According to a representative of the Hanoi Department of Transport, motorbike taxi drivers transporting passengers and goods must have a new license. The draft is currently being consulted and must be approved by the people before it is issued.
Not the first time
The Hanoi People's Committee is seeking public opinions on the Draft Decision on the use of motorbikes, scooters, and rudimentary vehicles for passenger and cargo transportation in the area.
Accordingly, drivers of the above vehicles to transport passengers or goods must register with the People's Committee of the ward, commune or town to confirm the stamp on the Transport Activity Card. This card is printed by the organization or individual according to the form.
The People's Committees of communes, wards and towns are assigned to arrange pick-up and drop-off locations for motorbike taxis and loading and unloading locations for motorbikes and rudimentary vehicles participating in business.
The Hanoi People's Committee also encourages individuals involved in passenger and cargo transportation by motorbike, scooter, and rudimentary vehicle to participate and establish organizations (cooperatives, professional associations) to help and support each other during their operations.
Also according to the Draft, motorbike taxi drivers or cargo transporters must carry documents when operating, such as: vehicle registration certificate, driver's license (to drive two-wheeled motorbikes), valid civil liability insurance certificate of the motor vehicle owner, valid identity card or citizen identification card, and transportation operation card in accordance with regulations.
It must be said that this is not the first time that the Hanoi People's Committee wants to regulate motorbike taxis.
Since late 2019, the Department of Transport has drafted regulations on the management and use of rudimentary vehicles, motorbikes, two-wheeled motorcycles and similar types to transport passengers and goods.
Accordingly, people transporting passengers and goods by rudimentary vehicles, motorbikes, two-wheeled motorcycles and similar vehicles in the city must wear a badge (transportation activity card) issued by a competent authority on the left chest of their shirt.
These people must be 15 years of age or older, have good health to ensure safe driving; understand road traffic rules; register with the People's Committee of the ward, commune, or town to be granted an operating badge (transportation operation card)...
The draft also stipulates that if the carrier is absent from work for 30 days or more, he or she must return the badge to the management unit.
If lost, there must be a loss report with confirmation from the police at the commune, ward or town level and a report to the management unit for instructions on reissuing the sign.
Only issued with the consent of the people
Talking to Giao Thong Newspaper about this issue, a representative of the Hanoi Department of Transport said that the Hanoi People's Committee is currently seeking public opinions, and without the people's consensus, it cannot be issued.
"The goal of issuing practice cards to motorbike taxi drivers is to ensure traffic safety and urban order. When motorbike taxi drivers have practice cards, they will be recognized by the locality and will prioritize pick-up and drop-off locations instead of the current arbitrary situation," he said.

According to the representative of Hanoi Department of Transport, the market for two-wheeled vehicles carrying passengers and people is developing very vigorously in Hanoi and many provinces and cities across the country, with the participation of domestic and foreign companies.
For technology-based motorbike taxis carrying passengers, there are Grab, Xanh, Be. Transport companies include GHN (Fast Delivery), Economy Delivery, Ahamove... In addition, there are food delivery forces such as Grabfood, Shopee Food, Go food, Befood... Most companies have their own brand logos to distinguish and help consumers identify. However, the situation of speeding, reckless driving, and traffic safety is very high. Therefore, it is necessary to manage the team of two-wheeled vehicle drivers.
According to the Hanoi Department of Transport, the city currently has a total of 30 districts with 584 wards, communes, and towns, and 839 administrative units. Regarding means of transport, Hanoi currently has 5.2 million motorbikes, over 1.2 million bicycles, over 11 thousand electric bicycles and electric motorbikes (not including the number of about 10-15% of vehicles operating from other provinces).
