This morning (April 8), Comrade Nguyen Anh Tuan, Member of the Party Central Committee, Secretary of the Provincial Party Committee, Head of the Provincial National Assembly Delegation visited and inspected the Investment Project to build the Science - Training Complex in Dinh Bang Ward, Tu Son City and the Investment Project to build and operate the infrastructure of the Nhan Hoa - Phuong Lieu Small and Medium Industrial Park, Que Vo Town. Accompanying him were leaders of relevant Departments and branches, Tu Son City and Que Vo Town.

The Science - Training Complex Project in Dinh Bang Ward was approved for detailed planning by the Department of Construction in 2012, with the Vietnam Economic Science Association as the investor. The project has a total area of ​​over 204,000 ^m2 , including 3 sub-areas with a total investment of 461 billion VND. Regarding the violations of the investor, implementing Conclusion No. 4363 of the Provincial People's Committee, dated December 31, 2021; Tu Son City People's Committee has inspected and reviewed the overlapping and encroaching land area and urged and requested the Vietnam Economic Science Association to demolish the violating works. However, up to now, many violating works have not been demolished. Based on the policy of the Chairman of the Provincial People's Committee in Official Dispatch No. 2437 dated July 16, 2020 on agreeing to allow adjustment of the Science - Training Complex Planning, the Vietnam Economic Science Association has worked and discussed with the competent authorities on the plan to adjust the detailed Planning and adjust the Investment Certificate. However, to date, the competent authority has not approved the adjustment.

Directly inspecting the Science - Training Complex Project in Dinh Bang Ward, Provincial Party Secretary Nguyen Anh Tuan affirmed that the Science - Training Complex Project has a favorable location, the delay in project implementation has caused great waste, affecting the socio-economic development of the province. Emphasizing that after today's inspection, the province will issue a document announcing the next steps; The Provincial Party Secretary requested the Vietnam Economic Science Association and the University of Business and Technology to closely coordinate with the province to completely resolve violations, problems and related issues.

Provincial Party Secretary Nguyen Anh Tuan also inspected the current status of the Nhan Hoa - Phuong Lieu Small and Medium Industrial Park infrastructure investment and business project (Que Vo town). Accordingly, the project was granted an investment certificate in 2008, with a scale of about 453 thousand ^m2 , total investment capital of more than 143 billion VND; has cleared the land, built the operator house, the main road of the industrial park and leveled most of the project area. However, according to the orientation of the Bac Ninh Urban Master Plan and the identified zoning plans, the project area has the function of urban development. Therefore, it is necessary to carry out procedures to implement urban development according to the plan... Currently, investors are facing difficulties in carrying out legal procedures on housing, land and investment to convert the project to the function of urban development. The People's Committee of Que Vo town and the investor proposed the province to convert Nhan Hoa and Phuong Lieu industrial parks into urban areas in accordance with Resolution No. 171 dated November 30, 2024 of the National Assembly; Decree No. 75 dated April 1, 2025 of the Government.

Based on the inspection of the current status of the project, Provincial Party Secretary Nguyen Anh Tuan requested the investor to coordinate with the Departments, branches and localities to complete the dossier for piloting the commercial housing project through an agreement on receiving land use rights or having land use rights; Que Vo town to conduct detailed planning, develop plans to relocate and convert adjacent projects that affect the urban development policy of the surrounding area. Assign the Departments and branches to support and guide localities and investors to carry out the procedures for conversion and urban development.
