
Currently, Ms. Lo Thi Nguyet's family in Sin Thau commune (Muong Nhe district) is managing and protecting more than 20 hectares of forest eligible for payment of forest environmental services. In the recent 2023 forest environmental services payment in the Da River basin, Ms. Nguyet's family received nearly 16 million VND through the Social Policy Bank account. Ms. Nguyet fully understands the amount and area of forest eligible for forest environmental services because the fund has notified in advance, so there is no need to worry about errors. Ms. Nguyet confided: "When an account is opened at the Social Policy Bank, the Fund will notify the area and amount of forest environmental services of the family, which is always guaranteed. Therefore, after that, I just wait for the bank to notify the transaction time at the commune to come and receive the money. If on that day I am busy and cannot come to the transaction, the money is still in the account and can be withdrawn in another transaction session. This way, it doesn't take much time or involve complicated procedures, and the money is still in your account, ensuring safety...".
Also receiving payment via bank account, Mr. Khang A Sang, Nam Vi commune (Muong Nhe district) excitedly said: “My family received 12 hectares of forest protection. Recently, the officers helped me overcome difficulties and opened an account at the district Social Policy Bank. If before, when paying in cash, I had to be there early and wait a long time for my turn to receive the money, now I don't have to wait anymore, the DVMTR money will be transferred to the account. When the transaction session at the commune comes, I can go there and ask the officer to withdraw the money; otherwise, I will withdraw it when I don't need to use that money. Recently, more than 4 million VND of DVMTR money for 2023 was transferred to my account, my family is very excited because this money can be used for many things, helping life...”.

Based on the list of payment for forest environmental services in 2023 in the Da River basin for forest owners in the district, the Muong Nhe District Social Policy Bank has paid forest environmental services to 257 forest owners who are households and communities with a total amount of more than 75,437 million VND. Mr. Hoang Xuan Quyet, Director of the Muong Nhe District Social Policy Bank, said: Implementing the coordination regulations between the Provincial Forest Protection and Development Fund and the Provincial Social Policy Bank Branch on payment for forest environmental services, from 2019 to present, the Muong Nhe District Social Policy Bank has proactively and actively coordinated with the People's Committees of communes and the District Forest Protection Department to propagate, mobilize, and deploy to forest owners to carry out procedures to open accounts and receive money through accounts at the district Social Policy Bank. Up to now, the whole district has 257 forest owners opening accounts at the branch; the remaining 15 forest owners have not opened accounts. For those forest owners, we will work with the People's Committees of communes and the District Forest Protection Department to find solutions to remove obstacles; urge forest owners to open bank accounts so that payments through accounts can be effective, accurate and safe."
In order to continue to effectively implement the policy of using and making non-cash payments, as well as to serve as a basis for paying forest environmental services in 2023 quickly, conveniently, accurately, safely and transparently; from the beginning of 2024, the Forest Protection and Development Fund has reviewed and specifically identified forest owners who do not have accounts; at the same time, implemented many solutions to notify and encourage forest owners to open accounts to receive forest environmental services, such as: Notifications on social networking applications (forest owner zalo groups), in notifications of forest environmental service supply areas, payment of forest environmental services and reports on results of forest environmental service payments in 2023, as well as strengthening coordination with the Provincial Social Policy Bank and local authorities to promote propaganda, mobilization, and guidance for forest owners to open bank accounts for the Fund to pay forest environmental services. Thanks to that, in the first 8 months of 2024, 232 more forest owners' accounts were opened, bringing the total number of forest owners who have opened accounts in the province to 4,368 forest owners. To date, the Provincial Forest Protection and Development Fund has paid the 2023 forest environmental service fee to 3,979 forest owners via bank accounts, with an amount of over 207 billion VND.

Mr. Tran Xuan Tam, Deputy Director of the Forest Protection and Development Fund, said: Paying forest environmental services to people who are contracted to protect forests is more convenient than paying in cash in the past. From these conveniences, the unit has focused on urging and supporting forest owners to open bank accounts to receive forest environmental services. From the beginning of 2024, the Forest Protection and Development Fund has focused on coordinating with the Provincial Social Policy Bank and local authorities to propagate, mobilize, and guide forest owners to open bank accounts to pay forest environmental services. Although specialized agencies and authorities at all levels have made great efforts to open bank accounts for forest owners, up to now, the whole province still has 675 forest owners who have not opened bank accounts. The main reasons are: Incorrect information between the decision and the land allocation map, forest allocation and personal information of forest owners; incorrect information due to mergers and name changes according to the decision of the Provincial People's Committee; forest allocation to the wrong subjects. Forest owners still lack decisions and maps for land and forest allocation; forest owners have died and forest owners with overlapping forest allocation areas or forest owners with small areas and little money, so people are not interested in paying for forest environmental services.
Payment of forest service fees through bank accounts has received consensus from all levels, sectors, relevant parties and support from the majority of people. It can be seen that the method of payment through accounts helps save time, costs, is safer and more transparent than payment in cash as before. To promote the effectiveness of payment of forest service fees through accounts, in the coming time, the Provincial Forest Protection and Development Fund will urgently review and check personal information between accounts and citizen identification cards for forest owners who have opened accounts but have not paid. Develop, issue a Plan and organize payment of forest service fees in cash in communes, and at the same time coordinate with the district's Social Policy Bank system to open accounts for forest owners. For cases where forest owners have difficulty opening a bank account due to too little money, old and weak forest owners, or too far from the center... The Fund will advise and propose the implementation of payment of forest environmental services to these forest owners through the postal system. Thereby, contributing to ensuring the goal of timely, effective and thorough payment of forest environmental services to forest owners, without backlog. Thereby promoting and raising awareness and responsibility of forest owners in managing and protecting the forest area assigned to them for management and protection.
