These are the proposed opinions of management agencies, experts and businesses at the seminar "Overcoming the consequences of storm No. 3: What support for people and businesses", organized by Tien Phong newspaper on October 1.
Property damage and business opportunities
Assessing the impact of storm No. 3, Mr. Tran Dinh Luan - Director of the Department of Fisheries, Ministry of Agriculture and Rural Development - said that aquaculture businesses and households in Quang Ninh and Hai Phong suffered the most damage. It is estimated that about 14,000 fish and shrimp cages... worth over 6,000 billion VND were completely lost.
In addition to property damage, Mr. Nguyen Hoai Nam - Deputy General Secretary of the Vietnam Association of Seafood Exporters and Producers - is concerned that the biggest loss for businesses is business opportunities. The storm has passed for 20 days but the production activities of businesses have not been able to fully recover because there is no corrugated iron to re-roof the factory.
As the area directly hit by storm No. 3, Mr. Nguyen Ngoc Son - Vice Chairman of Ha Long City People's Committee (Quang Ninh) - shared that after the storm, Ha Long was devastated as if there had been a war. The storm damaged over 1,000 headquarters, schools, and business locations. 23,000 hectares of forest were completely destroyed. It is estimated that Ha Long suffered damage due to the storm of about 9,500 billion VND, of which businesses and business households suffered losses of 3,700 billion VND.
Representative of the enterprise based in Quang Ninh, Mr. Do Viet Thanh - Deputy General Director of TASECO Group Joint Stock Company - said that customers who buy houses from the enterprise expect to receive support from the bank every day.
"Right after the storm, the company sent a document to 35 bank branches proposing to reduce loan interest rates for home buyers. But after 20 days, only one bank branch responded that they would support, while the other bank branches said they were seeking opinions or would not reduce loan interest rates..." - Mr. Thanh said.
There needs to be a specialized policy to support people and businesses affected by storms.
Speaking at the seminar, Mr. Hoang Quang Phong - Vice President of the Vietnam Federation of Commerce and Industry - proposed that there should be specialized mechanisms and policies to support businesses and people affected by storms and floods, especially those who have lost all their property.
On the other hand, policies and procedures to defer tax payments, reduce interest rates, etc. need to be urgently and promptly supported to help businesses and business households stabilize production and business activities. Currently, businesses are rushing to ensure year-end orders.
Agreeing with the need for a mechanism to support people affected by natural disasters, Ms. Ha Thu Giang - Director of the Department of Credit for Economic Sectors (State Bank) - said that policies need to be consistent.
On the banking sector side, in addition to asking commercial banks to proactively reduce interest rates and restructure debts for borrowers, the State Bank will report to the Government to maintain the debt group for debts of customers affected by storm No. 3.
As for agricultural loans, according to Decree 55 of 2015, customers are allowed to restructure their repayment terms, maintain their debt groups, and reduce or exempt their interest rates. In particular, current policies also allow debt to be deferred for up to 2 years to support customers.
As for other sectors affected by storm No. 3, the State Bank is drafting a circular on restructuring debt repayment terms for customers. At the same time, it is submitting to the Government a decision to maintain the debt group for debts with restructured repayment terms.
Regarding the locality, Mr. Nguyen Ngoc Son - Vice Chairman of Ha Long City People's Committee - said that he is coordinating with tax authorities and banks to extend, exempt, and reduce taxes, loan interest, etc. to promptly support people and businesses.
"In cases where people and businesses no longer have collateral because their assets have been lost or their assets are being mortgaged to banks, we have a source of capital entrusted to the Social Policy Bank to lend to households. However, the amount of money that can be borrowed is not much," said Mr. Son.
