This afternoon, January 17, the Party Committee of Hanoi City Agencies Bloc held a conference to review Party building work in 2024 and deploy tasks for 2025.
Completed 38/38 key tasks
Informing about the results of Party building work in 2024 and the direction and tasks for 2025, Standing Deputy Secretary of the Party Committee of the City Agencies Bloc Phung Khai Loi said that last year, closely following the direction of the City Party Committee, coordinating with the Party Delegation of the People's Council, the Party Executive Committee of the City People's Committee, the Party Delegation of the Vietnam Fatherland Front and socio-political organizations of the city, the Party Committee of the City Agencies Bloc and grassroots Party committees have well implemented the tasks and solutions according to the proposed work programs and plans. At the end of the year, 38/38 key tasks in the 2024 work program and the political tasks of the Party Committee of the Bloc were completed.
Notably, the Party Committee of the Bloc focused on innovating leadership methods in a proactive and close direction, selecting key and focal tasks with many proactive, positive and creative solutions; clearly defining the responsibility of the Standing Committee in leadership and direction, especially in closely following, urging, guiding and directing to solve difficulties for the grassroots.
At the same time, directing the implementation of a peak emulation campaign in the entire Party Committee to celebrate the 70th anniversary of the Liberation of the Capital, the 70th anniversary of the founding of the Party Committee of the Bloc (October 10, 1954 - October 10, 2024) rich in form, content and suitable for the situation of each unit; organizing the admission of 70 outstanding young party members... In particular, the Party Committee of the Bloc coordinated with Hanoi Radio and Television Station to successfully organize the political and artistic program "Forever the belief in the Party" broadcast live on Hanoi 1 channel; organizing the 70th anniversary of the founding of the Party Committee of the Bloc, receiving the Third-class Labor Medal, through which 17 collectives and 14 individuals with outstanding achievements were awarded Certificates of Merit by the Chairman of the City People's Committee.
Regular and key contents in propaganda work, Party building organization, inspection, supervision, mass mobilization, internal affairs, and Party Committee offices also continued to be implemented synchronously, achieving comprehensive results.
The Party Committee of the Bloc and grassroots Party Committees continue to promote democracy, solidarity, pay attention to innovation in leadership, direction, and implementation of tasks with the motto of being decisive, thorough, clear about people, clear about work, clear about procedures, clear about responsibilities, clear about effectiveness; strictly implement public service discipline and administrative discipline. At the same time, proactively grasp the situation, promptly resolve difficulties in Party building work of grassroots Party organizations through direct work of the Standing Committee of the Party Committee of the Bloc with a number of subordinate Party Committees; strengthen coordination between the Committees of the Party Committee of the Bloc and the Party Committees of subordinate Party Committees.
The role of socio-political organizations in the Bloc is increasingly enhanced, promoting efficiency, practical activities, closely linked to the grassroots; work plans are suitable to the situation of agencies and units, thereby effectively advising the Party Committee and authorities in performing tasks, launching emulation movements, participating in building clean and strong agencies, units and Party organizations.
Focus on applying information technology and digital transformation
The conference listened to presentations from representatives of a number of Party organizations (Hanoi People's Committee Office, Hanoi Department of Construction, Hanoi Urban Railway Management Board) on practical issues contributing to improving the quality and effectiveness of Party building work and implementing political tasks of agencies and units.
In his speech, Secretary of the Party Committee of the City's Agencies Bloc Doan Trung Tuan affirmed that in 2024, overcoming many difficulties and challenges, Hanoi City achieved comprehensive results in the fields of socio-economic development and ensuring national security and defense, thanks to the joint efforts of the entire political system of the city, including the staff and party members of the Party Committee of the City's Agencies Bloc.
Notably, the Party cells in the Party Committee of the Bloc have made typical innovations, clearly changing from awareness to action on the leadership role of the Party in professional work, completing and supplementing the entire working regulations, overcoming relatively thoroughly the shortcomings after inspection and examination, clarifying the relationship between Party committee activities and professional meetings. Many units have done well in inspection and supervision; organized summaries of Party building work separately from professional or trade union work, clearly demonstrating the Party's character.
At the same time, ideological and propaganda activities of the Party organization are proactively organized, with many good and innovative ways of doing things, avoiding rigidity in Party activities. Party organizations also increase the application of IT in operations, management and organization of events.
Summarizing the implementation of Resolution No. 18-NQ/TW dated October 25, 2017 of the 12th Party Central Committee "Some issues on continuing to innovate and reorganize the political system to be streamlined and operate effectively and efficiently", the city's agencies and units are strictly following the direction of the Central Committee and the City; cadres and party members all show a spirit of readiness to implement.
Regarding the tasks for 2025, in which the first important task is to continue to resolutely implement Resolution No. 18-NQ/TW, Secretary of the Party Committee of the City's Agencies Doan Trung Tuan requested that agencies and units continue to properly implement the direction of the City Central Committee and the Party Committee of the City's Agencies, in parallel with the application of IT and digital transformation, in the context of the number of cadres increasingly having to change in quality, the application of IT including AI is an inevitable step, it can be said that it is a competition between people and machines to complete tasks.
The second important task, according to the Party Secretary of the Bloc, is that the Party Committee of the Bloc and the Party Cells focus on organizing Party Congresses at all levels, divided into 3 groups: Units that are not subject to rearrangement and end their activities will hold normal Congresses; units that have internal departments and divisions will have their Congresses held later; units that are subject to organizational rearrangement will have their Congresses held after the rearrangement is completed.
In particular, pay attention to the quality of the Congress organization, content, program, and report; ensure that the Congress organization must be an important political event of the unit, attracting the attention of cadres and party members with valuable contributions; clearly demonstrate the leadership role of the party organization and the Party Committee through the organization of the Congress.
Third, the Party Secretary of the Bloc requested that agencies and units continue to review, supplement and perfect the working regulations of the Party Committee and the coordination regulations of the units after the merger and reorganize the apparatus. At the same time, pay attention to proactive inspection and supervision, including inspection by the Party Committee and inspection by the Inspection Committee, ensuring clear functions and tasks and inspection one step ahead to prevent small mistakes from becoming violations...
Emphasizing that in 2025, according to the plan of the Central and the City, the Party Committee of the City's Agencies Bloc will end its activities, moving towards establishing the Party Committee of the Party Agencies and the Party Committee of the City People's Committee, the Secretary of the Party Committee of the Hanoi City Agencies Bloc said that the units under the Party Committee of the Bloc will now be separated into two Party Committees. The Secretary of the Party Committee of the Bloc expressed his belief that "regardless of the model of operation, the agencies and units, with the spirit of 70 years of construction and growth of the Party Committee of the City's Agencies Bloc, will continue to promote that tradition with specific work, completing their tasks well".
In order to promptly recognize and commend outstanding collectives and individuals with achievements in Party building work in 2024, at the Conference, the Standing Committee of the Party Committee of the Hanoi City Agencies Bloc awarded Certificates of Merit of the Standing Committee of the City Party Committee to 10 collectives and 10 individuals with outstanding achievements in Party building work and implementation of political tasks in 2024 (including the Party Committee of the Economic and Urban Newspaper).
In addition, the Standing Committee of the Party Committee of the City's Agencies awarded Certificates of Merit to 13 Party cell groups that excellently completed their tasks in 2024 and 7 Party cell groups with outstanding achievements in the Party's inspection and supervision work in 2024.
