From June 21-27, Deputy Prime Minister Tran Hong Ha led a Vietnamese delegation to attend the Summit on the New Global Financial Compact and work in France; co-chair the 8th meeting of the Vietnam-Netherlands Intergovernmental Committee on Climate Change Adaptation and Water Management; and work in the Netherlands.
Reforming the multilateral financial system for sustainable growth
The New Global Financial Compact is an initiative proposed by French President Emmanuel Macron at the 2022 G20 Summit, with the aim of promoting reform of the international financial system, addressing the climate crisis, biodiversity and development through increased finance and preferential capital support for developing countries in the South.
The conference is being held in the context of the world facing many unprecedented crises such as climate change and biodiversity, the impacts of the Covid-19 pandemic, conflicts and increasing inequality. The first consequence is that the budgets of countries are exhausted, public debt is soaring, making it increasingly difficult to achieve the sustainable development goals as well as the Montreal and Kunming commitments on climate change.
Therefore, to have resources to jointly respond to challenges including climate change, biodiversity loss, poverty and global health, and to invest in the future, countries need to build a new global financial pact. The international community needs to share a common vision to reform the multilateral financial system and identify new ways to jointly achieve sustainable growth and the transition to a zero-carbon economy.
This year's conference is expected to be attended by about 300 delegations representing countries, socio-political organizations and businesses, with about 100 leaders of countries and international organizations.
Highlighting the significance of Deputy Prime Minister Tran Hong Ha's participation at the Conference, Vietnamese Ambassador to France Dinh Toan Thang stated that Vietnam is one of the countries greatly affected by natural disasters and climate change, so green growth is identified as an important strategy towards sustainable development.
Over the years, the Party and State have always paid special attention and financial resources to green growth. Vietnam's consistent and consistent policy is to respond to climate change and build a green, circular and environmentally friendly economy. This is demonstrated through the Government's strong commitment to net zero emissions by 2050 (Net Zero) at the COP26 Conference, and the decision to join the Just Energy Transition Partnership (JETP) with a number of G7 countries and other international partners. These commitments serve domestic socio-economic development, while contributing to the international community's response to climate change.
According to Ambassador Dinh Toan Thang, Vietnam's participation in the Paris Climate Accord is a continuation of its strong and consistent commitment to responding to climate change, demonstrating Vietnam's responsibility to join hands with the international community to address global challenges.
Following Vietnam's commitments at COP21 Paris, COP26 Glasgow and participation in JETP in 2022, attending the New Global Financial Compact is a concrete step to mobilize financial and technological resources, contributing to the implementation of the Party and State of Vietnam's policies on building a green economy and circular economy; supporting Vietnam in implementing its commitments to achieve net zero emissions by 2050 with international support.
Accordingly, Vietnam expressed its desire to transform its growth model towards greening economic sectors, applying a circular economic model through the exploitation and economical and efficient use of natural resources and energy based on science and technology, applying digital technology and digital transformation, developing sustainable infrastructure to improve growth quality, promote competitive advantages and minimize negative impacts on the environment.
Effective cooperation with two EU partners
During the working trip, Deputy Prime Minister Tran Hong Ha had a number of bilateral activities in France and the Netherlands, in the context of Vietnam's relations with the two EU member states continuing to develop positively and strongly in many fields.
For France, 2023 marks the 50th anniversary of diplomatic relations and the 10th anniversary of the Vietnam-France Strategic Partnership. The two sides regularly maintain contacts, exchange delegations and cooperation mechanisms, share many common views on global issues, and coordinate and support each other at international organizations and forums.
According to Ambassador Dinh Toan Thang, the foreign policies of Vietnam and France have important and strong points of intersection towards cooperation, peace, security and development. Faced with new challenges, both countries are focusing their efforts on economic recovery while ensuring their growth and development goals.
Notably, the Vietnamese community in France, consisting of about 300,000 people, is the largest Vietnamese community in Europe, and has made many important contributions to deepening and practical relations between the two countries.
Looking to the future, the two countries face many opportunities to bring cooperation to new heights in the coming years and decades with the determination of leaders, the support of people from all walks of life, and the positivity of partners in all fields.
For the Netherlands, 2023 is also a special year in Vietnam-Netherlands relations, marking half a century of cooperation for the benefit of both countries and common progress in the world. The two countries have established a Strategic Partnership on Climate Change Response and Water Management (2010), a Strategic Partnership on Sustainable Agriculture and Food Security (2014) and a Comprehensive Partnership (2019).
The two sides regularly maintain delegation exchanges at all levels and bilateral cooperation mechanisms, and coordinate and support each other at international forums and organizations. Notably, the Netherlands is Vietnam’s second largest trade partner in Europe.
Vietnamese Ambassador to the Netherlands Pham Viet Anh said that Deputy Prime Minister Tran Hong Ha's visit to the Netherlands this time focuses on cooperation in climate change adaptation and sustainable development in his role as co-chair of the 3rd meeting of the Intergovernmental Committee on Climate Change Adaptation and Water Management.
Pointing out that the bilateral activities during Deputy Prime Minister Tran Hong Ha's working trip to the Netherlands focused on cooperation in adapting to climate change, Ambassador Pham Viet Anh believed that this is an important content, throughout the strategic cooperation between the two countries, of vital significance to Vietnam in the process of overcoming the challenges of nature in the coming decades.
With such practical contents, the bilateral and multilateral working trip of Deputy Prime Minister Tran Hong Ha demonstrates Vietnam's role as a responsible, proactive and active member of the international community in dealing with common challenges; at the same time, affirms the importance and desire to promote synchronously and effectively the comprehensive partnership and cooperation with the EU and its member countries, including France and the Netherlands.
