In recent times, the Department of Agriculture and Rural Development of Ha Tinh has paid attention to implementing policies and laws on innovation of the organizational and management system of its affiliated units. After 3 times of restructuring, the entire system has reduced 17 affiliated units and the department currently has 10 affiliated public service units.
In general, the organizational structure of the affiliated public service units after the restructuring and arrangement is streamlined, operating more effectively and efficiently; reducing many internal focal points and organizations; significantly reducing the number of staff, saving a budget for the province; at the same time increasing the autonomy, dynamism, and creativity in the direction of socialization of the units.
Mr. Bui Tuan Son - Director of the Management Board of Fishing Ports and Storm Shelters for Fishing Boats in Ha Tinh: Propose that the authorities adjust and increase the price of public services at fishing ports in the province.
The process of consolidating and rearranging public service units was carried out democratically, objectively, and by consensus by the Department of Agriculture and Rural Development of Ha Tinh; the review, rearrangement of personnel, and the assignment and use of civil servants were basically appropriate according to the structure and job positions.
The staff of the department after being reorganized and arranged will be sent for training, to improve their political theory, expertise, and professional skills, to meet the requirements of performing tasks and job positions, especially the staff of leaders and managers...
Mr. Nguyen Van Viet - Director of the Department of Agriculture and Rural Development proposed a number of contents related to the implementation of policies and laws on innovation of the organization and management system, improving the quality and efficiency of operations of affiliated public service units.

At the working session, delegates raised a number of difficulties and obstacles in performing tasks at a number of public service units under the Department such as: The Ministry of Agriculture and Rural Development is slow to issue a number of regulations and instructions on expertise, leading to difficulties in performing tasks of the units; the staffing level is still 53 people short of the staffing level assigned in 2024; policies and salaries for civil servants and employees are still low while the operating area is large, facilities and equipment are lacking, degraded, and do not meet task requirements...
Delegates also proposed that the Ministry of Agriculture and Rural Development soon issue regulations guiding the functions, tasks, powers and organizational structure of the Management Boards of protective and special-use forests, the Management Boards of fishing ports and fishing boat storm shelters; norms on the number of employees in public service units managed by the Ministry; and technical and economic norms according to Decision No. 254/QD-TTg dated February 22, 2017.
At the same time, it is recommended that the Provincial People's Council and the Provincial People's Committee have specific policies for forestry officials working at the Management Boards of protective and special-use forests; complete, consolidate and enhance the capacity of the veterinary management system at all levels according to the provisions of the Veterinary Law; and request that the Provincial People's Committee continue to recruit the remaining officials to fulfill assigned tasks...

Concluding the working session, Deputy Head of the Provincial National Assembly Delegation Tran Dinh Gia acknowledged and highly appreciated the efforts of the Department of Agriculture and Rural Development of Ha Tinh in implementing policies and laws on innovation of the organization and management system, improving the quality and efficiency of operations of public service units.
Regarding the proposals of the Department of Agriculture and Rural Development, the Provincial National Assembly Delegation will fully synthesize and recommend the National Assembly, the province and relevant agencies to consider and resolve.
