This morning, March 28, the Steering Committee for the elimination of temporary and dilapidated houses in Quang Nam province held a conference to review 3 years of implementing Directive No. 25, dated March 31, 2022 of the Provincial Party Committee on strengthening the Party's leadership in the elimination of temporary houses in the province.
The conference was held in both in-person and online formats. Alternate member of the Party Central Committee, Secretary of the Provincial Party Committee Luong Nguyen Minh Triet and Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee, Head of the Provincial National Assembly Delegation Le Van Dung chaired the conference.
Attending the conference were comrades in the Provincial Party Standing Committee, members of the Steering Committee for the elimination of temporary and dilapidated houses in the province; representatives of leaders of departments, branches and localities.
Completed the removal of 5,590 temporary houses
The report at the conference assessed that after 3 years of implementing Directive No. 25, the work of eliminating temporary and dilapidated houses in Quang Nam province has received attention from leaders, direction and implementation with political determination, high sentiment and responsibility, synchronously and effectively by the entire political system and society.
In the period of 2023 - 2025, the whole province has 8,053 houses needing support to build new houses and repair 3,708 houses. The total funding demand from the local budget and socialized mobilization sources is 594.4 billion VND.
The total number of temporary and dilapidated houses is divided into 3 groups: Group 1 - group of meritorious people, relatives of martyrs according to Decision No. 21, dated November 22, 2024 of the Prime Minister with 795 houses in 14 districts, towns and cities; Group 2 - group of poor households, near-poor households according to National Target Programs 6,299 houses; Group 3 - group of subjects outside group 1 and group 2 as prescribed by the locality (Provincial People's Council) 4,667 houses.
Over the past 3 years, the province has completed 5,590 houses, reaching 47.47%. The remaining number of houses to be eliminated by 2025 is 6,171 (4,282 new houses; 1,889 houses repaired).
As of March 10, 2025, the total budget allocated to localities was VND 222.4 billion. Of which, the social mobilization source at the provincial and district levels allocated to the program was VND 58.4 billion.
The Provincial Steering Committee assessed that 5,590 temporary and dilapidated houses that were supported to be newly built or repaired and put into use in the past 3 years have greatly contributed to promoting socio-economic development, ensuring social security and sustainable poverty reduction, meeting multidimensional poverty standards.
Never let capital shortage
At the conference, representatives of localities, units and delegates participating at the connecting points presented papers sharing results, experiences and proposed relevant recommendations in implementing the temporary housing elimination program.
Some localities have proposed that the province soon allocate budget capital from target programs to eliminate temporary houses.
Chairman of the Vietnam Fatherland Front Committee of the province Le Tri Thanh requested that localities allocated capital from social mobilization sources disburse early. Localities need to take advantage of the "golden" time to focus on eliminating temporary houses. At the same time, provide guidance on completing documents to ensure payment and settlement and avoid being passive and interrupting work due to administrative unit mergers.
Vice Chairman of the Provincial People's Committee Tran Anh Tuan requested localities to review and report the list, start and end time of temporary housing demolition for each specific case for monitoring. Report specifically which households need human resource support so that the province can have a plan for arrangement.
Chairman of the Provincial People's Committee Le Van Dung requested that the secretaries and chairmen of the People's Committees at district and commune levels be responsible to the province in implementing the temporary housing elimination program.
Emphasizing that "in any circumstances, there must be enough capital to eliminate temporary housing", comrade Le Van Dung assigned the Department of Finance to advise the Provincial People's Committee to temporarily use reserve funds, salary reform funds... to allocate to localities while waiting for central capital. Specialized sectors should soon advise the Provincial People's Committee to guide the disbursement of entrusted funds from the social policy bank to provide loans to eliminate temporary housing.
I propose that before April 10, 2025, capital sources must be ensured for localities to implement. Where the progress is slow, transfer it to another locality. If the time is exceeded, the locality must find resources and mobilize itself to build houses for the people."

Localities must "get involved and do it"
Concluding the conference, Provincial Party Secretary Luong Nguyen Minh Triet praised the efforts of agencies, units and localities. At the same time, he thanked philanthropists and businesses for their kindness and humanity, joining hands to contribute resources to eliminate temporary housing.
Comrade Luong Nguyen Minh Triet praised localities that have done well, such as Duy Xuyen, Dien Ban... Some localities have so far completed the goal of eliminating temporary houses. The work of mobilizing social resources has achieved high results with about 135 billion VND out of a total of 600 billion VND to implement the program...
The Provincial Party Secretary also pointed out some limitations and lessons learned in implementing the program.
The implementation of the temporary housing elimination program depends largely on the responsibility of the leader. Reality shows that wherever the leader is interested in urging, it is done quickly and effectively, resources are mobilized, work is smooth, and even the quality of people's housing is better.

Regarding the tasks in 2025, Provincial Party Secretary Luong Nguyen Minh Triet said that the workload of eliminating the remaining temporary houses in the province is very large with 6,171 houses. Of which, 4,282 are newly built houses and 1,889 are repaired houses. If the deadline is set to October 30, 2025, the whole province has 180 days left to implement, on average, 34.5 houses must be built each day to complete.
Stating that without specific and drastic intervention right now, it will be very difficult to achieve the goal of eliminating temporary housing. Provincial Party Secretary Luong Nguyen Minh Triet requested that localities "join hands to do it", leaders must actually participate, assign specific, close, and drastic tasks in the spirit of "clear people, clear work, clear responsibilities, clear progress, clear results".
The district-level steering committee holds meetings every half month to review and direct work, and at the same time reports to the provincial steering committee for monitoring.
Localities should review accurate data to ensure the right beneficiaries; prioritize implementation for policy families; strengthen propaganda and mobilization to create competition and mobilize the cooperation of society in eliminating temporary houses according to the motto "those with wealth contribute wealth, those with merit contribute merit, those with little contribute little, those with much contribute much"...
The Provincial Party Secretary requested localities to make efforts to complete the target of eliminating temporary houses as planned, in which the delta districts must completely complete it before August 30, 2025.
At the conference, the Vietnam Fatherland Front Committee of Quang Nam province awarded Certificates of Merit to 24 collectives and individuals who have made positive contributions to the work of eliminating temporary and dilapidated houses in Quang Nam province in the period of 2023 - 2025.
