The movement not only multiplies the traditional values of solidarity and "mutual love" of the nation but also creates motivation to help poor households and people in difficult circumstances soon stabilize their lives, helping the locality realize the goal of sustainable poverty reduction (SPR).
Get in on the action
Looking back over the past time, the Party Committee, the government, and socio-political organizations in the province have synchronously implemented GNBV solutions; invested in infrastructure, improved livelihoods and improved the quality of life of people, especially in areas with high poverty rates in ethnic minorities and mountainous areas. In 3 years (2022-2024), the province has allocated 981.46 billion VND of capital to implement the National Target Programs on socio-economic development (SEDP) in ethnic minority and mountainous areas. The SEDP in ethnic minority mountainous areas has received attention for investment and construction; the restructuring of crops and livestock, production support, and forest allocation for management combined with livelihoods have received attention; Policies to support vocational training, the national employment fund, and sending workers to work abroad for a limited period under contracts have created favorable conditions for poor households and workers, especially ethnic minorities in mountainous areas, to participate, contributing to increasing income and GNBV. People's inferiority and dependence have decreased; the will to escape poverty and become rich is becoming a competitive movement among the people.

In parallel with the work of building the "For the Poor" Fund, supporting the poor with housing, means of production, creating motivation for the poor to stabilize their lives, and escape poverty, Party committees at all levels, authorities, the Vietnam Fatherland Front and organizations have paid attention to leadership and coordination; supporting medical examination and treatment and buying health insurance cards for people in near-poor households, multidimensional poor households without health insurance shortages, supporting sudden difficulties, supporting economic development with a total amount of over 11 billion VND. Responding to the emulation movement "The whole country joins hands for the poor - No one is left behind", the Vietnam Fatherland Front at all levels in the province has coordinated to build and implement many effective models, creating livelihoods to help people escape poverty sustainably. Initially, 71 models have been built, with a total implementation cost of over 47,619 billion VND. Coordinate well in implementing social security work, taking care of Tet for poor and near-poor households, policy families, people in difficult circumstances...
With the drastic participation of localities, along with the coordination of receiving, coordinating, and allocating resources to support poor households, near-poor households, and people in difficult circumstances in a timely, proper, and targeted manner, thereby contributing to reducing the poverty rate in the whole province by the end of 2023 to 4.21% (7,874 households) and near-poor households to 4.61% (8,620 households). On average, each year, the multidimensional poverty rate according to the new standards will decrease by 1.5-2%/year, from 4.5% to over 5% in ethnic minority and mountainous areas, achieving and exceeding the resolution set by the congress. Social security policies are fully, promptly, and properly implemented, contributing to promoting the socio-economic development of the province.

To successfully implement the poverty reduction target set by the Resolution of the 14th Ninh Thuan Provincial Party Congress, term 2020-2025: Reduce the multidimensional poverty rate according to the new standard by 1.5-2%/year; increase support for socio-economic development in ethnic minority and mountainous areas, by 2025 reduce 50% of extremely difficult communes and villages, average income per capita increases by 2 times compared to 2020, reduce the average poverty rate by over 3%/year; strive to reduce the poverty rate to equal or lower than the national average. In the coming time, Party committees and organizations at all levels need to continue to focus on disseminating, propagating and integrating the effective implementation of tasks and solutions on poverty reduction work in accordance with Directive No. 05-CT/TW dated June 23, 2021 of the Secretariat; Directives of the Provincial Party Standing Committee: Directive No. 19-CT/TU dated November 29, 2021 on strengthening the leadership of Party committees over GNBV work for the period 2021-2025 and orientation to 2030; Directive No. 32-CT/TU dated October 11, 2022 on continuing to improve the quality of mobilizing support for the "For the Poor" Fund in the province until 2025 and the following years.
In addition, Party committees and authorities at all levels need to direct the review and assessment of the situation and results of the implementation of poverty reduction targets and social security programs in conjunction with the implementation of the emulation movement "The whole country joins hands for the poor - No one is left behind" in localities and units. Develop a specific plan to effectively lead the mobilization of support for the "For the Poor" Fund and organize the annual "For the Poor" peak month in conjunction with the implementation of local poverty reduction targets. Integrate national poverty reduction target programs in the locality, strengthen and improve the efficiency of resources. Continue to review and consider the decision to issue poverty reduction policies and mechanisms in the province to ensure compliance with legal regulations and the actual situation of the locality; at the same time, strengthen the supervision of departments, branches and localities in the implementation of poverty reduction programs and plans. Timely direct the implementation of socio-economic development programs and projects associated with poverty reduction goals, effectively and properly implementing social security policies. Focus on mobilizing resources to support housing construction for poor households, near-poor households and households with housing difficulties to have stable accommodation, helping them feel secure in working and producing, developing the family economy, and rising out of poverty sustainably.
