Currently, Cao Bang province has a population of over 542,000 people, with more than 20 ethnic groups living there, mainly ethnic minorities (EM) accounting for 95% of the province's population. Ethnic groups have integrated, intertwined, harmonious beliefs and religions, without discrimination, disputes and religious conflicts, and operate in compliance with the provisions of the Constitution, laws, and regulations of religious organizations.

From material and spiritual life

The Party Committee and authorities at all levels of Cao Bang province always effectively mobilize all resources to develop the economy - culture - society to improve the material and spiritual life of the Mong ethnic people.

In the 2021-2025 period, Cao Bang province has allocated capital to implement 12 projects with a total investment of over 20 billion VND; implemented 3 projects under the national target program on sustainable poverty reduction with a total cost of over 406 billion VND...

Cao Bang province has issued a Decision on assigning agencies and units in charge of helping communes strive to achieve new rural, advanced new rural and model new rural standards for the period 2021-2025 for 5 communes with Mong ethnic people living; implementing a training plan to improve capacity for the community and grassroots officials at all levels to implement the National Target Program on economic - cultural - social development in ethnic minority and mountainous areas; supporting the purchase of seeds, plant varieties, fertilizers, guiding households to develop production, ensuring the implementation of economic development policies; speeding up the implementation of projects to support production development, diversify livelihoods and projects to replicate poverty reduction models.

Currently, Cao Bang is effectively implementing projects on cattle breeding in Bao Lac district; projects to support the development of tobacco plants and tobacco drying kilns in Hoa An district; effective mixed garden renovation models by intensively planting new VH6 pear trees in Trung Khanh district; models of raising Huong and Tap Na pigs in Ha Quang district; models of producing new soybean varieties DT23 in Quang Hoa district, etc.

Mong ethnic students receive special attention from authorities at all levels and the education sector of Cao Bang province. With the full and timely implementation of policies for students, it has contributed to reducing economic difficulties for Mong ethnic students' families in areas with difficult socio-economic conditions, creating conditions for students to have food and accommodation so that they can study with peace of mind, mobilizing the maximum number of ethnic minority children and students to go to school, minimizing the dropout rate while contributing to planning a network of schools and classes to meet the requirements of improving the quality of education for ethnic minority students.

In addition, many literacy classes were established and maintained for Mong ethnic households, not only teaching literacy, but also providing chalk, boards, notebooks, and pens for the people. With the attention of the government, Mong people have raised their awareness of self-study, and even promoted and mobilized their relatives and children to participate in literacy classes.

The intellectual level of the Mong people has been raised, changing their thinking, way of thinking, and way of doing things, helping them accept new and progressive things and sow dreams of a brighter tomorrow for their own lives.

The rate of Mong children and women enjoying medical benefits is increasing. Households in difficult circumstances are examined and given free medicine; Mong children under 1 year old are vaccinated; Mong mothers and children under 5 years old from poor and near-poor households are receiving interventions to prevent and combat malnutrition and nutritional deficiencies; pregnant women, women of childbearing age, postpartum women and newborns are given reproductive health care...

Cao Bang province has organized 5 conferences to deploy national target programs to assess the current status of vaccination and nutritional care for mothers and children, 10 communication and consultation sessions on malnutrition prevention for Mong ethnic people, over 50 expanded vaccination sessions...; calling for support and implementing activities of the Fund "For the Poor" in Cao Bang province; launching "Savings Week, joining hands for the poor"; mobilizing resources to visit and give gifts for the Lunar New Year 2023 to 100% of poor households in the whole province.

The culture and beliefs of the Mong ethnic group in the province are preserved and promoted with many good methods such as organizing surveys, collecting and documenting traditional cultural heritage of the Mong ethnic group; scientific research on beliefs and culture of the Mong ethnic group; organizing seminars on "solutions to preserve and promote traditional cultural values, good customs and practices in the conventions and village regulations of ethnic minorities in Cao Bang province"; researching the preservation and promotion of traditional sports; paying attention to investing in developing community tourism associated with preserving the national cultural identity...

The hamlets of the Mong ethnic group have village covenants and conventions; practice a civilized and frugal cultural lifestyle, promoting the fine cultural traditions of the Mong people.

Mong ethnic people are regularly informed and communicated about the Party's policies and the State's laws, especially the implementation of national target programs and the implementation of specific tasks under poverty reduction sub-projects...

