Spend 1 month collecting public opinions on amending and supplementing the Constitution

Speaking at the opening of the session, National Assembly Chairman Tran Thanh Man said that following the success of the 11th Conference of the 13th Party Central Committee, this is a very important session in preparation for the 9th session of the 15th National Assembly. Expected to take place over 2 weeks, the session will focus on resolving a huge amount of work, while the National Assembly Standing Committee will work continuously to consider the arrangement of commune-level administrative units.

Accordingly, this 44th session will give opinions and consider decisions on 42 groups of contents, including 24 groups of contents on constitution-making and legislation; 10 groups of contents on economy, society, state budget, and supervision; 8 contents under the authority of the National Assembly Standing Committee and give written opinions on 5 contents.

In particular, at the meeting, the National Assembly Standing Committee will also give opinions on amending and supplementing a number of articles of the 2013 Constitution; establish a committee to draft amendments and supplements to a number of articles of the 2013 Constitution; and collect public opinions on the draft amendments and supplements to a number of articles of the 2013 Constitution.

“The process of collecting public opinions on the draft amendments and supplements to a number of articles of the 2013 Constitution will take place within one month. This is an especially important task, with a huge amount of work, related to the responsibilities of many agencies and organizations associated with the policy of streamlining and streamlining the apparatus of the political system,” said the National Assembly Chairman.

In addition to the official contents included in the program, there are many contents in the backup program that need to be considered to serve the arrangement of the state apparatus, the arrangement of administrative units, and the construction of a 2-level local government organization model.

Implementing the requirements of the Central Steering Committee on serving the development of science, technology, innovation and digital transformation to meet the requirements of Resolution No. 57-NQ/TU of the Politburo, removing "bottlenecks" to promote socio-economic development is also a content of the meeting.

The National Assembly Chairman emphasized that the workload of the ninth session is very large, therefore, he suggested that for non-urgent contents, not related to apparatus arrangement, scientific development, and innovation, the Government should consider not adding them to this session or must prepare thoroughly and ensure quality before proposing to add them.

“This is the “sprint” stage to complete the preparations for the ninth session. Since the session ends close to the opening day of the session, immediately after the end of each content, agencies need to urgently study and absorb the opinions of the National Assembly Standing Committee, revise, complete, closely follow the orientation of the 11th Central Conference, and promptly send them to the National Assembly delegates,” said comrade Tran Thanh Man.
