Regarding professional departments, the Department of Science and Technology after the merger includes 7 departments, 3 fewer than the 10 existing departments of the 2 departments, equivalent to 30%.

In which, the Office and Inspectorate of the two departments will be merged due to similarities in functions and tasks; the planning and financial functions of the Office of the Department of Information and Communications will be transferred to the Planning and Finance Department of the Department of Science and Technology.

Merge the Information - Press - Publishing Department with the Post - Telecommunications - Information Technology Department of the Department of Information and Communications into the Post - Telecommunications - Information Technology Department.

Transfer the state management function of press and publishing of the Department of Information and Communications to the Department of Culture, Sports and Tourism; transfer the state management function of network information safety and security of the Department of Information and Communications to the Provincial Police.

Reorganize the activities of the Center for Application of Science, Technology and Variety Testing under the Department of Science and Technology and change its name to "Center for Application of Science, Technology and Innovation of Hai Duong Province". In which, the functions and tasks of researching and applying scientific and technological advances are maintained; functions and tasks of start-up and innovation activities are added. Functions and tasks of variety testing and 12 officers and employees are transferred to the Agricultural Extension Center (under the Department of Agriculture and Rural Development).

Regarding personnel, the status quo of the payroll and civil servants, public employees, and contract workers of the two Departments of Science and Technology and Information and Communications will be accepted. The total number of payrolls of the two departments assigned in 2025 is 55 people, of which 1 payroll will be transferred to the Department of Culture, Sports, and Tourism to perform the function of state management of press and publishing.

Before the planned merger, the Department of Science and Technology had 6 specialized departments and 2 public service units. The Department of Information and Communications had 4 specialized departments and 1 public service unit.
