Accordingly, 30.8 billion VND will be advanced from the temporarily idle state budget to supplement funds for literary and artistic associations to promptly pay prize money to authors and co-authors who have received the Ho Chi Minh Prize and the State Prize for Literature and Arts. The Ministry of Finance is responsible for the content, data of the report and proposals.
Authors and representatives of authors' families received the State Prize for Literature and Arts.
The list of literary and artistic associations that have been supplemented with funds to pay prize money to authors and co-authors includes: Vietnam Musicians Association 5.6 billion VND, Vietnam Cinema Association 5.46 billion VND, Vietnam Fine Arts Association 2.68 billion VND, Vietnam Photographic Artists Association 3.18 billion VND, Vietnam Stage Artists Association 2.57 billion VND, Vietnam Writers Association 5.36 billion VND, Vietnam Folk Arts Association 506.6 million VND, Vietnam Architects Association 253.3 million VND, Vietnam Dance Artists Association 5.15 billion VND.
The Government requires the Ministry of Culture, Sports and Tourism to take full responsibility for the list of authors and co-authors receiving awards and the estimated cost of payment.
Literary and artistic associations are responsible for managing and using the additional funds to pay bonuses to authors and co-authors in accordance with regulations.
The Ho Chi Minh Prize and the State Prize for Literature and Arts in 2022 were awarded to 128 authors and co-authors; of which 16 authors and co-authors were awarded or posthumously awarded the Ho Chi Minh Prize.
Previously, on October 12, Deputy Prime Minister Le Minh Khai emphasized that up to now, the arrangement of funds to pay the bonuses for the two awards is very slow.
The reason is that some of the regulations are not really reasonable and unclear. In addition, the Ministry of Culture, Sports and Tourism and the Ministry of Finance do not coordinate well with each other. The Ministry of Culture, Sports and Tourism did not propose a budget estimate in a timely manner, while the Ministry of Finance did not process it promptly, leading to a delay in submitting it to the Prime Minister for consideration.
The Deputy Prime Minister also requested the two ministries to seriously review and draw profound lessons to prevent similar incidents from happening again.
