At the Congress, delegates heard the announcement of the Decision to establish the Association according to Decision No. 10/QD-BNV dated January 10, 2025 of the Ministry of Home Affairs; Summary report on the establishment process; Association Charter; Draft directions and tasks for the 2025-2030 term; and the introduction of the Association's Executive Committee consisting of 62 members, of which the Standing Committee consists of 7 members.

General Luong Tam Quang, Politburo member and Minister of Public Security, was elected to hold the position of Chairman of the National Data Association for the first term (2025-2030).
Speaking at the Congress, General Secretary To Lam emphasized the strategic importance of data in the digital transformation period. “We are entering the dawn of the digital era - where data becomes an important resource, means of production, 'new energy', and even the 'blood' of the digital economy,” said the General Secretary. He also affirmed that the Party and State have recognized the central role of data early on, as demonstrated through major resolutions such as Resolution 52-NQ/TW (2019) and most recently Resolution 57-NQ/TW (2024), placing data as a pillar for national digital transformation.
The General Secretary noted that data governance is not only a policy issue but also a technological issue. Therefore, it is necessary to promote the application and mastery of core technologies such as artificial intelligence (AI), big data, blockchain and cloud computing, while developing a national data market and data platform to serve research, innovation and startups.
The National Data Association is expected to become a “common home for digital knights”, a pioneering organization in implementing major policies on science, technology and digital transformation. The General Secretary suggested that the Association play a central role in developing, connecting, exploiting and protecting data, contributing to building a digital governance, digital economy and digital society based on a “correct - sufficient - clean - alive” data system.
Speaking at the Congress, Chairman of the Association, Senior General Luong Tam Quang, said that in its first term, the Association will focus on implementing a number of key tasks: disseminating and popularizing national policies and laws on data; contributing to the development of a legal corridor; consulting on policies with competent authorities; and supporting connection, sharing and promoting initiatives in the data community.
“The association will be a bridge between businesses and organizations, contributing to building a diverse and stable data ecosystem, meeting the requirements of sustainable digital transformation, creating a premise to bring the country into the new digital era,” he emphasized.
With a clear orientation and mission to connect forces in the data field, the National Data Association promises to become a core force in promoting the development of the data market, enhancing national competitiveness and bringing Vietnam forward rapidly on the journey to becoming a digital nation, digital society, sustainable and prosperous digital economy.
