Reviewing the contents of the 30th session, 8th Provincial People's Council

At the meeting, Vice Chairman of the Provincial People's Committee Hoang Nam presented and clarified 13 contents of the draft resolutions for consideration at the 30th session of the 8th Provincial People's Council. In particular, the draft resolutions are related to adjusting the medium-term public investment plan for the period 2021 - 2025 and the plan for local budget sources to be balanced according to criteria.

Approve the policy of changing the purpose of forest use to implement investment projects in the province in 2025; consider and approve the percentage rate for calculating land rental prices, paying annual land rental fees without auction, land rental prices for underground construction, and land rental prices for land with water surface in the province.

Provide financial support for a number of civil servants and public employees of the Quang Tri health sector who were sent to postgraduate study during the COVID-19 pandemic prevention period from 2019 to 2021; supervise the implementation of policies and laws on management, use, and rearrangement of public assets such as houses and land of agencies, organizations, and units under the management of the province in the period of 2018 - 2024.

At the meeting, representatives of the provincial People's Council committees, relevant departments and branches gave their opinions on the submissions and draft resolutions. Accordingly, the content of the draft resolutions submitted at the 30th session was basically agreed upon. The review process showed that the preparation of the submissions and draft resolutions was directed by the provincial People's Committee to relevant departments, branches and localities to review and develop content in accordance with the policies and goals in the coming time.

Concluding the meeting, Standing Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Council Nguyen Dang Quang basically agreed with the contents and draft resolutions to be considered at the upcoming 30th session.

In particular, the draft resolution on approving the Task of adjusting the Master Plan for the construction of Lao Bao Special Economic - Commercial Zone, Quang Tri province until 2045 and the Resolution on financial support for a number of cases of civil servants and public employees of the Quang Tri health sector sent to postgraduate study during the period of COVID-19 epidemic prevention from 2019 to 2021 were not submitted at this meeting.

Regarding the issue of financial support for the above-mentioned cases of civil servants, it is recommended that the Provincial People's Committee take the lead in handling them, and if necessary, seek the opinion of the Standing Committee of the Provincial People's Council.

Regarding the draft resolution regulating the policy of supporting loan interest rates at credit institutions for investment projects in bus vehicles, infrastructure serving public passenger transport by bus and some related supports, the Provincial People's Committee and related departments and branches are requested to review the regulations and support policies for each specific route to develop a roadmap for the resolution.

In the immediate future, build an initial support policy, one-time binding regulations for some urgent and necessary bus routes from Lao Bao town to Dong Ha city, Dong Ha city to a locality outside the province and vice versa.

Regarding the contents of the draft resolutions related to adjusting and allocating resources to districts, it is recommended to carefully review and scrutinize the roadmap for implementing the resolutions to avoid overlapping or causing difficulties in implementation when the district level is abolished in the coming time.

Regarding other draft resolutions, the Standing Committee of the Provincial People's Council agreed to submit them to the meeting. However, it requested relevant agencies to urgently edit and complete some contents to ensure requirements and feasibility after promulgation.
