The high school graduation exam plan from 2025 is attracting special attention from public opinion and millions of students and parents across the country.
Grade 11 students in the 2023-2024 school year will be the first group of candidates to take the high school graduation exam applying the new General Education Program, in 2025. The 2018 General Education Program with the orientation of developing personal thinking and capacity, career orientation, so the learning of high school students has changed from grade 10 compared to the old high school program.
Specifically, in addition to the compulsory subjects of mathematics, literature, history, foreign languages, etc., students have the right to choose 4 subjects according to their interests, abilities and future career orientation, instead of being required to study 13 subjects as before. Therefore, the high school graduation exam also needs to be adjusted to suit the orientation and goals of the program.
After many times of drafting and asking for opinions, on November 14, the Ministry of Education and Training reported to Deputy Prime Minister Tran Hong Ha and presented at the meeting of the National Council for Education and Human Resources Development. Accordingly, the Ministry of Education and Training proposed 3 options for the high school graduation exam and recommended choosing the option of 4 subjects (2 compulsory subjects + 2 elective subjects) instead of 5 or 6 subjects as previously proposed for opinions.
Many teachers and students have expressed concern and anticipation about the decision that the Ministry of Education and Training will announce this afternoon.
Which option do students want to choose?
Through a survey of grade 11 students at Bui Thi Xuan High School (District 1), most students chose the option of taking the high school graduation exam with 4 subjects. They said that taking fewer subjects would help reduce pressure, and at the same time, 2 elective subjects would help candidates demonstrate their strengths most effectively.
For example, Bui Quang Ngoc Han, a student at Bui Thi Xuan High School, shared: "If I only take 4 subjects, in addition to the 2 compulsory subjects (math, literature), I will choose English and physics. Because English and physics are the 2 subjects I am most confident in and are also in the group of elective subjects I am studying. And I can use the high school graduation exam results of these 4 subjects to apply for university admission to the field of architecture and fine arts."
Plans for organizing exams and recognizing high school graduation from 2025:
- Option 1 - option 2+2: candidates must take compulsory exams in literature, math and 2 elective subjects from the remaining subjects studied in grade 12 (foreign language, history, physics, chemistry, biology, geography, economic and legal education, information technology, technology).
- Option 2 - option 3+2: candidates must take compulsory exams in literature, math, foreign language and 2 elective subjects from the remaining subjects studied in grade 12.
- Option 3 - option 4+2: candidates must take compulsory exams in literature, math, foreign language, history and 2 elective subjects from the remaining subjects studied in grade 12.
On November 14, the Ministry of Education and Training proposed and proposed the high school graduation exam from 2025 according to option 1. This means that each candidate will take 4 subjects (choice 2+2) including: compulsory exams in literature, math and can choose 2 subjects in grade 12.
Choose the option that is most beneficial to the candidate?
Mr. Phung Nhat Anh, Vice Principal of Nguyen Huu Huan High School (Thu Duc City, Ho Chi Minh City), said that the Ministry of Education and Training will choose the high school graduation exam method that is most beneficial to candidates. Mr. Nhat Anh predicted that the decision will lean towards the 4-subject exam method.
In addition, Mr. Nhat Anh expressed regret that if English is not a compulsory subject, candidates in Ho Chi Minh City will be at a disadvantage because Ho Chi Minh City has invested in improving students' foreign language skills for decades. However, Mr. Nhat Anh also said that the general situation of the whole country needs to be taken into account.
Master Phan The Hoai, who teaches high school in Binh Tan District (HCMC), predicts a 99% probability that the Ministry of Education and Training will decide to choose a high school graduation exam with 4 subjects to reduce pressure on candidates.

Sharing the same opinion, Mr. Huynh Thanh Phu, Principal of Bui Thi Xuan High School (District 1, Ho Chi Minh City) commented: "I believe that the Ministry of Education and Training will finalize the official high school graduation exam plan of 4 subjects. Exams with fewer subjects will both reduce pressure on students and reduce the economic burden compared to organizing exams with many subjects and extending the time."
Mr. Phu also agreed that the two compulsory subjects are math and literature and two elective subjects from the following subjects: foreign languages, history, physics, chemistry, biology, geography, economic and legal education, information technology, and technology. According to Mr. Phu, the choice of two elective subjects in the high school graduation exam plan will help students demonstrate their strengths and abilities in the best way.
