Products of agricultural cooperatives on the path of international integration

Sharing with PV Dan Viet , Mr. Pham Viet Tich - Director of the Department of Agriculture and Rural Development of Quang Nam province emphasized: "Today's agricultural cooperatives have changed with a new look, the production and business activities of cooperatives are increasingly diverse.

If agricultural cooperatives previously only provided agricultural services such as irrigation, plant protection, harvesting, etc., now cooperatives in this field have gone further. Cooperatives have invested in machinery and equipment to develop production and business, increase income and build trust with society about the cooperative model in building new rural areas and other target programs.

Agricultural cooperatives in Quang Nam ranked 9th out of 63 provinces and cities nationwide.

Mr. Pham Viet Tich - Director of the Department of Agriculture and Rural Development of Quang Nam province said that currently, the whole province has 1 Union of Agricultural Cooperatives (Cooperatives) and 546 agricultural cooperatives.

Of which, there are about 310 agricultural cooperatives participating in cooperation and association in production and consumption of agricultural products; 129 cooperatives meet criterion No. 13 in the national criteria for building new rural areas; 110 cooperatives are the subjects of 136 OCOP products of the province achieving 3-4 stars; 80 cooperatives apply high technology in production and business.

"Compared to other localities nationwide, Quang Nam is the province with a relatively high number of established agricultural cooperatives, ranking 9th out of 63 provinces and cities (with 546 out of a total of 21,139 cooperatives nationwide); compared to 2020, the whole province has increased by nearly 400 agricultural cooperatives, thus increasing by an average of nearly 100 agricultural cooperatives each year.

Regarding cooperative group (THT) data, currently monitoring and statistics of THT in the agricultural sector are facing many difficulties, the district-level agricultural sector does not know the number of established groups; we have regularly reminded them to have the required reporting data.

Through coordination with the Department of Planning and Investment of the province, up to now the whole province has 2,880 cooperatives in operation, the total number of regular workers in the cooperatives is 12,001 members...", Mr. Tich said.

Director of the Department of Agriculture and Rural Development of Quang Nam, Pham Viet Tich, added that, implementing policies to encourage the development of cooperation and association in the production and consumption of agricultural products, Quang Nam province has issued many resolutions and decisions and the Department of Agriculture and Rural Development of the province has issued and advised the Provincial People's Committee to issue many documents guiding localities in implementing project development and association plans.

As of July 2024, 82 projects and plans have been approved. The projects and plans have attracted 84 cooperatives and 74 enterprises to participate in the association, with 17,906 households participating in the association.

From 2021 to 2023, the People's Committee of Quang Nam province has allocated a capital support plan for localities from the provincial budget of 70 billion VND, of which 35 billion VND is public capital, 35 billion VND is investment capital, by the end of 2023, 34,731 billion VND will be disbursed. In 2024, the provincial budget will continue to allocate 9 billion VND, currently localities are implementing.

"In general, cooperation and production linkage have brought about practical results, helping to raise people's awareness from traditional production to market-oriented commodity production.

Increasing income for the parties involved in the association; scientific and technical advances are applied synchronously on a large area, overcoming the fragmented and small-scale situation; organizing associated production also contributes to building, consolidating and developing agricultural cooperatives, encouraging and attracting enterprises to invest in agriculture, especially in key industries and products, building stable raw material areas, developing deep processing of agricultural products, which is the basis for implementing the One Commune One Product program...", Mr. Tich emphasized.

Linking and cooperating to bring the "nucleus" of cooperatives to the sea and far away

According to Mr. Pham Viet Tich, basically, cooperatives have created conditions to support and promote the economic development of members and households, gradually overcoming some weaknesses of household economies; supporting members in linking production and business.

"With the new model of establishment and operation as the core of "cooperation", cooperatives contribute to perfecting production relations, in accordance with the market mechanism, international economic integration and market competition.

Cooperatives play an important role in the economy of households and individual members through services or jobs for members, especially agricultural cooperative members, such as reducing input costs, increasing output; creating jobs and stable income for households and members; contributing to improving income, eliminating hunger, reducing poverty, and ensuring social security in the locality.

"Promote the development of member and household economies, gradually overcome some weaknesses of household economies in terms of capital, tools, techniques, and production experience; support farmers in cooperation and production linkage to increase income; contribute to building new rural communes, restructuring agricultural production, and implementing the OCOP program," Mr. Tich shared.

To develop agricultural cooperatives and cooperative groups in the coming time, Mr. Pham Viet Tich said that the Quang Nam agricultural sector will focus on implementing key solutions such as disseminating and thoroughly understanding the viewpoints, goals, tasks and solutions of Resolution No. 20-NQ/TW dated June 16, 2022 of the 13th Party Central Committee; Resolution No. 106/NQ-CP dated July 18, 2023 of the Government; programs, projects and plans of the Government, the Prime Minister and the province on the development of collective economy and agricultural cooperatives.

"Building a model of agricultural cooperatives that develop sustainably, operate effectively, and are suitable for the characteristics of each field, industry, region, and locality. Focusing investment resources on building at least 5 models of agricultural cooperatives that develop sustainably, effectively, and are suitable for each region, area, and locality in the province.

Create a favorable and equal business environment for the sustainable development of agricultural cooperatives. Continue to allocate resources to support the development of agricultural cooperatives and build typical agricultural cooperative models; at the same time, integrate the content of supporting agricultural cooperatives into programs, projects and socio-economic development projects in the province.

In particular, promote investment attraction and support the development of agricultural cooperatives. Encourage enterprises and other economic sectors to cooperate, link investments, share resources and experience to support the development of agricultural cooperatives.

In addition, it also enhances the role of Party committees, authorities and political and social organizations at all levels in developing agricultural cooperatives. Do not interfere in production, business activities and organizational structure and personnel of agricultural cooperatives...", Mr. Tich emphasized.