In the coming time, Cao Bang province will strengthen the infrastructure for commune-level radio stations; establish 50 new commune radio stations applying information technology - telecommunications for communes that do not have radio stations, FM wireless technology radio stations or are damaged or degraded, ensuring service quality at public information service points.

15 clubs and art troupes were established and maintained to organize cultural, artistic and sports activities to serve the spiritual needs of the Mong people, notably: Mong ethnic cultural festival with many cultural, artistic and sports activities attracting a large number of people to participate; Cultural exchange program on the occasion of the 133rd birthday of President Ho Chi Minh; Mong ethnic cultural, artistic, physical education and sports festival; integrating the organization of cultural, artistic and folk games activities in the National Day for National Security Protection...

The Party Committee and authorities at all levels of Cao Bang province always pay attention to and prioritize all resources to improve and enhance the material and spiritual life of ethnic minorities in general and the Mong people in particular. People are always placed at the center of all decisions, with the goal of ensuring that the legitimate rights and interests of the people are increasingly promoted and guaranteed better and more substantially, on the basis of the rule of law.

To freedom of belief and religion

According to statistics, as of October 2022, Cao Bang province has 10,722 followers of Mong ethnic group, mainly Protestant (10,683 followers, accounting for 50.4% of Protestant followers in the whole province), including 41 dignitaries (including 4 pastors, 16 pastors, 21 preachers), 71 party members, 07 union officials, participating in activities at 88 licensed group points in 8/10 districts and cities (Bao Lac, Bao Lam, Ha Quang, Nguyen Binh, Hoa An, Quang Hoa, Trung Khanh, Cao Bang City).

The vast majority of religious dignitaries, officials, management boards of religious establishments, and followers of religions have a national spirit, have a progressive orientation, and accompany non-religious ethnic groups to build their homeland; religious organizations actively participate in charity, humanitarian, social security activities, and propagate and mobilize followers to participate in patriotic emulation movements and socio-economic development.

Over the years, the Party Committee and authorities at all levels of Cao Bang province have always created conditions for religions to operate in accordance with the provisions of the Law on Belief and Religion and in accordance with religious activities in the area, promptly resolving requests from religious organizations.

From 2020 to now, 43 requests from religious organizations and individuals have been resolved (16 requests from Catholics; 8 requests from Buddhists; 20 requests from Protestants). Always respect and protect religious freedom; ensure that religions are equal before the law; approve religious organizations and dignitaries to organize ceremonies and preach according to the annual registration program; approve religious organizations to register for centralized religious activities for qualified locations and groups.

In general, religious activities in Cao Bang province are basically stable, complying with the guidelines for religious practice and state regulations. The majority of religious dignitaries, officials, and followers actively participate in common activities in patriotic emulation movements launched by the government and mass organizations, actively participate in humanitarian charity activities, and contribute to the government's good implementation of social security work.

The legitimate needs and aspirations in religious activities of religious dignitaries and officials of religious organizations are given attention by authorities at all levels, creating conditions for timely resolution in accordance with legal regulations, creating consensus and trust among believers in religious policies.

State management agencies for religion in Cao Bang province regularly visit and congratulate religious dignitaries and followers on the occasion of Lunar New Year, important holidays, and congresses of religious organizations. From 2020 to now, there have been 48 visits.

At the same time, we need to conduct dialogues well with religious organizations, encourage and motivate religious organizations and individuals to actively participate in the cause of national construction and defense; properly resolve the religious needs of religious people and issues related to religious activities according to the provisions of law such as: land, places of worship, registration of ordination, conferment of titles, transfers, appointments of dignitaries, officials, etc.; create favorable conditions and ensure security and order during religious festivals and ceremonies; propagate and mobilize the organization of religious ritual activities in accordance with the Party's guidelines and policies and the State's laws, and heighten vigilance against plots and activities that take advantage of religion and ethnicity to slander us for violating democracy, human rights, and infringing on national security by hostile forces.

Thus, it can be affirmed that the Party Committee and authorities at all levels of Cao Bang province always pay attention to and prioritize all resources to improve and enhance the material and spiritual life of ethnic minorities in general and the Mong people in particular.

People are always placed at the center of all decisions, with the goal of ensuring that their legitimate rights and interests are increasingly promoted and guaranteed better and more substantially, on the basis of the rule of law.
