Informing the press, Mr. Pham Quang Ngoc - Vice Chairman of the People's Committee of Soc Son district (Hanoi city) said that in the coming time, the authorities will forcibly demolish 5 illegal constructions, located within the forest land in Ban Tien hamlet (Phu Ninh village, Minh Phu commune, Soc Son district).
Accordingly, homestays, solid structures located along both sides of the concrete road and houses on the hill will be forcibly demolished, expected in August and September.
Explaining why he had previously only announced that he would enforce the demolition of the house on the hill, instead of enforcing the demolition of four other structures, Mr. Ngoc said that at that time the locality was "determining the behavior so they had not yet issued an enforcement decision".
"If the behavior is clear and meets the conditions, the enforcement file will be made first. The house on the hill was made in August 2022, but a family member passed away, so the enforcement was postponed until this year. In the other four cases, there was an overlap in residential land, agricultural land, and orchard land. Recently, the district clearly identified the behavior, so the next steps will be taken," said Mr. Ngoc.
Many constructions and homestays in Ban Tien hamlet were built illegally on forest land.
According to Mr. Ngoc, in early 2023, the People's Committee of Soc Son district dismissed Mr. Nguyen Van Han - Chairman of the People's Committee of Minh Phu commune and this person was also prosecuted and investigated by the police.
In Minh Phu commune alone, from the beginning of the year until now, the authorities have drawn up records, fined, and enforced more than 10 cases of construction order violations.
"We are trying to propagate so that people know that violations will not exist. To avoid wasting both people's money and the State's money when having to enforce violations," said Mr. Ngoc.
Regarding illegal constructions in Ban Tien hamlet, the records of Minh Phu Commune People's Committee show that from April 2021 to July 2022, the interdisciplinary force drew up records of homestays, houses, and solid constructions on the hill.
The minutes show that individuals have converted protective forest land from planted forest to non-agricultural land without permission from competent State agencies.
The house is located halfway up the hill in Ban Tien hamlet and is subject to forced eviction.
Earlier, on the morning of August 4, rainwater from the hill carried rocks and soil down to the concrete road in Ban Tien hamlet and buried many cars parked on both sides of the road.
This concrete road is about 600 m long, built by the people themselves for convenient travel. Immediately after that, the authorities brought in an excavator and divided the road into 5 sections to prevent flash floods from recurring .
