Will collect public opinions on the draft documents of the 18th Congress of the Hanoi Party Committee

Kinhtedothi-On October 23, the Hanoi Party Committee issued Plan No. 274-KH/TU to organize discussions, collect comments and synthesize comments on the Draft Documents of the 18th Congress of the Hanoi Party Committee.

Accordingly, implementing Plan No. 258-KH/TU dated July 15, 2024 of the Hanoi Party Committee on "Organizing Party Congresses at all levels towards the 18th Hanoi Party Congress, term 2025-2030"; Plan No. 05-KH/TBVK dated March 21, 2024 of the Document Subcommittee of the 18th Hanoi Party Congress on "Organizing to serve the 18th Hanoi Party Congress", the Standing Committee of the City Party Committee develops a Plan to organize discussions, collect comments and synthesize comments on the Draft Documents of the 18th Hanoi Party Congress.

The purpose of the discussion and consultation is to promote democracy, responsibility, and focus the intelligence of veteran revolutionary cadres, experts, and scientists at home and abroad; central ministries and branches; enterprises in the city; cadres, party members, artists, intellectuals, and people of the capital to contribute to the Draft Political Report of the 18th Congress of the City Party Committee.

Organizing a conference to collect opinions and synthesize contributions to the Draft Political Report of the 18th Party Congress of the City is an important political activity that needs to be carried out seriously, practically and effectively, thereby filtering, absorbing, supplementing and perfecting the Draft Political Report submitted to the Congress, while raising awareness, responsibility and creating consensus among cadres, party members and people on the policies and orientations for the development of the Capital in the coming period.

Comments on the draft Political Report of the 18th City Party Congress will be compiled after each conference and will include comments from the conferences, cadres, party members and the people.

According to the City Party Committee's Plan, the Standing Committee of the City Party Committee will chair a conference to collect opinions from the National Assembly Party Delegation, the Government Party Committee, Party Committees and the Central Party Office, the Vietnam Fatherland Front and Central socio-political organizations; delegates from central ministries, departments and branches (under the Government); veteran revolutionary cadres, and former key leaders of the City.

The Standing Committee of the City Party Committee will also chair a conference to collect opinions from representatives of artists, scientists, intellectuals, religious dignitaries of the capital, Secretaries, Principals, Chairmen of the Councils of Universities, Colleges, and Academies in the city; representatives of a number of domestic and foreign enterprises and a number of international organizations in the city.

Time to organize conferences to collect comments in February and March 2025

The City Party Committee will also announce the basic contents of the draft Political Report to widely collect opinions from the Capital's people (from March 30 to April 30, 2025).

The Congress of Party Committees under the City Party Committee will discuss and synthesize comments on the draft political report of the 18th Congress of the City Party Committee. The deadline for submitting the draft political report for Party Committees under the City Party Committee organizing the model congress is completed in May 2025; for the remaining Party Committees under the City Party Committee, it will be implemented according to the schedule in Plan No. 258-KH/TU.

The Propaganda Department of the City Party Committee presides over and coordinates with the Party Delegation of the People's Council, the Party Executive Committee of the City People's Committee to prepare the contents and conditions for organizing the conference to collect opinions. The Party Committees of the City Party Committee, the City Fatherland Front, the Party Committee of the University and College Block, the Party Committee of the Industrial Processing Zones, the Party Committee of the Enterprise Block, the Party Committee of the Hanoi National University; the Union of Science and Technology Associations, the City Literature and Arts Association, and the Party Committees directly under the City Party Committee coordinate with relevant units to effectively implement the synthesis and contribute opinions for discussion.

The city's press agencies promote information and propaganda work, ensure full and timely organization of collecting opinions at conferences and opinions of all classes of people... ensuring seriousness, practicality and effectiveness.
