Construction of two 30,000 billion VND bridges across the Red River is about to start

TPO – Two bridges across the Red River, Tu Lien Bridge and Ngoc Hoi Bridge, will be prioritized to start construction in 2025 with a total investment of 30 trillion VND. The Hanoi People's Committee assigned relevant departments and investors to complete procedures and start construction of these two projects in the first or second quarter of 2025.

Chairman of the Hanoi People's Committee Tran Sy Thanh has just announced that Hanoi is promoting the development and completion of transport infrastructure according to the planning approved by the Prime Minister. Of which, a total of 18 bridges across the Red River are needed to reduce traffic congestion and promote socio-economic development.

According to the Chairman of the Hanoi People's Committee, there are currently 9 bridges invested in and built on the Red River. In the coming time, the city will focus on planning to build 9 new bridges. The 9 bridges planned for construction include: Tu Lien Bridge, Tran Hung Dao Bridge, Ngoc Hoi Bridge, Van Phuc Bridge, Hong Ha Bridge, Thuong Cat Bridge, New Thang Long Bridge, Me So Bridge, Phu Xuyen Bridge, etc.

Regarding the progress and time of implementation of these bridges, Mr. Tran Sy Thanh said that after the new Capital Law was passed by the National Assembly (removing some mechanisms on capital mobilization for infrastructure development projects) and considering the urgent need to solve traffic congestion, the City People's Committee has planned to start construction of two bridges across the Red River in 2025, Tu Lien Bridge and Ngoc Hoi Bridge. The time assigned by the Hanoi City People's Committee to relevant departments and investors to complete procedures and start construction of the two projects in the first or second quarter of 2025.

Commenting on the appraisal and construction plans of Tu Lien Bridge, a representative of the Hanoi Department of Transport said that Tu Lien Bridge and the road from Tu Lien Bridge to Hanoi - Thai Nguyen Expressway are among the key projects on Hanoi's transport infrastructure in the period of 2021 - 2025. According to the feasibility study reports of the Investor and Consultant, Tu Lien Bridge has a total investment of more than 19 trillion VND. The bridge has a cable-stayed architectural design, combining torsion beams to create large spans with a steel frame structure.

The bridge has a total length of about 11.5km, starting from Nghi Tam intersection to Ring Road 3 intersection (section with Hanoi - Thai Nguyen expressway), of which Tu Lien bridge is 2.9km long, the main bridge is 1km long, the cross-section scale according to the planning ensures 6 motor vehicle lanes, 2 mixed lanes and 2 pedestrian lanes.

Regarding the ability to balance and arrange capital, the representative of the Hanoi Department of Planning and Investment said that the project currently has two sources of capital arrangement, which are using public investment or PPP capital. A number of investors, including Vingroup Corporation (Joint Stock Company), have proposed to implement the project. The option of choosing public investment or PPP form will be selected by the City People's Committee when the Department of Planning and Investment coordinates with the Department of Transport to propose the City People's Committee to consider and select in the first quarter of 2025.

Regarding the Ngoc Hoi bridge project, a representative of the Hanoi Traffic Construction Investment Project Management Board said that the bridge is located on Ring Road 3.5 with the starting point in Ngoc Hoi commune, Thanh Tri district, and the ending point on Ring Road 3.5 in Van Giang district, Hung Yen province. According to the plans, the bridge has a total length of about 7.5 km, a cross-section of 80 m, a design speed of 80 km/h, and a total estimated investment of more than 11 trillion VND.

According to the roadmap assigned by the City People's Committee to departments and branches to plan the construction of Ngoc Hoi bridge, in January 2025, the City Department of Planning and Investment will submit to competent authorities to organize appraisal and approval of the investment policy.
