(QBĐT) - Implementing the policy and direction of the Central Committee and the Provincial Party Committee Standing Committee on streamlining the organization of the political system, the Department of Agriculture and Rural Development merged with the Department of Natural Resources and Environment, taking the new name of the Department of Agriculture and Environment (NN-MT). The streamlining of the organization aims to ensure effectiveness, efficiency, and compliance with the prescribed schedule and time.
Streamlining the apparatus
After the merger, with a new name of Department of Agriculture and Environment, in terms of functions and tasks, the Department of Agriculture and Environment was reorganized based on the functions of the two departments and received the tasks and organizational structure on poverty reduction transferred from the Department of Labor, War Invalids and Social Affairs (LD-TB-XH).
Upon merger, the Department of Agriculture and Environment had the following changes: The Department of Fisheries took over the tasks of the Department of Seas, Islands and Water Resources and changed its name to the Department of Fisheries, Seas, Islands and Fisheries Control. The Department of Rural Development took over the task of poverty reduction from the Department of Labor, Invalids and Social Affairs and changed its name to the Department of Economic Cooperation and Rural Development.
For departments and equivalents, merge the offices of 2 departments into the Department Office, the Inspectorate of 2 departments into the Department Inspectorate; end the operation of the Personnel Department, transfer its tasks to the Department Office. End the operation of the Construction Management Department, transfer its functions and tasks to the Planning-Finance Department and change its name to the Planning-General Department. End the operation of the Sea, Islands, Water Resources Department, transfer it to the Sub-Department of Fisheries, Sea, Islands and Fisheries Control; the functions and tasks of water resources management are transferred to the Minerals, Hydrometeorology Department and change its name to the Minerals, Water and Climate Change Department. Change the name of the Science, Technology, Environment and International Cooperation Department to the Science, Technology and Digital Transformation Department.
After the merger, the Department of Agriculture and Environment has 16 internal organizations, including 6 sub-departments: Sub-department of Fisheries, Seas, Islands and Fisheries Control; Sub-department of Cultivation and Plant Protection; Sub-department of Livestock and Veterinary Medicine; Sub-department of Forestry; Sub-department of Irrigation; Sub-department of Cooperative Economics and Rural Development. 10 departments include: Department Inspectorate; Department Office; Planning and Synthesis Department; Land Management Department; Science and Technology and Digital Transformation Department; Surveying, Mapping and Remote Sensing Department; Department of Agricultural, Forestry and Fishery Product Quality Management; Department of Minerals, Water and Climate Change; Department of Environmental Management; Office for Coordination of the National Target Program on New Rural Development.
For public service units under the Department, merge the Center for Natural Resources and Environment Monitoring and the Center for Natural Resources and Environment Information Technology into the Center for Monitoring and Information Technology for Agriculture and Rural Development; merge the Center for Livestock Breeds and the Center for Aquatic Breeds into the Center for Agricultural Breeds. Rename the Management Board (MB) of the Investment and Construction Project (IPC) of the Agriculture and Rural Development sector into the Management Board of the Investment and Construction Project of the Agriculture and Rural Development sector. At the same time, merge the Quang Binh Fishing Port Management Board and the Fishing Vessel Inspection Center into the Fishing Port Management and Fishing Vessel Inspection Board. After the merger, there will be 12 units (3 units less). As for the Provincial Land Fund Development Center, the unit will ask for the opinion of the Standing Committee of the Provincial Party Committee on the establishment of the Provincial Land Fund Development Center under the Provincial People's Committee.
Head of the Department of Fisheries, Seas, Islands and Fisheries Surveillance Le Ngoc Linh said: After the merger, the unit will still retain the functions of the Department of Fisheries (old) and carry out additional assigned tasks on sea and island management. Currently, we are ready to receive new tasks and strive to complete the assigned plans and tasks.
Regarding personnel, the Director of the Department of Agriculture and Rural Development becomes the Director of the Department of Agriculture and Environment, keeping the 5 Deputy Directors of the two units; keeping the same level of heads for the departments and equivalents. For the departments and equivalents that merge or add functions and tasks, change the organizational structure, and have equivalent head transfers, the head is the head of the unit with a higher management level or a higher planning level, with more suitable professional qualifications. For the deputy heads of departments and equivalents of the department, keep the same positions of deputy heads of departments, and arrange them at the transferred units. For the head positions that are not rearranged, a deputy will be arranged.
Merge to reduce overlap
Director of the Department of Agriculture and Environment Tran Quoc Tuan said: Many tasks related to land, water resources, forests and the environment were previously under the scope of both departments. The current merger helps to unify management functions, reduce overlap and "kicking the ball of responsibility" in policy implementation. In addition, policies on land resource use and environmental protection associated with agricultural development will be implemented more synchronously, from planning, licensing to inspection and supervision.
After the reorganization, the administrative organization of the Department of Agriculture and Environment will reduce 5/21 department-level organizations and equivalent units under the department, a reduction rate of 23.8%; public service units will reduce 3/15 units, a reduction rate of 20%. |
In addition, after the merger, natural resource management will be closely linked to agricultural development plans, ensuring long-term and sustainable development. Accelerating decision-making processes, quickly and effectively handling procedures related to both areas such as granting agricultural land use permits, and controlling environmental pollution from agricultural production activities.
In particular, in the financial sector, consolidation will reduce operating costs; optimize facilities; the state budget will be allocated more reasonably due to the reduction of duplication in management, supervision and project implementation activities; increase the efficiency of public investment; limit waste of resources and manpower...
The Department will continue to operate professionally to ensure that public services, environmental protection, agricultural development and other important tasks are not disrupted. Key departments such as environmental protection, natural resource management, agricultural development, farmer support, licensing and operational supervision will continue to operate normally.
