Attending online at Vinh Long bridge point were Mr. Tran Tien Dung, Secretary of the Provincial Party Committee - chair, Mr. Dang Van Chinh, Member of the Provincial Party Committee Standing Committee, Permanent Vice Chairman of Vinh Long Provincial People's Committee; Mr. Nguyen Minh Dung, Member of the Provincial Party Committee Standing Committee, Vice Chairman of Vinh Long Provincial People's Council; Heads of provincial departments, branches, sectors and agencies, units in Vinh Long province.
The meeting focused on assessing the socio-economic situation in March and the first 3 months of 2025, the disbursement of public investment capital, the implementation of the 3 national target programs; the direction and administration of the Government, the Prime Minister, ministries, branches and localities; the tasks and focuses in the coming time; and a number of other important contents.
Accordingly, in March and the first quarter of 2025, all levels, sectors and localities have focused on drastically implementing tasks and solutions, in addition to regular tasks, especially focusing on 5 tasks: Promoting economic growth in 2025 from 8% or more, creating momentum, creating position, creating force for double-digit growth in the coming years to achieve 2 100-year goals; streamlining and arranging the apparatus according to the direction of the Central Steering Committee; reviewing and completing documents, preparing to organize Party congresses at all levels and moving towards the National Party Congress; focusing on implementing Resolution 57 of the Politburo on science and technology, innovation, digital transformation, Resolution 59 of the Politburo on international integration in the new situation; preparing to organize major national holidays.
Thanks to the drastic participation of the entire political system, people, and businesses under the leadership of the Party, directly and regularly led by the Politburo and the Secretariat, the socio-economic situation in the first quarter of 2025 achieved many positive results in most areas. GDP growth in the first quarter reached 6.93%, higher than the same period in the past 5 years and higher than the initial growth scenario, although still lower than the new growth scenario. The fact that Vietnam's growth is among the highest in the region and internationally is a positive sign in the current context.
Social security is guaranteed, people's lives continue to improve. In the first quarter, 96.4% of households assessed that their income was stable or higher than the same period; the average income of workers reached 8.3 million VND/month, up 9.5% over the same period; social security support was 20,500 billion VND; nearly 6,900 tons of rice were supported for people; more than 27.1 million free health insurance cards were issued. Notably, the United Nations ranked Vietnam's Happiness Index in 2025 up 8 places, ranking 46th, second only to Singapore in Southeast Asia.
Administrative reform, anti-corruption, waste and negativity were promoted; independence, sovereignty, unity and territorial integrity were maintained; social order and safety were ensured, traffic accidents were reduced; foreign affairs and international integration were promoted. Many foreign affairs activities of Party and State leaders were successfully organized; a peaceful and stable environment for national development was maintained.
Speaking at the Conference, Prime Minister Pham Minh Chinh emphasized three important lessons: the more difficult, challenging and pressured, the more effort and striving to rise up strongly, demonstrating the mettle, core values, intelligence and culture of the Vietnamese people; "turning nothing into something, turning difficult into easy, turning impossible into possible"; relying on internal resources is fundamental, strategic, long-term and decisive, external resources are important and breakthrough.
In addition, it is necessary to grasp the situation, promote courage, intelligence, insight, proactive, timely, flexible, appropriate and effective policy responses; look far and wide, think deeply, do big things; value time, intelligence and timely decisiveness; proactively handle work according to authority, not shirk or avoid responsibility; assign tasks with focus and key points, ensuring: "clear people, clear work, clear responsibility, clear authority, clear time, clear results"; "do each job properly; finish each job".
At the same time, it is necessary to strengthen solidarity and unity; promote the strength of great national solidarity associated with the strength of the times, promote the strength of solidarity in each agency, unit, the entire political system and the entire people in performing tasks in all fields with the viewpoint: "The Party directs, the Government is unified, the National Assembly agrees, the people support, the Fatherland expects, then only discuss and do, not discuss backing down".
The Prime Minister further emphasized a number of key contents that need to be focused on, such as continuing to synchronously, resolutely and effectively implement the conclusions and resolutions of the Central Committee, the Politburo, the National Assembly and the Government; continuing to perfect institutions, streamline and rearrange the apparatus, arrange administrative boundaries, and organize two-level local governments; promoting administrative reform and digital transformation. Each ministry, agency and locality has specific plans and solutions to review and perfect institutions and laws, reform administrative procedures, digital transformation, and improve the investment and business environment. Strive to reduce at least 30% of administrative procedure processing time by 2025; reduce at least 30% of business costs; abolish at least 30% of business conditions; 100% of administrative procedures are not dependent on administrative boundaries within the province; Prioritize promoting growth, renewing traditional growth drivers (investment, export, consumption), promoting new growth drivers; maintain macroeconomic stability, control inflation, ensure major balances of the economy; continue to effectively handle outstanding and long-standing issues. Ministries, agencies and localities continue to resolutely implement solutions to remove difficulties and obstacles for long-standing backlog projects, combat waste; pay attention to resolutely and effectively implementing Decree No. 76/2025/ND-CP on specific mechanisms and policies to remove difficulties and obstacles for projects in inspection, examination and judgment conclusions. At the same time, continue to review and handle remaining long-standing backlog projects; focus on the fields of culture, society, environmental protection, natural disaster prevention and control, and climate change response; carefully prepare and organize well the country's major holidays.
At the same time, the Prime Minister also requested to strengthen discipline and administrative order; step up the fight against corruption, negativity and waste, paying special attention to the handling of assets after merging localities; strengthen national defense and security; maintain social order and safety; strengthen foreign affairs and international integration. Strengthen information and communication work, create social consensus, ministries, branches and localities actively and proactively coordinate with news agencies and newspapers to promote policy communication.
At the Conference, Minister of Home Affairs Pham Thi Thanh Tra also reported and announced the results and rankings of the 2024 administrative reform index of the People's Committees of provinces and centrally run cities. As a result, the 2024 Provincial Administrative Reform Index (PAR INDEX) of provinces and cities continued to maintain positive growth with the highest average value ever, reaching 88.37%, 1.39% higher than in 2023. This is also the second consecutive time that 63/63 localities have achieved an administrative reform index of over 80%.
