the Commune People's Committee proactively reviewed and made a list of organizations and individuals with vehicles participating in tourist transportation; coordinated with competent agencies to organize training, testing, and granting certificates for captains and chief engineers in accordance with the provisions of law. In particular, thanks to the active coordination of officers and soldiers of Vinh Hai Border Guard Station, compliance with regulations on ensuring security, order, and traffic safety at the inland waterway port in Vinh Hy Bay area was strictly maintained, minimizing the occurrence of unsafe situations for people and vehicles.

Regarding the coordination of management and ensuring the safety of the TND wharf in the stationed area, Major Diep The Anh, Deputy Head of Vinh Hai Border Guard Station, said: In the unit's management area, Vinh Hy village is a key point of the province in terms of sea tourism. Therefore, determining the patrol and control of TND vehicles operating in the tourism sector as one of the key tasks, from the beginning of the year, the unit has developed a plan to inspect vehicles picking up and dropping off passengers at the wrong place, not ensuring the procedures for entering and leaving the port according to regulations. Coordinate with the People's Committee and the Commune Police to ensure political security, order and safety at the port and the operation of ships and boats of companies and households providing tourism services on Vinh Hy Bay. Coordinate with the locality to organize propaganda for 44 businesses and captains to sign a commitment to absolutely ensure the safety of passengers throughout the tour. As a result, in 2023 and the first quarter of 2024, the unit coordinated 190 patrols on shore and at sea/1,078 officers and soldiers participating; controlled 12,018 tourist trains carrying 148,249 passengers. In addition, the unit also did a good job of propagating to the local authorities, people, tourism businesses, business owners, vehicle owners, and tourists to the area to strictly comply with the provisions of the law related to the field of inland waterway traffic. Coordinated with the interdisciplinary inspection team to conduct inspections of inland waterway traffic activities during peak periods, holidays, and Tet. At the same time, the unit also strengthened the inspection, patrol, and control of people and vehicles in accordance with the functions and authorities prescribed in the Vietnam Maritime Law 2020 and Decree No. 71/2015/ND-CP of the Government and current legal documents; promptly and strictly handled violations; ready to handle arising situations so that the April 30 and May 1 holidays in particular, and the 2024 tourism season in general, on Vinh Hy Bay ensure safety for tourists from near and far, contributing to bringing a stable source of income for local people from sea tourism.
